This article examines the ability of service networks to improve substance abuse treatment access and service delivery to adult, substance-abusing female offenders. In fiscal year 1995, the Center for Substance Abuse Treatment (part of the U.S. Department of Health and Human Services's Substance Abuse and Mental Health Services Administration) funded four demonstration projects to establish Criminal Justice Treatment Networks to improve substance abuse treatment access and service delivery to adult female offenders while they were involved in the criminal justice system. This study seeks to determine whether the networks promoted systemic change in the community agencies and organizations where they are housed. This article is based on a series of annual site visits, reports, and regular communication with network staff and local evaluators. The findings indicate that networks can improve service delivery in criminal justice and substance abuse treatment systems. 相似文献

Under conditions of neoliberal globalization, structural adjustment and the war on terror, the progressive expansion of modern citizenship, both in its substance and geographic reach, is increasingly in question. Yet, popular demands for democratization, rights and participation are exploding worldwide. This article argues for shifts in focus in the study of citizenship from states, institutions and the national scale to cultural practices in civil society at multiple scales in order to discern and theorize emergent citizenship practices under conditions of ‘empire’. The article examines the World Social Forum as a new kind of public space, ‘placed’ but transnational, and giving rise to a transnational subaltern counterpublic. AbstractThis article examines Anna Kavan’s sojourn in New Zealand from February 1941 to November 1942 in the company of the pacifist playwright Ian Hamilton. Living in the most remote of the ex-British colonies reinforced Kavan’s ontological sense of homelessness and wish to disidentify from British society, yet the colony’s anglophone orientation offered familiarity within the strange and alien. The geography, landscapes and communities of its Pacific islands encouraged a reshaping of her imaginative engagement with otherness. Referring to Kavan’s recently published diary, ‘Five Months Further or What I Remember ab[ou]t New Zealand’, the essay argues that the New Zealand ‘experience’ encouraged her use of tropes of the Gothic and uncanny as she grappled with issues of distance, homelessness and disjunctive reality. The discussion focuses on the alternative/parallel world that New Zealand represents in stories published in I Am Lazarus (1945). It identifies experimental techniques associated with Gothic fiction by which Kavan registers the overlapping dualisms of war-torn London and idyllic rural New Zealand, and represents memory through framing devices and defamiliarizing rhetorical tropes as a distancing activity interrupting the present moment: dream sequences, irruptions into and splittings of reality, space and time reversals, doublings of self/other, disjunctive non sequiturs and ghostly mirror imaging. 相似文献

This paper investigates to what extent socioeconomic status (SES)‐based affirmative action in college admissions can produce racial diversity. Using simulation models, we investigate the racial and socioeconomic distribution of students among colleges under the use of race‐ or SES‐based affirmative action policies, or targeted, race‐based recruitment policies. We find, first, that neither SES‐based affirmative action nor race‐targeted recruiting on their own produce levels of racial diversity achieved by race‐based affirmative action. However, the two policies in combination, although likely expensive, may yield racial diversity comparable to race‐based affirmative action. Second, the use of affirmative action policies by some colleges reduces the diversity of similar‐quality colleges without such policies. Third, the combination of SES‐based affirmative action and race recruiting results in fewer academically‐overmatched Black and Hispanic students than under race‐based affirmative action, but the schools that use both also see a reduction in the academic achievement of enrolled students. 相似文献

The One Laptop per Child (OLPC) project aims to make low-cost computers accessible to the “world’s poorest children,” presuming that the gadgets will support their empowerment via education. The project’s success globally, however, has been mixed at best, with many countries terminating their purchases due to cost, inadequate infrastructure, and negative side effects. In October 2010, Ghana suspended the country’s 3-year participation. This study examines the complex history and failure of OLPC Ghana in two pilot schools, one urban and one rural, with particular attention to gender bias. The analysis draws on interviews with government personnel, students, and teachers in the pilot classes. Despite lacking electric power in the rural community, UNDP’s Millennium Villages Project played a strong support role, making OLPC somewhat more effective with less of a gender divide in the rural school than in the urban school in Accra. Both pilot schools faced severe sustainability challenges raising decade-old questions about modernity and technological determinism. Further, in both schools, particularly the urban school, a digital divide by gender was evident. 相似文献
