Sample Mining and Data Mining: Combined Real-Time and Retrospective Approaches for the Identification of Emerging Novel Psychoactive Substances

Novel psychoactive substances (NPS) are synthetic drugs that pose serious public health and safety concerns. A multitude of NPS have been identified in the United States, often implicated in forensic investigations. The most common and effective manner for identifying NPS is by use of mass spectrometry and the true utility lies within nontargeted acquisition techniques. During this study, a liquid chromatography quadrupole time-of-flight mass spectrometry (LC-QTOF-MS) assay was developed, validated, and implemented for forensic toxicology testing. A SCIEX TripleTOF™ 5600 + with SWATH^® acquisition was used. Resulting data were compared against an extensive library database containing more than 800 compounds. The LC-QTOF-MS assay was applied to the reanalysis of biological sample extracts to discover emergent NPS. More than 3,000 sample extracts were analyzed, and more than 20 emerging NPS were detected for the first time. Among these were isopropyl-U-47700, 3,4-methylenedioxy-U-47700, fluorofuranylfentanyl, N-methyl norfentanyl, 2F-deschloroketamine, 3,4-methylenedioxy-alpha-PHP, eutylone, and N-ethyl hexedrone.     

The debate on food sovereignty theory: agrarian capitalism,dispossession and agroecology

This contribution reviews recent critiques of the food sovereignty framework. In particular it engages with the debate between Henry Bernstein and Philip McMichael and analyzes their different conceptualizations of agrarian capitalism. It critically identifies tendencies in food sovereignty approaches to assume a food regime crisis, to one-sidedly emphasize accumulation by dispossession and enclosure and thereby to overlook the importance of expanded reproduction, and to espouse a romantic optimism about farmer-driven agroecological knowledge which is devoid of modern science. Alternatives to current modernization trajectories cannot simply return to the peasant past and to the local. Instead, they need to recognize the desires of farmers to be incorporated into larger commodity networks, the importance of industrialization and complex chains for feeding the world population, and the support of state and science, as well as social movements, for realizing a food sovereign alternative.     

Police Psychology in Singapore: The Red Dot Experience

Despite developments in police psychology in North America and Europe, little is known about developments in other parts of the world. Yet, this knowledge will reinforce the development of the field of police psychology internationally and strengthen its scientific theories, practices and programs. This paper therefore traces the development of police psychology in Singapore for over two decades across four waves of development. This paper also describes the developments in three areas of police psychology (services to police officers, police operations and the police organization) and details the various police psychological services programs and services in Singapore. The paper concludes with a discussion on strategic concerns for police psychologists worldwide, arguing that there is a need to discuss the ‘what works, when and where?’ in police psychology, when it is applied across the world.     

Personality Traits are Related to Intimate Partner Violence Among Securely Attached Individuals

The general assumption has been that male batterers from clinical samples were mostly insecurely attached as compared to non-batterers. Recently, a large group was found (39.4 % of batterers in a clinical sample) whose main attachment style was secure. No previous studies have examined specifically the securely attached batterer. The aim of the present study was to test whether antisocial personality disorder (ASPD) and narcissistic personality disorder (NPD), but not borderline personality disorder (BPD), traits may be related to battering among securely attached individuals. Twenty-seven securely attached batterers, 45 insecurely attached batterers, 40 securely attached controls, and 22 insecurely attached controls who lived in the Netherlands, filled in self-report measures of personality disorder traits (i.e., antisocial, narcissism, borderline) and attachment (i.e., avoidant and anxious). Results showed that ASPD traits explained 19 % of the variance of battering in securely attached individuals. NPD and BPD traits are related to battering among securely attached individuals when NPD and BPD traits were entered alone in the equation.     

International water negotiations under asymmetry,Lessons from the Rhine chlorides dispute settlement (1931–2004)

Negotiations concerning the quality of international rivers are not easy, as incongruence in preferences between upstream and downstream countries generally exists. The Rhine Chlorides dispute is a clear example of this. The chloride issue has been on the international water agenda of the Netherlands and the upstream Rhine riparian states for more than 70 years. The aim of this paper is to give a historical overview of the settlement of the Rhine chlorides dispute in order to draw some lessons for negotiators who have to work under comparable conditions of asymmetrical international water pollution. The case not only shows the complexities in reaching acceptable solutions for asymmetrical transboundary pollution, but also the importance of sound argumentation, institutions, side payments, issue framing, issue linking and arbitration.     

Certified or branded?

While often considered a purely financial institution, the IMF has throughout its history performed non-financial services for its membership. The latest example is the Policy Support Instrument (PSI), a certification mechanism established in 2005 for which only poor members are eligible. Based on a formal game-theoretic model, I argue that it is unlikely that the PSI will serve well the intention of facilitating capital market access for members requesting the service. Their low income, the lack of significant consequences for markets, the IMF’s traditional reluctance to criticize members, as well as the need to promote the use of the new arrangement indicate that the Fund could emphasize participants’ welfare over the interests of private lenders. The continued importance of foreign aid in eligible countries also puts the IMF in the role of gatekeeping such flows, which might conflict with sending clear signals to commercial actors. All these reasons imply that in many cases its seal of approval will be of little use to third-parties, despite the high standards to which PSI-countries are supposed to adhere. The best argument in favor of the PSI being a useful addition to the Fund’s tool kit for low-income members is the fact that several countries have already signed a second one.     

New Public Management in Dutch Local Government

This article investigates the adoption of New Public Management (NPM) in Dutch local government. According to Hood's concept of NPM, it will show the extent to which Dutch municipalities have adopted businesslike instruments and styles. Following Pollitt's framework on studying public management changes, a distinction will be made between changes in ideology, instruments, practices and impacts. The article concludes that, unlike ideological and instrumental innovations, the evidence for NPM-like practices and impacts is limited. To put it crudely, a lot of apparent changes in Dutch local government seem to be only skin-deep.

SUMMARY

Vrye Weekblad was closed down on 28 May 1993. This signalled the end of an important era of the Afrikaans press. Political changes and financial problems contributed to the closure of VWB. VWB has since been revived in the form of a fortnightly news magazine. The first edition with the same name, Vrye Weekblad, was published on 24 June 1993. Editorial policy is similar to that of its predecessor.

This article reflects on and assesses the significance that can be attached to the publication and closure of an alternative Afrikaans weekly. VWB's original launch, development, editorial policy and the problems it encountered are sketched against the background of South African society and the press industry. In conclusion, the role played by VWB as a newspaper is assessed.
