ON August 28, Maged George, Egyptian Minister of State for Environmental Affairs, was interviewed in Cairo by China Today. He talked about the Cancun International Conference on Climate Change to be held at the end of 2010, Egypt＇s views on global climate change and its expectations for the conference.

本文以陕西省1997—2011年的样本数据对产业升级与金融发展的关系进行分析,研究表明,金融发展规模、金融发展效率以及城市化是产业升级的原因。其中,产业合理化与金融发展规模、金融发展效率都存在单向格兰杰关系;金融发展效率是产业高级化的单向格兰杰原因,城市化与产业升级无显著的格兰杰关系。最后,为促进产业升级与金融发展提出建议。     

eGOVERNMENT AND THE TRANSFORMATION AGENDA

Government policy-making emphasis worldwide is moving increasingly to how ICT can be used to achieve efficiency savings ( Gershon 2004 ) or to transform activities ( Cabinet Office; Transformational Government 2005 ). The role of ICT in achieving efficiency benefits or supporting transformational change is almost universally accepted by policy-makers, despite the fact that little robust evidence exists.
eGovernment evaluation methodologies are reviewed and evidence is provided in this paper to demonstrate that transformational eGovernment projects produce greater benefits than other types of initiatives. The level of benefits for different groups of beneficiaries is examined. A key factor determining benefits and impact of any project is the number of users of the service and/or the frequency of use of a system.     

纳戈尔诺-卡拉巴赫冲突的法律分析

纳戈尔诺—卡拉巴赫冲突(简称纳卡冲突),成为20世纪最悲惨的冲突,这个冲突改变了百万阿塞拜疆人民的命运。纳卡冲突1988年爆发,造成了将近20%的阿塞拜疆领土和7个地区被亚美尼亚军队占领,并造成一百多万的阿塞拜疆人民流离失所。一些国际时事评论员认为解决纳卡冲突取决于在这种情况下是否完整或自决原则应当适用主权。然而,在亚美尼亚人一直呼吁的情况下考虑采取民主自决,这是误导性的,因为民主自决只适用于没有主权土地争端这种情况,这显然并不适用对于亚美尼亚和纳戈尔诺-卡拉巴赫的情况。联合国安理会第822,853,874和884号决议谴责了亚美尼亚的反面行为,并重申了对阿塞拜疆的主权和领土完整的尊重。本文主要综合了学者长期以来的研究,应用国际法准则和法律来分析纳戈尔诺-卡拉巴赫问题。     

全面禁止儿童乞讨应当缓行

近日于建嵘教授在倡导“微博打拐”的基础上，进一步提出“全面禁止儿童乞讨”的主张，并且通过在全国两会期间提交相关提案、议案等方式，试图将这一主张转变为立法。于建嵘教授及其支持者的善良初衷是毫无疑问的，其所引发的公众对于儿童权利保护的再一次广泛关注，也必然会对我国儿童保护事业的进步产生深远的积极影响。

For a Legal Guarantee to Improve People＇s Livelihood and Protect Human Rights--Thoughts on policy concerning Social Insurance Law （draft）

The People＇s Republic of China Social Insurance Law （draft） has undergone three readings at the Standing Committee of the National People＇s Congress. The Law, once promulgated, will be of great significance to implementation of the constitutional principle of ＂respecting and protecting human rights.＂ It will help regulate the various social insurance relationships and the rights and obligations of the parties involved.
