The polymerase chain reaction (PCR) method of specific gene amplification was used in casework to synthesize millions of copies of the polymorphic second exon of the human leukocyte antigen (HLA)-DQ alpha (or DQA1) locus from a variety of evidence samples. The HLA-DQ alpha allelic variants in the amplified deoxyribonucleic acid (DNA) were determined in a rapid non-radioactive test by hybridization to sequence-specific oligonucleotide probes in both the dot-blot and reverse dot-blot formats. This genetic typing system has been subjected to blind proficiency testing; the performance of this test in the analysis of experimentally mixed samples was also evaluated. As of August 1990, over 250 cases have been tested and more than 2000 individual evidence (bloodstains, semen stains, individual hairs, bone fragments, and tissue sections) and reference samples have been analyzed. The first 198 of these cases are summarized in this paper; in 65% of the cases with conclusive results a suspect was included, and in 35%, all suspects were excluded. Individual cases as well as some of the general issues relating to forensic science analysis and this genetic typing system are discussed. The high rate of exclusion reported here combined with the ability of PCR to type old evidence samples suggests the relevance of this genetic test for postconviction review; two cases in which the convicted suspect was excluded are discussed.  相似文献

What determines whether countries' institutions attract or deter investment? Although existing theories predict that multinational enterprises (MNEs) avoid locations where institutions cannot constrain public and private actors' opportunistic behavior, we argue host institutions' attractiveness depends on firms' home environment. Home country institutions shape firms' practices and capabilities, thus helping to determine the environments that firms are best prepared to face abroad. We test our predictions using multiple data sets at different levels of analysis: firm‐level data on MNEs' foreign subsidiaries, data on bilateral foreign direct investment (FDI) positions, and longitudinal data on bilateral FDI flows. We find that states with independent judiciaries are particularly attractive to investment from countries also possessing independent courts. Similarly, countries with low judicial independence disproportionately send FDI to countries lacking independent judiciaries. These findings' implications challenge conventional wisdom: “Good” institutions may not attract all investors, and “bad” institutions may not always deter, as current research suggests.  相似文献

How can multi-stakeholder dialogue help assess and address the roots of environmental resource competition and conflict? This article summarises the outcomes and lessons from action research in large lake systems in Uganda, Zambia, and Cambodia. Dialogues linking community groups, NGOs and government agencies have reduced local conflict, produced agreements with private investors, and influenced government priorities in ways that respond to the needs of marginalised fishing communities. The article details policy guidance in four areas: building stakeholder commitment, understanding the institutional and governance context, involving local groups in the policy reform process, and embracing adaptability in programme implementation.  相似文献

ABSTRACT

For over six decades, grandiose proposals calling for significant expansion of public irrigation schemes have been commonplace throughout the Mekong region, irrespective of the political configuration or developmental stage of each state. From Pol Pot’s Democratic Kampuchea to Thailand’s military and quasi-democratic regimes, irrigation has figured prominently on development agendas. Mainstream narratives around irrigation are embedded in a technocentric, developmental and nationalistic discourse, incorporating socially pre-conditioned beliefs and values that closely reflect the rhetoric of state-linked elites. This article critically examines some of the narratives employed by key actors and groups to justify ongoing practices and processes of irrigation development, focusing on Thailand and Cambodia. It seeks to look beyond conventional econometric and instrumental drivers, to consider other socio-political factors that may account for irrigation’s critical role as a “technology of control,” but which are rarely examined across comparative national contexts. Further, it proposes a dominant ideology of irrigation developmentalism or “irrigationalism” as a useful concept in explaining certain aspects of contemporary social power in these nations. State-led irrigation may be perceived as a utopian intervention that aids in the emergence of an effective monopolistic authority and control by bureaucracies and other powerful groups over development decision-making processes and silencing opposition.  相似文献
