ABSTRACT

One of the most controversial laws promulgated by the National Party as part of South Africa’s mid-twentieth century apartheid policies was the 1949 Prohibition of Mixed Marriages Act. This Act stipulated that ‘a marriage between a European and non-European may not be solemnized, and any such marriage solemnized in contravention of the provisions of this section shall be void and of null effect’. We use more than 23,000 newly-transcribed Anglican marriage records of Cape Town for the period 1911 to 1964 to show that the Act had mostly followed, and not led, changing interracial marriage practices. In the years before the Act’s promulgation, interracial marriages were rare and on the decline, despite the fact that apartheid-era policies had not yet been institutionalized. Our results suggests that marriage behaviour in Cape Town, and probably in South Africa more generally, was shaped by racial stratification early in the twentieth century. The Prohibition of Mixed Marriages Act of 1949, although devastating to those affected, was a correlate to rather than the cause of changing marriage behaviour.  相似文献

Abstract

One of the central elements in a sustainable democracy is an informed and independent voters’ corps who is knowledgeable regarding democratic values and the policies of different parties, and who participates in democracy. The literature suggests that voters who are more heavy media users are also more politically knowledgeable. It follows that the media have an important informational role in a democracy. Against this background, the media usage patterns, media usage perceptions and political knowledge of the students of the North-West University on the Potchefstroom, Mafikeng and Vaal Triangle campuses were investigated during May 2009. This was done in the form of a quantitative survey that allowed students to report their real perceptions, experiences and knowledge levels. Questionnaires were administered in a self-administered style to avoid interviewer bias and to increase truthful self-reporting. Trained field workers used certain guidelines to ensure that the sample was representative of NWU students. The study found that students on all three campuses had poor levels of political knowledge. It was furthermore established that they were light users of media and did not often engage in political discussions with peers. On all three campuses, for political information television was the preferred medium, followed by radio. Although there were only weak correlations, it would seem that the students who were heavier users of media, were also more politically knowledgeable.  相似文献

Abstract

In South Africa the African moral philosophy ubuntuism is periodically raised as a framework for African normative media theory. At this stage, the ubuntu discourse cannot be described as a focused effort to develop a comprehensive theory on the basis of which media performance could be measured from ‘an African perspective’. It should rather be seen as an intellectual quest to rediscover and re-establish idealised values of traditional African culture(s) and traditional African communities. Yet, given South Africa's history of apartheid in which Christian nationalism was misused as a moral philosophy to mobilise a patriotic media in the service of volk (nationhood) and vaderland (fatherland), it is not too early to ask critical questions about ubuntuism as a possible framework for normative media theory. Such questioning is the purpose of this article. Against the background of postmodern and postcolonial perspectives on normative theory, questions related to the following are raised: the expediency of ubuntuism in the context of changed African cultural values, the distinctiveness of ubuntuism as an African moral philosophy, the vulnerability of moral philosophy to political misuse, ubuntuism in the context of the future of normative theory in a globalised world and changed media environment, and the implications of ubuntuism for journalism practice. It is concluded that ubuntuism may pose a threat to freedom of expression. Given the nature of contemporary South African society and its media system, the postmodern emphasis on diversity and pluralism as the cornerstone of future normative theory, is supported.  相似文献

Abstract

In this article the need to revisit South African normative media theory and communication policy against the background of fundamental audience research is emphasised. This is done in view of the postmodemist argument that ‘classic’ normative media theory is no longer suitable as a yardstick for the measurement of media performance, quality and ethics in postmodern societies, in a changing media landscape. Bearing in mind that South Africa cannot be fully characterised as a postmodernist and advanced capitalist society, but based on the nature of its First World media system functioning in a multi-cultural, multi-racial, multi-ethnic and multi-linguistic society, the tendency to see ubuntuism as a point of departure for such revision is questioned. This is done in favour of an approach in which difference and diversity are acknowledged, including the different roles the media can play and the different forms in which it can (and do) contribute to social responsibility. As far as policy research is concerned, it is emphasised that such research should be based on normative theory about the role of the media in South African society. If not, South African communication policy will continue to be fragmented and responsive to mainly technological developments and opportunities, instead of being based on communicative goals and needs. This article concludes by emphasising that both normative theory and policy should be based on fundamental audience research, which is argued to be neglected in South African communication research.  相似文献

Abstract

The rationale behind this discussion is an attempt to apply the basic principles of thermodynamics to the operations of social systems. Since the second law of thermodynamics was critized by Maxwell and his colleagues, the notion of entropy was introduced as being similar to the idea of uncertainty. In this paper I will try to explain how uncertainty can be removed to a certain extent by information-flow through a system, provided that one should consider the flow of information as that which does logical work to the recipient's state of readiness and that evolution can only take place in systems which operate on a certain level of openness.  相似文献
