This article explores police‐society relations by assessing the impact of current state‐building efforts by the Palestinian National Authority (PNA) in the Gaza Strip and part of the West Bank. The article presents an outline of the emerging civilian policing model and its wider implications for citizens’ rights and the dominant political order. The specific focus of the paper rests on an examination of the potential tensions associated with the perceived need for strong coercive security structures (including the civil police) as part of state‐building efforts and the desire by the population for increased freedom and pluralism. This issue is further complicated by the ambiguous nature of the current experiment in limited autonomy underway in those areas of the West Bank and Gaza Strip where Israeli redeployment has taken place.  相似文献

The focus of this article is on the strong positive correlation between landholdings and household size observed in rural India. It may be recalled that Chayanov cites some Russian data exhibiting a similar correlation as evidence in support of his theory of the life cycle and its consequences among peasant families, arguing in particular that the causation behind the correlation runs from the family size and its composition to the size of landholdings. This paper argues that in the Indian case the correlation cannot possibly arise from the type of dynamics posited by Chayanovian theory. The explanation lies in the differential demographic structures, including the propensity for families to remain joint or undivided, among the peasant classes, the causation running in the direction opposite to that suggested by Chayanov.  相似文献

The starting point of this paper is that most of the international transboundary water management (TWM) processes taking place globally are driven by ‘the hydraulic mission’—primarily the construction of mega-infrastructure such as dams and water transfer schemes. The paper argues that such heroic engineering approaches are essentially a masculinised discourse, with its emphasis being on construction, command and control. As a result of this masculinised discourse, the primary actors in TWM processes have been states—represented by technical, economic and political elites operating in what generally gets termed ‘the national interest’. Left out are the local communities relying on the resource directly: the water users; the poor; women; and other important groups. Instruments such as the UN Watercourses Convention of 1997 make an effort to present an attempt at a gender-balanced approach—through asserting the importance of the ‘no-harm rule’ and the ‘equitable share approach’. However, they end up supporting the status quo through the omission of any reference to gender issues. The paper provides an overview of the masculinised discourse on TWM institutions, proposing that this is the case because of the intersection of two masculinised fields—water resource management and the disciplines engaged in the research of transboundary water management, namely, political science and international relations. The paper investigates two southern African examples that illustrate the potential for including a gendered perspective and pro-poor policies that take into account the needs of the water users or ‘stakeholders’. The analysis includes the international and regional legal agreements on transboundary water issues, searching for evidence of a gendered approach. It is concluded that the laws and organisations responsible for transboundary water management currently do not reflect a gendered approach, despite the international recognition given to the necessity of including women in water management structures at all levels.  相似文献

The differences between male and female adolescents' emotional reactions to their most recent occasion of sexual intercourse were examined. The sample included 932 sexually active Australian secondary school students who completed a self-report questionnaire concerning their sexual behavior. The majority of young people reported that they felt happy or good following their most recent occasion of sex. Females were more likely than males to report negative emotions such as feeling bad and used, but there was no difference between the percentage of males and the percentage of females who reported feeling guilty. Girls were more likely to feel bad, used, or guilty last time if they were drunk/high or had sex with someone who was not a steady partner. Boys who had sex with someone other than a steady partner last time were more likely to feel guilty. Peer and parental influences were also associated with feelings of guilt. Girls who were more confident that they could talk to one of their parents/guardians about sex, and boys who believed that most of their peers were sexually active, were less likely to have felt guilty.Received B.A. (Hons) from University of Queensland. We examine the impact of political turnover on economic performance in a setting of largely unanticipated political change and profoundly weak institutions: the 2004 Orange Revolution in Ukraine. Exploiting census‐type panel data on over 7,000 manufacturing enterprises, we find that the productivity of firms in the regions most supportive of Viktor Yushchenko increased by more than 15 percentage points in the three years following his election, relative to that in the most anti‐Yushchenko regions. We conclude that this effect is driven primarily by particularistic rather than general economic policies that disproportionately increased output among large enterprises, government suppliers, and private enterprises—three types of firms that had much to gain or lose from turnover at the national level. Our results demonstrate that political turnover in the context of weak institutions can have substantial distributional effects that are reflected in economic productivity.  相似文献
