The Global Initiative to Combat Nuclear Terrorism (GICNT) is an innovative, multi-pronged action aimed at enhancing the domestic capacities of a state, as well as its ability to interconnect internationally and to deal with the risk of a terrorist attack involving nuclear or radioactive materials. The GICNT, a joint US-Russian initiative, has now evolved into an informal network of over 70 countries. It pursues an objective of boosting the protection, detection, prosecution and response capabilities of a state by fostering cooperation on three levels: between a government and its agencies; between government and the private sector; and between like-minded states. Given its comprehensive approach to the nuclear terrorism threat, the initiative has great potential. Nevertheless, structural flaws such as the absence of any evaluation mechanism and the exclusion of military-related nuclear materials and sites are likely to make its impact far less global than expected. 相似文献

ABSTRACT Few technologies have generated as much interest, paranoia, and hype as the Internet. Its significance has been recognised by most major companies and institutions around the world. Analysts suggest that it may lay to waste global giants that do not adapt to it and allow new companies to spring from nothing to take their place (Chaldwick, 1998). Companies in industries like computing, television, publishing and retailing have been quick to see the potential threats and opportunities from this network. Many are pouring in tens or even thousands of pounds developing websites, with little return of that investment within sight. Others may be less sure of the Internet's potential, but still feel that it is too important not to have a presence there. Distance education has been around in one form or another since the 1830s, but if distance education ever had a ‘boom’ era, we are in it now, and have been in it for remarkable advances in the delivery of technologies available to us. One of these, of course, is the Internet. This paper will attempt to explore where distance education fits into the picture, with particular reference to Internet connectivity and use in developing countries, what the Internet can offer for distance education learners, constraints which hinder Internet use for distance education and solutions to these constraints. 相似文献

In this paper we study differences between generations in the degree to which long-term and short-term factors affect party preferences in established and consolidating European democracies. Scholarly literature has shown that younger cohorts in Western Europe are less likely to be guided by social class, religion and left/right than older cohorts. Little is known, however, about the extent to which such differences exist for the effects of short-term factors. Similarly, inter-generational differences in the effects of long- and short-term factors in post-communist countries have remained largely unexplored. Based on the European Election Study 2009, we show differences between generations that are compatible with de-alignment of younger generations along traditional cleavages. Yet, we also see an increased importance of attitudes towards immigration among the younger generations, which could signal a form of re-alignment. 相似文献

With longitudinal data from a sample of 359 adolescent offenders, we tested three measures of social bonding (conventional
moral belief, attachment, and commitment/involvement) and deviant peer association as outcomes of low self-control and as
mediators of the effect of low self-control on juvenile offending. Low self-control was negatively related to each bonding
measure, positively related to deviant peer association, and positively related to offending at follow-up. Its effect on offending
was fully mediated by conventional moral belief and attachment. These results provide modest support for a combination of

When the Liberal Democrats joined the Coalition government in May 2010, there was an expectation that they would have a restraining effect on the Conservatives, particularly in the area of European politics. But after almost five years as the junior party in the Coalition, the Liberal Democrats struggle to demonstrate their influence over the government's approach to Europe. Not only did they let the Conservatives lead the Coalition's European agenda, but they will be forever associated with the government that brought the UK closer to the exit door of the European Union. The article argues that this outcome is the result of a series of avoidable if surprising mistakes, such as the choice of ministerial portfolios and the party's attitude to the Coalition's monitoring mechanisms, as well as some unavoidable mistakes that could have not been foreseen when the Coalition was formed. 相似文献
