Concentrations of unconjugated morphine, codeine and 6-acetylmorphine (6-AM), the specific metabolite of heroin, were determined in urine specimens from 339 individuals apprehended for driving under the influence of drugs (DUID) in Sweden. After an initial screening analysis by immunoassay for 5-classes of abused drugs (opiates, cannabinoids, amphetamine analogs, cocaine metabolite and benzodiazepines), all positive specimens were verified by more specific methods. Opiates and other illicit drugs were analyzed by isotope-dilution gas chromatography-mass spectrometry (GC-MS). The limits of quantitation for morphine, codeine and 6-AM in urine were 20 ng/mL. Calibration plots included an upper concentration limit of 1000 ng/mL for each opiate. We identified the heroin metabolite 6-AM in 212 urine specimens (62%) at concentrations ranging from 20 ng/mL to > 1000 ng/mL. The concentration of 6-AM exceeded 1000 ng/mL in 79 cases (37%) and 31 cases (15%) were between 20 and 99 ng/mL. When 6-AM was present in urine the concentration of morphine was above 1000 ng/mL in 196 cases (92%). The concentrations of codeine in these same urine specimens were more evenly distributed with 35% being above 1000 ng/mL and 21% below 100 ng/mL. These results give a clear picture of the concentrations of unconjugated morphine, codeine and 6-acetylmorphine that can be expected in opiate-positive urine specimens from individuals apprehended for DUID after taking heroin.  相似文献

Recently, comparable worth has been offered as one important tool for reducing status disparity between working men and women. Using a comparative analysis of strategies for enhancing working women's status in American and Swedish public organizations, in this article we argue that to be an effective tool for lessening status disparity, the notion of comparable worth must extend well beyond attempts to equalize wages in jobs held predominantly by either men or women. Here, we review the magnitude and sources of the more blatant indicators of status disparity between men and women and describe and critique the distinct organizational approaches used in the U.S. and Sweden for combatting gender status disparity. In our conclusion we suggest that both the Swedish and American comparable worth approaches are limited primarily because they attempt to make status disparity between working men and women something other than a gender issue.  相似文献

Democratic welfare states are increasingly characterized by uncertainty, complexity and often changing divisions of labor between actors and agencies. The main functional answer to such diffusion of power is an increase of symbolic and pseudo policy ingredients. This means that many policies are either not intended to be fully implemented or are characterized by unsatisfactory usage of available knowledge regarding preconditions for implementation. Politicians often have to make decisions even when they are unsure of what to do and pressured by lack of economic resources, time or relevant knowledge. This is not something they alone should be blamed for but a rather problematic feature of modern politico-economic systems. Decentralization of symbolic and/or pseudo type is a strategy often used to muddle through the present difficulties. Because of the extension of the public sphere, real decentralization might be the only alternative to complexity and difficulties in governing. The form in which it occurs is, however, crucial for the future of democratic mechanisms.  相似文献

This article attempts a systematic comparison of how policy is implemented in Sweden and the United States. We suggest that differences might be explained by examining policymaking processes, policy content, and governmental structure. The comparison reveals differences in 'incentive structure'. Both Sweden and the U.S. have responded to the complexity and uncertainty that accompanies increased demands on central government by adopting 'softer' mechanisms for implementation. The effect of these shifts in both systems is to devolve important decisions to lower levels of government. In Sweden, this devolution is still accompanied by strong incentives for national policymakers to undertake implementation, although the incentives may not be as strong as they were in the past. In the U.S., it is accompanied by a radical weakening of incentives to carry out implementation and increasing instability in policy content and relations among key actors.  相似文献

The article discusses central characteristics of the way in which western democracies formulate their public policy. This is done by presenting a preliminary typology of policy styles. An attempt is made to classify some European countries according to their dominant policy style as well as according to changes in this respect during the post-industrial period. Overcrowding and unconventional participation are identified as two important factors behind this development. The essay, which is mainly based on British and Swedish data, concludes with a discussion of the question of whether societies are able to exercise any choice in determining their policy style.  相似文献
