Corporatism has been an influential doctrine in the Slovenian polity since its beginning. After the onset of democratization in the early 1990s, its influence remains strong. Forms of corporatism are embodied in the National Council as the second chamber of parliament, in the chamber system, the system of social partnership and the RTVS (Public Television of Slovenia) Council. It is also present in certain socio-political priorities such as a higher value being placed on partnership over competition, on fairness over human rights, on community over individualism. Social pluralism has always been a part of Slovenian public life. Political pluralism emerged at the end of the 19th century and was never fully developed. There has always been a strong inclination in the political life of Slovenia to organize around interest groups and editorial boards of various publications, a tendency that reveals a plurality of voices but a general unwillingness to fight for political power. It could also be concluded that the development of pluralism in Slovenia relies heavily on corporatism because of the general lack of liberal foundations.  相似文献

In the wake of the 2010 Belgrade Pride Parade, right-wing extremists portrayed the event as a threat to public morals, while liberals framed homophobia as a threat to democracy. While these moves managed to polarize and mobilize the public, the government didn’t heed their calls to adopt extraordinary measures. The Parade took place on 10 October and the extremists organized unchecked violent counter-demonstrations. By drawing on Securitization Theory, we triangulate content and discourse analysis to understand why these securitizing moves had a low success. Our analysis shows that although both moves followed the grammar of security, they were only partially embedded into the wider discursive context and were not enunciated by securitizing actors with strong positional power.  相似文献

This article tests the hypothesis that the attitude towards migration can be understood as a social seismograph for the degree of a society’s degree of democratisation. In this article I present my hypothesis and analyse the constellation of arguments within the public controversy following the so-called refugee crisis in Germany. I work out the internal problematics structuring the three main polarisations in this discourse. Most of the contributions analysed here are interventions rather than academic texts (albeit often authored by academics) making practical suggestions to cope with what they respectively relate to different definitions of crisis. Methodologically, this article is based on a thorough reading of essays and books and their relation to one another, with view to the current conjuncture. Understanding this ‘crisis’ after 2015 requires an approach attentive not only to the different ‘politics of polarisations’ within the public controversy but also to the real and phantasmal dimensions of the crisis. Although the figure of the refugee has began to occupy a central role in the discussion of migration policy, the debate has, I demonstrate, surprisingly little or nothing to do with migration whatsoever, but rather speak to the degree of required democratisation.  相似文献

Abstract

This paper analyses Transatlantic Trade and Investment Partnership (TTIP) negotiations in order to assess how the move towards tighter economic integration within the EU?US strategic partnership impacts on legislative?executive relations in EU trade policy. The analysis examines the institutional, substantive and party political dimensions of national parliaments’ scrutiny of the Common Commercial Policy. Based on insights into both domestic and EU channels of parliamentary monitoring of TTIP negotiations, the paper argues that, although the government remains the central object of democratic control, the involvement of national parliaments in transatlantic trade extends to encompass the EU’s own transatlantic and trade policies. This is rooted in the legislatures’ legal capacity to constrain the executive in the negotiation, conclusion and, where applicable, ratification phases of EU trade agreements. It is argued that national parliamentary influence takes the shape of politicisation of the legitimacy of the expected policy outcomes of these agreements.  相似文献

In 2013, Gezi Park housed perhaps the most significant democratic protest of the Turkish Republic’s history. The Gezi protests have drawn the attention of many democratic theorists since then. What is surprising about these theorists’ commentaries on Gezi is that in none of them is it possible to find an account of political practices that enabled actors with such different interests and worldviews to act in concert during this moment of popular action. This article argues that to attend fully to the unique features of events such as Gezi, we need to develop an alternative conceptualization of democratic action that brings to light such mediatory political practices. To develop that alternative, I turn to Aristotle and creatively appropriate his notion of “political friendship.” Interpreted as an ethico-political notion, which refers to a set of mediating practices, political friendship becomes a rich conceptual resource that lays bare the dynamics of democratic popular action.  相似文献

The authors proceed from the assumption that the institutional and economic efficiency of a particular country (or society) depends on its historic legacy or ‘path-dependence’, strategic interactions of the elite and the impact of the international environment. Estonia and Slovenia are both – not only economically, but also institutionally – perceived as relatively successful and prominent post-communist countries and new members of the EU. Yet they have developed completely different – in some aspects even diametrically opposite – regulative settings and socio-political arrangements. The main emphasis is on the connection between the dynamics and ideological preferences of political actors and the pace of reforms as well as institutional regulations. One can argue that the political elite in Estonia encouraged the shaping of the state in a direction close to the liberal-market model, whereas Slovenia is closer to the corporatist social welfare-state model. In both cases, some dysfunctional effects are evident that represent a new challenge to the elites and, at the same time, a test of their credibility and competence.  相似文献

Five years on from the Tunisian revolution, Tunisia stands as the sole success story of the Arab Spring. The country since then has managed to adopt a pluralist and democratic constitution, and held three free and fair elections. Accordingly, in the eyes of several observers, Tunisia is now in the process of consolidating its new democracy. However, the reality on the ground seems much gloomier, as most recent opinion surveys suggest that there is a significant degree of dissatisfaction, not only with political parties and Parliament but also with the very institution of democracy. Nevertheless, what accounts for this change? After the collapse of the long-lasting and oppressive Ben Ali regime, how, just in five years, has Tunisians’ confidence in the democratic process changed? This article accounts for this state of affairs from a party politics view, arguing that political parties, which are the main protagonists of the consolidation process, fail to fulfill their role of acquiring legitimacy for the new regime. While party–state relations seem to be stabilized due to the inclusiveness of the constitution-making process, both inter-party relationships and the relationship between parties and society suffer from numerous flaws which, in turn, hamper the democratic consolidation process.  相似文献

This article contributes to debates about the break-up of Yugoslavia by focusing on Serbia’s ‘anti-bureaucratic revolution’, a large protest wave that occurred in 1988. Unlike most discussions which focus on elite involvement, this article emphasises the wider cultural resonance of anti-bureaucratic populism. More generally, this article shows that populism can be strengthened if it is coupled with producerism, that is, a discourse that divides society into productive and parasitic groups. Around 800 political cartoons from three Serbian newspapers are analysed. The common theme that emerges is the opposition of the blue-collar worker to the parasitic political functionary.  相似文献
