Boston, like many other major cities, experienced a sudden increase in youth homicides during the late 1980s and early 1990s. Research evidence suggests that the recent epidemic of urban youth violence was intensely concentrated among criminally active young black males residing in disadvantaged urban neighborhoods rather than all young black males residing in disadvantaged black neighborhoods. Other researchers, however, suggest that there was a diffusion of guns and gun violence from youth involved in street crack markets to youth outside the drug trade who armed themselves primarily for self-protection against the armed criminally active youth. In this paper, criminal history data are analyzed to determine whether the criminal profile of Boston arrested youth gun offenders changed over time and micro-level data on youth gun assault incidents in Boston are examined to unravel whether there were noteworthy changes in the nature of these violent events over time. The results of these analyses suggest that the youth violence epidemic in Boston was highly concentrated among serious youth gun offenders rather than a diffusion of guns away from the street drug trade, gangs, and criminally active youth. 相似文献

Objectives
Prior research indicates that public assessments of the manner in which the police exercise their authority are a key antecedent of judgments about the legitimacy of the police. In this study, the importance of context in influencing people’s assessment of police wrongdoing is examined.Methods
A randomized factorial experiment was used to test how respondents perceive and evaluate police–citizens interactions along a range of types of situations and encounters. 1,361 subjects were surveyed on factors hypothesized to be salient influences on how citizens perceive and evaluate citizen interactions with police. Subjects viewed videos of actual police–citizen encounters and were asked for their evaluations of these observed encounters. Contextual primes were used to focus subjects on particular aspects of the context within which the encounter occurs.Results
Structural equation models revealed that social contextual framing factors, such as the climate of police–community relations and the legality of the stop that led to the encounter, influence citizen appraisals of police behavior with effects comparable in size to and even larger than demographic variables such as education, race, and income.Conclusions
These results suggest that the understandings and perceptions that people bring to a situation are important determinants of their assessment of police fairness. The police can positively influence citizen interpretations of police actions by striving to create a climate of positive police–community relationships in cities. 相似文献5.

Objectives
The relatively weak quasi-experimental evaluation design of the original Boston Operation Ceasefire left some uncertainty about the size of the program’s effect on Boston gang violence in the 1990s and did not provide any direct evidence that Boston gangs subjected to the Ceasefire intervention actually changed their offending behaviors. Given the policy influence of the Boston Ceasefire experience, a closer examination of the intervention’s direct effects on street gang violence is needed.Methods
A more rigorous quasi-experimental evaluation of a reconstituted Boston Ceasefire program used propensity score matching techniques to develop matched treatment gangs and comparison gangs. Growth-curve regression models were then used to estimate the impact of Ceasefire on gun violence trends for the treatment gangs relative to comparisons gangs.Results
This quasi-experimental evaluation revealed that total shootings involving Boston gangs subjected to the Operation Ceasefire treatment were reduced by a statistically-significant 31 % when compared to total shootings involving matched comparison Boston gangs. Supplementary analyses found that the timing of gun violence reductions for treatment gangs followed the application of the Ceasefire treatment.Conclusions
This evaluation provides some much needed evidence on street gang behavioral change that was lacking in the original Ceasefire evaluation. A growing body of scientific evidence suggests that jurisdictions should adopt focused deterrence strategies to control street gang violence problems. 相似文献6.

ABSTRACTThis article analyses the institutional development of the Brazilian Chamber of Deputies (BCD) from 1826 to the present. Legislature careers, the internal organisation of the BCD, the current system for filling positions within the committees and electoral rules are the objects of this study. The process of development of the BCD should be understood in light of the dynamics of the Brazilian political system, which has undergone significant ruptures of regime, and also in light of the nearly permanent fragility of the democracy, especially of its representative components. It is an institution with legislature career patterns that vary through time, but always point towards opportunities out of the BCD, a stable, hierarchical and complex mode of organisation that currently values parties as distributors of opportunities. It is, above all, an institution that is subject to external influences from other parts of the political system, which diminish its autonomy and self-determination, as shown by the example of the rule for the adjudication of terms. With its 190 years, the BCD has evolved along with Brazilian democracy and today, although boasting a great structure and large resources, it still needs to establish itself as a decisive and permanent actor in driving public policies and communication (parties and government projects) with voters. 相似文献

Various methodological approaches to constructing external and internal benchmarks have been applied to estimate racial bias in police stop, question, and frisk (SQF) patterns. We apply an external benchmark of the race of the residential population and an internal benchmark of similarly-situated stops to estimate if racial disparities in New York City SQF data were impacted by the Floyd, et al. v. City of New York court settlement. We find that after the settlement, the racial composition of census tracts were no longer significant predictors of the stop rate after controlling for reported crime, socioeconomic factors, and police precincts. We further find that differences in SQF outcomes and hit rates between Blacks and Hispanics and similarly-situated others diminished substantially after the settlement. These findings suggest that court reforms may be an effective method for reducing racial disparities in SQF patterns. 相似文献
