The article analyses the Europeanization of the Danish national administration. The article offers a revision of the standard image of Danish adaptation to EU membership as being highly centralized and formalized. Rather, the Danish experience involves substantial polity change in terms of new institutions and procedures as well as a change in the overall approach to the EU. Whereas the initial response to membership favoured a strategy for polity adaptation based on centralization – vertical coordination and international bargaining framed by a discourse on sovereignty over a strategy emphasizing the importance of decentralization, horizontal coordination and transnational negotiation – the latter has gradually become much more influential. The analysis suggests two general conclusions relevant to the debate on Europeanization and administrative change. First, it is argued that Europeanization can in fact lead to substantial polity change, which makes the tendency to focus on policy change in Europeanization studies somewhat one‐sided and premature. New Public Management (NPM) is one of the most significant reforms in public welfare in recent times. Making individual civil servants more dependent on the directions of the local manager than on common professional standards, previous sociological research argues that NPM results in a ‘deprofessionalization’ of civil servants. Taking a somewhat different approach, recent public administration research indicates that NPM may, at the same time, enhance the professional status of welfare managers. By integrating the literature on the sociology of professions and public administration, this article develops a theoretical framework for understanding the influence of NPM using the example of a professional project for school principals in Sweden. Taking a process‐oriented methodological approach, the result shows that Swedish school principals gained increased support for their professional project by the introduction of NPM. The article argues that NPM can function as a catalyst for welfare managers' professional projects. 相似文献

Recruitment to the civil service is, in order to prevent patronage, often centralized and based on performance in competitive examinations. This approach, albeit slow and occasionally cumbersome, is generally assumed to be the most meritocratic method of recruitment. However, while some applicants may have skills suited for a specific position, they may not perform best in a general examination. As long as the system is not abused, a more flexible recruitment process based on, for example, interviews and CV screening, may be more meritocratic. It is therefore necessary to weigh the risk of abuse against the potential gains from more flexibility. Formal civil service examinations are hypothesized in this article to be the most meritocratic way to recruit civil servants only in countries where the risk for patronage is high. Analysis of a dataset describing the structures and characteristics of bureaucracies worldwide lends support to the hypothesis. 相似文献
