Abstract

The Fens Unit is a government-initiated facility for male prisoners reaching criteria for Dangerous and Severe Personality Disorder (DSPD). Prisoners are assessed using a standardised process; those meeting criteria engage in a five-year treatment programme using a cognitive interpersonal model. Personality disorder is seen as a combination of coping strategies, developed in response to experience, which results in dysfunctions of thinking, feeling, behaviour and interpersonal relationships. These dysfunctions are linked to offending. Therefore, in order to reduce risk, multiphasic interventions – individual and group therapies – specifically target each dysfunction area, focusing on the developmental experiences that generated them. Each man's individual risk factors become treatment targets that are addressed in every aspect of the programme. All staff on the unit, clinical and operational, attempt to improve the quality of interpersonal relationships the prisoner has access to in order to create remedial experiences that are necessary to attain the capacity to develop socially adaptive cognitive, emotional and behavioural responses. This paper describes the treatment provided to these prisoners and the outcomes for the first cohort to have completed treatment (n=18). Results indicate that there is a reduction in violent behaviour, a higher than expected attendance at therapy, a decrease in actuarial risk measures and the majority of men are successfully managed in lower security after programme completion.  相似文献

Despite the pressure on politicians to show leadership in times of disaster, many struggle with the extreme leadership challenges imposed by a calamity that is quickly consuming life and property. Drawing on data from elite interviews with senior personnel from disaster agencies in eight countries, we find that emergency managers want to engage with political actors well before a disaster strikes. This is critical to educate the political actor about disaster management, leadership, and communication, and to generate support for resources and funding. The challenge is to place disasters on the agenda of political actors ahead of all-consuming, day-to-day issues.  相似文献

Forensic comparison of soils by bacterial community DNA profiling   总被引:5,自引:0,他引:5  
This preliminary investigation has shown that a soil microbial community DNA profile can be obtained from the small sample of soil recovered from the sole of a shoe, and from soil stains on clothing. We have also shown that these profiles are representative of the site of collection and therefore could potentially be used as associative evidence to prove a link between suspects and crime scenes. Soil community profiles were obtained using the T-RFLP fingerprinting method that uses fluorescent primer technology and semi-automated analysis techniques similar to those used in human DNA profiling in forensic laboratories.  相似文献

Distinguishing between bloodstains caused by a spatter pattern or by expirated blood may be crucial to a forensic investigation. Expirated blood is likely to be contaminated with saliva but current techniques have limited sensitivity, especially with small bloodstains. We report that a PCR assay, designed to detect salivary bacteria, can amplify streptococcal DNA from saliva stains applied to fabrics for at least 62 days after seeding. Bacterial DNA was detected when 0.01 µl of saliva was present in the stain and the amplification was not affected by contamination with blood. These findings indicate that PCR amplification of salivary microbial DNA may have application in the identification of expirated bloodstains in forensic case-work.  相似文献

Craniometric studies of South Africans yield high accuracies of sex and ancestry classification, but most assess only inter‐group variation of Black and White individuals, excluding the highly heterogeneous Colored group, which constitute a significant proportion of the population. This study applied a geometric morphometric approach to the neurocrania of 774 Black, Colored, and White individuals to assess sex and ancestry estimation accuracy based on the detected morphological variation. Accuracies of 70% and 83% were achieved for sex and ancestry, respectively, with ancestry‐related variation contributing the largest proportion of overall observed variation. Even when comparing the closely related Black and Colored groups, relatively high accuracies were obtained. It is thus recommended that a similar approach be used to develop a contemporary three‐dimensional database, which can be used to objectively, reliably, and accurately classify unknown remains in the South African forensic context.  相似文献

How can we account for the global diffusion of remarkably similar policy innovations across widely differing nation-states? In an era characterized by heightened globalization and increasingly radical state restructuring, this question has become especially acute. Scholars of international relations offer a number of theoretical explanations for the cross-national convergence of ideas, institutions, and interests. We examine the proliferation of state bureaucracies for gender mainstreaming. These organizations seek to integrate a gender-equality perspective across all areas of government policy. Although they so far have received scant attention outside of feminist policy circles, these mainstreaming bureaucracies—now in place in over 100 countries—represent a powerful challenge to business-as-usual politics and policymaking. As a policy innovation, the speed with which these institutional mechanisms have been adopted by the majority of national governments is unprecedented. We argue that transnational networks composed largely of nonstate actors (notably women's international nongovernmental organizations and the United Nations) have been the primary forces driving the diffusion of gender mainstreaming. In an event history analysis of 157 nation-states from 1975 to 1998, we assess how various national and transnational factors have affected the timing and the type of the institutional changes these states have made. Our findings support the claim that the diffusion of gender-mainstreaming mechanisms has been facilitated by the role played by transnational networks, in particular by the transnational feminist movement. Further, they suggest a major shift in the nature and the locus of global politics and national policymaking.  相似文献
