How does the structure of government‐funded service networks affect the process of service innovation? We have conducted a comparative analysis of the structure and processes of collaborative innovation of 2 government‐funded community‐based elderly service networks in Shanghai. We have found that in consistent with the literature, a network that has a network administrative organization structure is better able to manage the process of service innovation in a way that balances the need to achieve government policy goals on the one hand and the imperative to facilitate bottom‐up citizen participation on the other. Surprisingly, contrary to what prior studies have suggested, we have found that a network in which a lead organization plays a dominant role, despite its more centralized process of service innovation, is often able to deliver a variety of high‐quality and low‐cost services addressing citizens' needs. With the leadership provided by the network lead organization and its close affiliation with the street‐office government, the network has been able to solicit government support. Such a hierarchical yet responsive state‐society relation has emerged as a result of the coalescence of a corporatist state legacy and an increasing pressure for local governments to seek citizens' support in service delivery.  相似文献

Han people make up 93 percent of the Chinese population, but little is known in a systematic way about how they view Chinese minority nationalities or foreign peoples. This is a social scientific study of the images that Han Chinese have of nine Chinese ethnic groups and eight foreign nationalities, as well as the social distance they feel from those groups. Based on a survey of 169 Tianjin university students, it employs the Bogardus Social Distance Scale and an adjectival test. It finds that Han Chinese feel affinity for some groups, such as Overseas Chinese, Uygurs, and Americans, while they feel extreme distance from and repulsion toward others, such as Tibetans and Africans. The present research examined the extent to which people can distinguish true and false denials made in a criminal interrogation, and tested the hypothesis that training in the use of verbal and nonverbal cues increases the accuracy of these judgments. In Phase One, 16 participants committed one of four mock crimes (breaking and entering, vandalism, shoplifting, a computer break-in) or a related but innocent act. Given incentives to deny involvement rather than confess, these suspects were then interrogated. In Phase Two, 40 observers were either trained in the analysis of verbal and nonverbal deception cues or not trained before viewing the videotaped interrogations and making their judgments. As in past studies conducted in nonforensic settings, observers were generally unable to distinguish between truthful and deceptive suspects. In addition, those who underwent training were less accurate than naive controls—though they were more confident and cited more reasons for their judgments. The implications of these findings are discussed in light of what is known about police interrogations, false confessions, and the wrongful conviction of innocent suspects.  相似文献

In this article, the statistical technique for setting up the consensus of perceived crime seriousness in previous studies is critically reviewed. The conventional method, when applied to a data set of crime seriousness, is found to have exaggerated the consensus because, by using a more appropriate model, which assumes perfect agreement in crime severity between subgroups, the consensus is reduced unanimously. By breaking down the population by gender, age, and educational level, sociodemographic differentials in crime seriousness are set up. The disparity is then further examined in details by paired comparisons between a target crime with fourteen other crimes. The three factors are all found to be important in affecting perceived crime seriousness. This conclusion is different from that of previous studies. The scaling method is found to be responsible for the difference. As the Thurstone method used in this study is more responsive and can produce more discriminating results, it is recommended for future research in crime severity. Finally, the implications of the findings on some important issues, like the appropriateness of legal penalty and the construction of a crime index, are discussed.  相似文献

Recent literature on bureaucratic structure has gone further than studying discretions given to bureaucrats in policy making, and much attention is now paid to understanding how bureaucratic agencies are managed. This article proposes that the way in which executive governments manage their agencies varies according to their constitutional setting and that this relationship is driven by considerations of the executive's governing legitimacy. Inspired by Charles Tilly (1984), the authors compare patterns of agency governance in Hong Kong and Ireland, in particular, configurations of assigned decision‐making autonomies and control mechanisms. This comparison shows that in governing their agencies, the elected government of Ireland's parliamentary democracy pays more attention to input (i.e., democratic) legitimacy, while the executive government of Hong Kong's administrative state favors output (i.e., performance) legitimacy. These different forms of autonomy and control mechanism reflect different constitutional models of how political executives acquire and sustain their governing legitimacy.  相似文献

Medical aid missions involve travel to conflict or danger zones, posing safety risks in addition to the usual occupational risks arising from daily medical work. The note reports on a volunteer mission, using personal reports, anecdotal experiences, and the formal annual report to undertake an assessment similar to worksite assessments for hazards and control measures. Hazards were found to be prevalent, including physical noise and heat, infectious exposure from patients and local vectors, poor water sanitation, and psychosocial stress from unfamiliar environments and large patient numbers with limited means. Implementable preventative measures include increasing awareness with appropriate protective equipment usage and safety guidelines. Mission planning and management should also involve occupational health input.  相似文献
