A view from the policy community: a new strategic narrative for Europe?

ABSTRACT

Reflecting on the results presented in articles in this special issue, European leaders should take greater account of external perceptions in crafting the European Union's strategic narrative and guiding its actions. Failure to do so has impaired external policies like the Euro-Mediterranean Partnership, the European Neighbourhood Policy and Eastern Partnership. Leaders emerging from the Arab uprisings perceived the EU as complicit with their countries’ former anciens régimes and Russian leaders see EU support for democracy and the market economy in former Soviet states as duplicitous and instrusive. Awareness of such perceptions should be filtered into EU decision-making, without validating views that European officials and diplomats consider misleading.     

Thinking Ahead: Strategic Foresight and Government

The technique of strategic foresight — developing policy based on long-run scenario planning — has much to offer Australian governments. By paying greater attention to identifying emerging issues, and drawing on a broad range of information sources, policies are more likely to prove durable and effective. Drawing on examples from the private sector, and from governments in the UK, USA and Australia, I outline what strategic planning entails, and how it might be implemented.     

Relating Seasonal Hunger and Prevention and Coping Strategies: A Panel Analysis of Malawian Farm Households

Relative to chronic hunger, seasonal hunger in rural and urban areas of Africa is poorly understood. This paper examines the extent and potential correlates of seasonal hunger in Malawi using panel data from 2011–2013. We find that both urban and rural households report seasonal hunger in the pre-harvest months. Certain strategies to smooth consumption, including crop storage and livestock ownership, are associated with fewer months of hunger. In addition, we find that Malawian households that experience seasonal hunger harvest their crops earlier than average – a short-term coping mechanism that can reduce the crop’s yield and nutritional value, possibly perpetuating hunger.     

Ideological Rigidity and Flexibility of Secular and Religious Terror Groups: The Case of the Palestine Liberation Organization and the Palestinian Hamas

This article explores the ideological rigidity of secular and religious terror groups. Analyzing leaflets disseminated by two Palestinian groups during the First Intifada, it examines if and how each shifted its identity and goals in response to repression, political shifts, or resource changes. The results suggest that while similar catalysts led to ideological reformation among the secular and the religious group, the extent of ideological change within the religious group was more limited. The article argues for the need to disaggregate ideological analysis further in order to identify more subtle shifts, alterations, and omissions, in the positions held by religious terror groups, moving past the exploration of if such changes exist in ideological templates and instead focusing on the extent and type of alterations the different groups allow.     

Localism in environmental policy: New insights from an old case

Determining the appropriate balance between local and national interests is an enduring issue in public and environmental policy. Study of this issue, however, has been impeded by the theory of agency capture. This paper demonstrates the limitations of capture theory with respect to localism and provides a new perspective on the issue by revisiting the case of the U.S. Division of Grazing, a common example in the literature of a captured agency. Until now, the over-extension of capture theory to this case has obscured the division's extensive efforts to balance local and federal influence over range policy and prevent domination by large private interests. At the center of this struggle was a prominent legal dispute over local control involving Colorado sheepherder Joseph Livingston. As a detailed debate over political representation and the merits of localism, the Livingston case holds important lessons for modern community-based conservation efforts seeking similar policy goals.     

A more sensitive method for the quantitation of genomic DNA by Alu amplification

Current procedures for human DNA quantitation reach their limit at 150 pg DNA, which is above the limit of the PCR profiling range using Profiler-Plus (Applied Biosystems, CA). This study tested the potential for the use of primate specific Alu sequences in forensic science for the sensitive detection and quantitaion of DNA. A fluorescently labelled primer pair was designed enabling high efficiency amplification of the core Alu sequence within primate DNA. Quantitation was performed by measurement of fluorescence intensity and comparison to a series of standard template DNA amounts via the construction of a standard curve. The new Alu-based quantitation protocol developed has shown its feasibility in more sensitively quantitating (100-2.5 pg) unknown amounts of human DNA for forensic use. The method is compatible with the use and throughput of current forensic procedures.     

Public school adjustment of delinquent boys after release from a juvenile corrective institution

This paper concerning the public school adjustment of delinquent boys after release from a juvenile corrective institution is based on research data obtained as part of a followup study. Seventy-two percent of the 94 teenage boys in our sample returned to school in the community, but over three-fourths of them dropped out. Although we examined several factors associated with the boys' post-release school adjustment, we focused our inquiry on the small group of 14 boys who completed high school. A few personal and social factors were related to public school outcome, i.e., whether the boys graduated or not. However, we also found that all the boys who finished high schol had received some suppoprt from a structured environment or from interested people in contrast to a majority of the boys who dropped out. None of the boys who graduated was involved in antisocial behavior while in school and only two, or 14%, had gotten into serious legal trouble during the 3-year followup period in comparison to 40% of the boys who dropped out and 50% of those who never attended school after release.Received Ph.D. from University of Houston in 1956.
