This article explores how international ideals and practices of law enforcement come into conflict with national bureaucracies. Drawing on original interviews, the investigation demonstrates how the competition to define the role of international prosecution impacted career strategies as well as the actual administration of criminal law within the Danish Prosecution Service (DPS). The analysis shows that this competition is embodied in two competing groups of prosecutors situated in a wider national bureaucracy—itself subject to transformations that affect the very stakes of the contest to define the international. While the institutionalists build careers closely attuned to the systemic and increasingly lean‐management‐inspired requirements of the DPS, the dissident and consequently unsettled position of the activists leads them to craft alternative career strategies closely related to the emergence of new international fields of criminal law.  相似文献

Formal and Informal Rural Credit in Four Provinces of Vietnam   总被引:1,自引:0,他引:1  
This paper uses a survey of 932 rural households to uncover how the rural credit market operates in Vietnam. Households obtain credit through formal and informal lenders. Formal loans are almost entirely for production and asset accumulation, while informal loans are used for consumption smoothening. The determinants of formal and informal credit demand are distinct. While credit rationing depends on education and credit history, in particular, regional differences in the demand for credit are striking. A ‘one size fits all’ approach to credit policy in Vietnam would be inappropriate.  相似文献

Abstract

In 2010, Russian authorities presented a new draft law on education, which immediately became controversial. The essay examines whether user groups (parents) and low-ranking sector employees (teachers) were active in the movement critical of the reform, and how the state responded to the anti-reform movement. The movement consisted of several networks and organisations with no central node. It included teachers, parents and activists from both non-systemic groups and systemic opposition parties. Pressure from below by networks and organisations was combined with pressure from actors situated above in the political system, that is, in the Duma. Since the movement was welfare-oriented rather than fundamentally regime-critical, the Russian authorities tolerated open criticism both from civil society and inside the Duma. Some gains for teachers were won, but the movement’s proposed amendments and demands were generally rejected or only introduced in revised form.  相似文献

Even though some people are associated with a single stigmatized group, others are associated with several. In order to shed light on such multiple stigma processes, we propose a theoretical model of ‘multiple stigma’ by describing how two stigma-related categories (having intellectual disabilities and being an inmate) merge into a third stigmatized category (being an inmate with intellectual disabilities) that makes it possible to be ostracized for each of these three. We describe how this extensive ostracism is associated with negative psychological problems and antisocial responses. Consequently, we discuss some possible implications for the criminal justice system and future research.  相似文献

Democracy promotion through economic sanctions has become commonplace. Previous studies argue that an important challenge to the effectiveness of democratic sanctions is the contravening support of black knights. However, these studies underestimate conflicting interests between the target and its black knight. In this paper, I propose a bargaining model for understanding how targets obtain support from black knights. The target’s main source of bargaining power is its threat to defect from the black knight and obtain support from an international rival. However, the credibility of this threat decreases with democratic sanctions because they hinder cooperation with a likely source of support, namely the sender. Therefore, targets take steps towards democracy to improve their bargaining position relative to the black knight. To probe my argument, I conduct a deep single case study of EU sanctions against Belarus between 2004 and 2016 with Russia as a black knight. Sanctions should have no effect in this paradigmatic case of black knight support. Yet, there is substantial evidence that democratic sanctions have increased the cost of electoral fraud and state repression in Belarus. This indicates that the conflicting interests of targets and their black knights provide windows of opportunity for democracy promotion.  相似文献

There are two salient features of the referendums on EU membership in Estonia and Latvia. Firstly, the results with decisive pro-EU majorities went easily beyond expectations based on previous opinion poll trends, where these two Baltic states had shown less public enthusiasm for integration than other Central and East European countries. This fact owed much to convincing arguments about abandoning international isolation and about geopolitical choice, with strong historical overtones. The anti-accession cause in both countries suffered from various weaknesses even though, in Estonia though not in Latvia, Eurosceptical attitudes were in evidence. Secondly, there was much less support for EU entry among the strong Russian minorities in both countries. This difference was partly due to the higher incidence of economic circumstances in determining voting behaviour but also to the fact that pro-EU (hence, pro-West) arguments were implicitly and sometimes explicitly unfriendly to Russia. In turn, this also showed that the Soviet legacy was particular to these Baltic countries compared with other accession states from CEE.  相似文献

In this article, we call for more attention to the national and local politics of climate change in developing countries, and contribute to this through a study of climate change adaptation interventions in Zambia. We show how such interventions form part of central state efforts to extend authority and control over natural resources, and how competing institutional actors such as local governments and chiefs seek to counter this. The article thereby shows how climate change adaptation is emerging as a new arena for deep-seated political and institutional struggles over issues such as authority, land control and devolution in development.  相似文献

Critical analysis of participatory community development has claimed that such approaches serve as a vehicle for social control and co-option by external actors. Drawing on a case study from Southern Thailand, this article argues that we need to take a less deterministic perspective, and pay more attention to the ways in which community members themselves manipulate or subvert participatory processes. The article shows how this may result in hybrid participatory practices and institutions that contain elements of both local and external interests, and which play a key role in defining the way power is constituted in local participatory spaces.  相似文献
