Increasing expectations of citizen involvement as well as demographic changes brought by population ageing make evidence about the factors impacting on seniors’ participation increasingly important for local governments. In particular, knowledge about motivations for involvement can assist local governments in attempting to attract input from more than just the usual suspects, and to determine whose interests are represented. This article reports on an Australian study exploring seniors’ motivations for participation in governance processes, using a two-phase mixed method approach. Findings from this study suggested that seniors’ participation was motivated by both self- and other-directed, and both practical and abstract factors. Comparison of the sources highlighted nuances in the data which reflect questions about representation, representativeness and inclusion. Findings are discussed in relation to these questions, and implications for local government engagement practices are addressed.  相似文献

Population differences in dental development between Black and White ethnic groups have been debated but not previously studied in the UK. Using inappropriate data for dental age estimation (DAE) could lead to erroneous results and injustice. Data were collected from dental panoramic radiographs of 5590 subjects aged 6–24 years in a teaching hospital archive. Demirjian stages were determined for left-sided teeth and third molars and data collected regarding hypodontia and third molar agenesis. Third molar development in self-assigned Black British, including other self-assigned Black ethnicity, was compared with that of self-assigned White British subjects. Data were compared for males and females in the two ethnic groups using T-tests for Demirjian Stages A–G of third molar development and Mann-Whitney tests for Stage H once a cut-off age at the maximum age for Stage G had been imposed. Third molar development occurred earlier in subjects of Black ancestry compared to those of White ancestry. While both ethnic groups showed large age ranges for every third molar stage, in female subjects these generally occurred at least 1.5 years earlier, and in males at least one year earlier. Hypodontia and third molar agenesis were more prevalent in White British, but the ethnic difference in third molar development persisted in subjects with complete dentitions. This is a large study that confirms ethnic differences in a London population, emphasises the difficulties of establishing the 18-year-old threshold using DAE, and confirms the risk of overestimating the age of individuals of Black ethnicity using White ethnic reference data.  相似文献

This article examines the manifestation of jihadist ideology in the strategic thought and behavior of war-fighting forces. Employing the “strategic approach,” it aims to determine whether jihadist ideology is a military asset or a strategic disadvantage for armed forces. It hypothesizes the impact of jihadist ideology on the use of force by examining its potential effects in seven strategic aspects: vision, threat perception, objectives, strategy, constituency, legitimacy, and conduct. It concludes by discussing the contradictory effects of jihadist ideology on the utility of force. Theoretical arguments throughout the article are elaborated by a discussion of jihadist forces in the Bosnian civil war.  相似文献

Australia's third sphere of government is local government, consisting of about 675 councils nationally, responsible for an average of 6 percent of total public sector expenditure (around $18 billion) annually. This article reviews key integrity issues confronting local government, based on experience in NSW and Queensland. Current issues confirm integrity to be a significant concern manifesting in a large variety of forms, both in council administration and in local government politics. A new generation of responses are increasingly tailored to recognising local government as a permanent, elected sphere of government, accounting directly to the public, while, supported by state regulators, individual councils also pursue better practice in the management of their own administrations.  相似文献

Traffic collisions kill about 43,000 Americans a year. Worldwide, road traffic injuries are the leading cause of death by injury and the ninth leading cause of all deaths. Photo Radar speed enforcement has been implemented in the United States and many other industrialized countries, yet its cost‐effectiveness from a societal viewpoint, taking all significant impacts into account, has not been reported. This paper fills this gap, reporting on a Photo Radar traffic safety program introduced in 1996 in British Columbia, Canada, and incorporating the results of rigorous statistical analyses on speed and crash impacts into a comprehensive cost‐benefit analysis from both societal and sponsoring‐agency perspectives. The study reveals that the Rhoto Radar Program cost C$27 million per year in 2001 Canadian dollars (?US$21 million) and generated benefits valued at $142 million per year (?US$109 million), for net societal benefits of C$115 million per year (?US$88 million). It was estimated that the sponsoring agency saved C$38 million (?US$29 million) annually in claim costs. These results are robust to plausible alternate assumptions. Societal net benefits become negative only if the reduction in injuries and fatalities is one standard error below the expected value, or if private travel time is valued at or above C$15 per hour. Agency claim cost savings are greater than program costs under all scenarios tested. These results are likely applicable to jurisdictions in developed countries with similar traffic infrastructure: Greater use of highway photo radar speed enforcement would be good public policy. © 2006 by the Association for Public Policy Analysis and Management  相似文献

ABSTRACT

Recent scholarship and policy doctrine alike have identified local legitimacy as an important ‘success factor’ in peacekeeping – but like many such calls for greater attention to local dynamics, it is often unclear what local legitimacy actually means, how to analyse it, what causal processes are at work, and what might obstruct the operationalization of well-intentioned policy recommendations for peacekeepers to seek local legitimacy. This article aims to bring clarity to the complex concept of local legitimacy, including the ways in which insights drawn from legitimacy theory developed in very different social contexts can be adapted to the realities of the conflict societies into which peacekeepers deploy. First, it examines what it means to locate the legitimacy of peace operations at the local level, rather than the international. Second, it clarifies the causal links between peacekeepers’ legitimacy and their effectiveness, reviewing scholarship on local legitimacy and its adaptation of broader legitimacy theory. Third, it identifies three important reasons that locally legitimizing peacekeepers is so difficult in practice, distinguishing between the difficulties derived from the particular features of conflict societies and those derived from the institutional characteristics of peace operations.  相似文献

Effective policy responses to the ageing of the population are a priority area for government and non‐government agencies across Australia, particularly at the community level. This article focuses on the policy goal of ageing well at the local level, and more specifically, the strong principle of collaboration that underpins this goal. Too little is known about how to achieve effective collaboration in the ageing field. This article aims to address this by developing an analytical framework from the broad literature on collaborative processes, and applying this framework to data collected from interviews with stakeholders in ageing across two local communities in Queensland. While participants recognise the importance and strength of working together and provide local examples of how this has been achieved effectively, they also acknowledge the associated challenges and complexity. This all spanned the six factors of the framework: the context of ageing; the characteristics and relationships between partners; the need for adequate procedures; as well as structure and relationships aimed at building capacity; a shared sense of purpose; and access to adequate resources.  相似文献
