Randomized experiments in criminology: What have we learned in the last two decades?

This paper aims to review randomized experiments in criminology with offending outcomes and reasonably large numbers that were published between 1982 and 2004. A total of 83 experiments are summarized, compared with only 35 published between 1957 and 1981: 12 on policing, 13 on prevention, 14 on corrections, 22 on courts, and 22 on community interventions. Randomized experiments are still relatively uncommon, but there have been more large-scale multi-site experiments and replication programs. There have also been several experiments in which 100 or more places were randomly assigned. Relatively few experiments (only 10 out of 83) were conducted outside the United States. Meta-analyses suggest that prevention methods, correctional therapy, batterer programs, drug courts, juvenile restitution and deterrent policing were effective in reducing offending, while Scared Straight and boot camp programs caused a significant increase in offending.     

Decision Making in Autocratic Regimes: A Poliheuristic Perspective

This paper applies the poliheuristic theory of foreign policy decision making to non-democratic states. Poliheuristic theory asserts that state leaders assign primary importance to their political survival; however, the meaning of "the political" varies dramatically from country to country. Furthermore, the types of actors who hold leaders politically accountable also vary between countries. Consequently, leaders often pursue vastly different means of ensuring their political survival. The author uses the common distinction between single-party, military, and personalist autocracies to show that apparently arbitrary differences in autocratic leaders' political concerns actually vary in systematic and potentially predictable ways. Because this argument is generalized to non-democratic states as a whole, it has important implications for the ways in which democratic states craft their policies toward autocracies.     

Rivaling the PRI: The Image Management of Vicente Fox and the Use of Public Opinion Polling in the 2000 Mexican Election

This research examines the data from private polls conducted during Vicente Fox's presidential campaign through the lenses of the "modernization" of campaigning, the creation of image in the modern Mexican presidency, and the survey tools used by the campaign to achieve a historic presidential victory in 2000. Fox's campaign team used polling to determine the potential of the Mexican public to be persuaded by an opposition candidate, to provide a continuous update on how the campaign strategy was working, to assist in solidifying Fox's image and message of change (rather than promoting his policy agenda), and to target demographic groups that were perceived to be important electoral partners. These findings suggest that public opinion polling is a useful tool in Mexico to combat longstanding corporatist structures used to favor the PRI. Presidential campaigns in Mexico are beginning to resemble modern campaigns in other mature democracies in their use of private polling data; future Mexican campaigns will become more image- and personality-based.

MI Implementation in Juvenile Justice: A Case Report

Motivational interviewing (MI) is a communication style focused on enhancing clients’ own motivation towards change. In the justice system MI has evidence to support that it enhances communication and change behaviors in youth. As most MI training is designed for healthcare settings training and implementation of MI must be adapted to fit the juvenile justice model. This includes both rehabilitation and restorative justice. Here we describe the details that allowed one county small county in Pennsylvania to roll out MI training and initial skills review in less than 6 months. The case reviews the details of planning, trainings, and timing of activities. We then discuss what elements of those details fit into a greater implementation plan that may be applied elsewhere. Four key elements were instrumental to implementation: 1) appreciation of JPO time constraints, 2) cost containment 3) using blending to enhance JPO flexibility with MI use, and 4) policies that normalize use of MI. This outline may assist other courts in their own implementation efforts.     

Moving beyond ideas of laddism: conceptualising ‘mischievous masculinities’ as a new way of understanding everyday sexism and gender relations

Abstract

This article engages with current debates on ‘lad cultures’ by questioning how we understand the term in the specific context of everyday sexism and within groups of men varying in age. Further to this, using a feminist and critical masculinity studies perspective, the article will explore how men do not necessarily comprehend their behaviour within the framework of lad culture or within the continuum of sexual violence. Through discussion of ethnographic and interview data collected over a year at a site historically associated with lad cultures, that of a Rugby Union club in Northern England, an alternative way of conceptualising masculinity and everyday sexism, ‘mischievous masculinities’, is proposed. Men in the research practiced what I term mischievous masculinities, whereby they implemented ‘banter’ to aid in both the construction and de-construction of sexist ideas within the rugby space. Performing mischievous masculinity enabled men of all ages to both engage in and simultaneously challenge everyday sexism in ways they understood to be ‘innocent’. However, the continual framing of banter as ‘just a laugh’ demonstrated that this form of sexism can be construed as problematic, due, in part, to its subtlety, in relation to more overt and violent sexist practices. A key difference between the men in my research and previous theorising of ‘lad culture’ is the recurring theme amongst older participants that ‘I should know better’, demonstrating consciousness of the sexist and problematic connotations which could be drawn from this interaction. This notion of mischievous masculinities then, in the context of a life course perspective, can be seen to challenge more established notions of an unreflexive lad culture, thus affording a more nuanced understanding of everyday sexism amongst more diverse groups of men than currently exists, as well as allowing for men’s agency in a specific site.
