Philadelphia's ``Black Mafia': Assessing and advancing current interpretations

In the history and the study of organizedcrime, the validity and reliability ofsources have been particularly problematicmatters. Governmental fact-finding bodiesare frequently cited in this research area,including the now-defunct PennsylvaniaCrime Commission. For example, studiesoccasionally reference Philadelphia's``Black Mafia,' and each of these inquiriesrelies upon the work of the PennsylvaniaCrime Commission for ``analysis' of thegroup. In this article, the Commission'sfindings are presented and then critiqued. Significant Black Mafia activitiesunder-researched by the Commission are nextanalyzed, adding context to the currentunderstanding of the group. The articlechallenges current assumptions, places thegroup's history in context, and illustratesthe utility of primary source research.     

The European-ness of Estonia's Ethnic Integration Policy: Nation,culture, and security in an applicant state

This article argues that the process of European Union accession prioritises the linguistic and cultural hegemony of the ethnic Estonian majority as a necessary condition of securing post-Soviet Estonia in an enlarged European Union. This occurs through a conceptualisation of security used by 'e´lites of statecraft' that binds together 'nation', 'culture', and 'state' as cornerstones of a stable interstate system. Evidence is gathered from extensive interviews with Estonian and western European officials as well as analyses of international agreements on minority rights and Estonia's main ethnic integration document, State Programme: Integration in Estonian Society 2000-2007. Estonia's ethnic integration policy should not be understood as a peculiar, eastern European case of cultural protectionism. Rather, it is a logical expression of broader European patterns of political organisation. The research was funded by a 1999-2000 Fulbright-IIE fellowship to Estonia and 2000-01 David L. Routine crime in exceptional times: The impact of the 2002 Winter Olympics on citizen demand for police services

Despite their rich theoretical and practical importance, criminologists have paid scant attention to the patterns of crime and the responses to crime during exceptional events. Throughout the world large-scale political, social, economic, cultural, and sporting events have become commonplace. Natural disasters such as blackouts, hurricanes, tornadoes, and tsunamis present similar opportunities. Such events often tax the capacities of jurisdictions to provide safety and security in response to the exceptional event, as well as to meet the “routine” public safety needs. This article examines “routine” crime as measured by calls for police service, official crime reports, and police arrests in Salt Lake City before, during, and after the 2002 Olympic Games. The analyses suggest that while a rather benign demographic among attendees and the presence of large numbers of social control agents might have been expected to decrease calls for police service for minor crime, it actually increased in Salt Lake during this period. The implications of these findings are considered for theories of routine activities, as well as systems capacity.
