Bilateral Investment Treaties (BITs) present developing countries with a trade-off. BITs plausibly increase access to international capital in the form of foreign direct investment (FDI), but at the cost of substantially curtailing a government’s policy autonomy. Nearly 3000 BITs have been entered into, suggesting that many countries have found this trade-off acceptable. But governments’ enthusiasm for signing and ratifying BITs has varied considerably across countries and across time. Why are BITs more popular in some places and times than others? We argue that capital scarcity is an important driver of BIT signings: The trade-off inherent in BITs becomes more attractive to governments as the need to secure access to international capital increases. More specifically, we argue that the coincidence of high US interest rates and net external financial liabilities heightens governments’ incentives to secure access to foreign capital, and therefore results in BIT signings. Empirical evidence is consistent with our theory.  相似文献

Various recent developments have highlighted the role of the German parliament in European integration. During the 2005–9 election period, several legislative acts strengthened the Bundestag within the institutional balance of the political system. Also, a Bundestag office was opened in Brussels and now functions as a national parliamentary platform in a transnational setting. In 2009, the Constitutional Court further boosted parliament's role in European affairs. This article aims at describing, systematising and evaluating these developments. The evaluation refers to three different dimensions of legitimation and shows that a more active role of the Bundestag in the future depends on norms beyond the legal framework. Although there is only limited evidence as yet, it is suggested that the Bundestag has the potential to play a bigger role in German EU affairs than is currently the case.  相似文献

Effect of biofeedback on the detection of deception   总被引:1,自引:0,他引:1  
This study examined the effect of audio electrodermal biofeedback training on the detection of deception. The subjects consisted of 68 volunteers enrolled in selected undergraduate college courses. Each subject was required to commit a mock murder, after which a polygraph examiner administered a series of five consecutive "lie detector" tests to ascertain the facts involved in his/her murder. Before testing, subjects were randomly assigned to either a biofeedback condition or to a control group. The detection efficiency associated with the subject's respiration responses was significantly enhanced by simultaneous auditory biofeedback given during the polygraph testing; however, the feedback's effect upon the detection rates associated with the electrodermal measures that it was reflecting was neither statistically significant nor in the same direction. The results support the premise that audio biofeedback might be useful in enhancing respiration's detection efficiency during polygraph testing.  相似文献

The article refers to the controversial debate on the efficiency of German EU policy coordination. On the basis of a five-month participant observation in the German Ministry of Foreign Affairs, the hypothesis of the over-efficiency of EU coordination is developed. Over-efficiency is characterised by a functionally organised but purely technocratic preparation of EU policy without the participation of the general public, political parties, and national parliament. By having considerably increased the efficiency of EU policy coordination in recent years, German policy makers have therefore potentially undermined the acceptance of European integration as a whole.  相似文献

In 1981 Brittany lost one of its national heroes, a self-educated woman of extraordinary vision and talent, an adamant defender of her native Breton language, and a full-time farmer. Anjela Duval began writing poetry when she was in her early fifties, and within 10 years was recognized by many of her compatriots as one of the most accomplished and powerful poets of the language. A frequent theme of her poetry was the necessity for Bretons to reclaim their language and their culture from the encroachments of the French: as has literary fame spread, so did her prominence as a leader in the cultural and linguistic revival in Britanny during the 1960s and '70s. Her modest farm became a mecca for poets, writers, singers, and other artists and intellectuals committed to the promotion of the Breton language and culture: her literary and emotional impact on contemporary Bretons has been enormous.This article sketches in the main outlines of this unusual woman's life, filling them in with selected examples of her copious poems (which the author has translated from the Breton). A brief consideration of Duval from a feminist perspective is provided in the final section.  相似文献

Why do some governments participate more actively in the enforcement of international law than others? In the context of the General Agreement on Tariffs and Trade (GATT)/World Trade Organization (WTO), I argue that domestic institutions – and, specifically, the electoral rule – can account for these differences. Interest groups are frequently harmed when foreign governments violate international law and have compliance information, but they lack access to formal enforcement mechanisms, such as dispute settlement bodies. I identify two complementary effects of domestic institutions. Where domestic institutions increase the government’s responsiveness to interest groups, the government is more likely to enforce international law on their behalf. In turn, because they expect that rule violations are more likely to be enforced, interest groups are more willing to contribute to the monitoring of international law. Hence, interest groups are more likely to provide the information necessary for enforcement, and governments are more likely to be aware of rule violations and to provide enforcement. Empirical evidence from the GATT/WTO is consistent with these propositions.  相似文献

The text combines three lines of discussion. First, on the empirical level two Russian political parties – the CPRF and the LDPR – are characterized with regard to their specific profiles of right-wing radicalism. Second, these profiles are attributed to specific variations of the interpretation of the Russian past. Third, the empirical findings are traced for insights into the Leninist legacy concept. The main hypothesis on the empirical level is that Russian ultra-nationalist actors refer to different currents of a common national imagination in order to combine nationalist ideological elements with other programmatic features. On the conceptual level, the legacy concept is able to render systematic insights not into the history of a given state but into varying interpretations of what can be seen as ‘usable pasts’ from the perspective of various intellectual entrepreneurs.  相似文献
