With a focus on India, and drawing on critical scholarship on geo-politics and geo-economics and “relational” state theories, this article examines the ways in which ideational and material processes of state transformation have shaped India’s international engagement in different periods. Prior to 1991, geo-political social forms linked to a national developmentalist state project shaped India’s engagement with global and regional multilateralism and the nature of this engagement fluctuated according to shifts in the legitimacy and viability of this state project. The erosion of the developmentalist state project from the 1970s laid the path for a deeper shift in the national social order in the 1990s with the recasting of statehood wherein India’s future was thought to be best secured through policies of economic openness, growth and competitiveness. This shift in India’s state project has given rise to new forms of global and regional engagement that are distinct to older forms of international engagement and reflect and further processes of state transformation in India. This is illustrated through a case study on energy policy.  相似文献

Tea gardens face a threat of closure. Due to labour problems and pricing mechanism, Indian tea companies are unable to perform well on the global scene. The case of Tata Tea plantations in South India has been taken for this research study. An employee buyout strategy is introduced in a select number of tea estates. Results prove unfruitful initially. However, employees agree with this idea with a fear of loss of job. The new strategy turns out to be a success. The relationship between organizational change and managerial trust in the context of employee buyout is studied. A questionnaire is administered upon a sample of 100 respondents. Results are shown as a table. The article concludes by citing key issues for a successful buyout programme.  相似文献

The story of the Non-Aligned Movement (NAM) and the way in which women engaged with it, gaining from its overall liberatory calls, as well as its political independence from the UN and other multilateral agencies, is relatively unknown in the world of development and women; and yet it is an important example of multilateral space. This article argues that the NAM, and its engagement with women, has the historical and strategic potential to be the platform from which to launch an inclusive growth paradigm.  相似文献

The Supreme Court decided an issue that is critical to consumer health and safety last year. In April 2009, the Supreme Court held that extensive FDA regulation of drugs did not preempt a state law claim that an additional warning on the label was necessary to make the drug reasonably safe for use. Thus, states--and even courts and juries--are now free to cast their vote on what a drug label should say. This is in direct contrast to medical devices, where the federal statute regulating medical devices expressly provides that state regulations are preempted. This Article discusses basic preemption principles and drugs, and explores the policy ramifications of pro- and anti-preemption policy in the healthcare industry.  相似文献

ABSTRACT

This article argues that the growth of authoritarian forms of politics in India should be seen in the context of a long-term crisis of the state as successive governments have been unable to establish legitimacy for the policies of neoliberalisation that have been pursued since the 1990s. These policies contributed to the fracturing of dominant modes of political incorporation. The previous Congress Party-led government’s mode of crisis management – which it dubbed, inclusive growth – failed to create new forms of political incorporation by addressing long-term structural problems in India’s political economy, such as jobless growth, and gave rise to new problems, such as large-scale corruption scandals. Subsequently, it increasingly developed what Nicos Poulantzas called, “authoritarian statist” tendencies to marginalise dissent within a framework of constitutional democracy. The current Bharatiya Janata Party-led government’s mode of crisis management builds on these authoritarian statist tendencies but has sought to build legitimacy for these tendencies and neoliberalisation through an appeal to authoritarian populism. This seeks to harness popular discontent against elite corruption with majoritarianism to create an antagonism between the “Hindu people” and a “corrupt elite” that panders to minorities.  相似文献

Recent commentary on India–Australia relations has defined the relationship as ‘natural’ and based on ‘shared values’ and ‘shared history’. The relationship has simultaneously been considered ‘neglected’. The paradoxical juxtaposition of a natural/neglected partnership is yet to be adequately explained. We consider the historical construction of liberalism in both states as a facet of state identity to argue that, far from creating a natural relationship, differing liberal identities have served to keep these two states apart. This is illustrated through case studies of divergent opinions over the Nuclear Non-Proliferation Treaty, Russia's 2014 annexation of Crimea and the rise of China.  相似文献

ABSTRACT

This paper analyzes the relative roles of cultural and structural factors in the emergence and solidification of taxi driving as an ethnic occupational niche among Ethiopian immigrants in the Washington DC metropolitan area within the wider context of globalization and immigrant integration. An ethnic occupational niche is the concentration and specialization of members of an ethnic group in a particular occupational activity. Using data from the US Census Bureau and in-depth interviews with 25 (male) Ethiopian cab drivers and three Ethiopian cab company owners, it examines the factors that affected the entrance of first-generation Ethiopian immigrants in this occupation since the 1980s. This research demonstrates that mixed embeddedness or the interplay of structural factors such as blocked mobility as well as cultural factors such as the strong social networks that exist among Ethiopian immigrants were important in the induction of new immigrants into taxicab driving. The demographic composition of the Washington metropolitan area and policies of the DC Taxicab Commission that allow for fairly easy entry of new drivers in the taxicab business also facilitated the emergence of this occupational niche.  相似文献

Abstract

Foreign policy making in India is typically viewed as highly centralised and dominated by the Prime Minister’s Office and bureaucracy. Yet in 2004, the Congress-Party-led United Progressive Alliance government launched a Composite Dialogue with Pakistan which included a place for Indian think tanks in the Kashmir dispute. We suggest that as India liberalised its economy amidst domestic political upheaval, think tanks were given greater access to domestic and foreign funding and adopted new roles in foreign policy making. In the case of the Kashmir conflict, peacebuilding think tanks were encouraged by the government to engage in cross-border activities that would build constituencies for peace with Pakistan and promote economic cooperation as an incentive for peace. While the government aimed to depoliticise the conflict, these think tanks used this opportunity to draw attention to marginalised perspectives and issues. Peacebuilding think tanks nonetheless faced significant challenges in shaping the peace process because of structural constraints regarding access to resources and lack of autonomy to further their agendas. This reflected resistance within the state to depoliticising a conflict that has long been India’s central national security issue.  相似文献
