Abstract — Industrial policy is no longer what it used to be. In the industrialised world and in advanced developing countries alike, the focus has shifted from a top-down, statist approach that sought to create industries to a decentralised, networked approach whose aim is to shape competitive advantages and to create ‘systemic competitiveness.’ This reflects the fact that globalisation and localisation are parallel and mutually reinforcing processes: The firms which do better in a globalised market are rooted in well-developed networks of supporting firms and institutions. The analysis of the case of Santa Catarina, a state which had a strong industrial growth record in the 1970s and 1980s, shows that the relevant actors tend to be slow to move to this kind of pattern. State-level industrial policy mainly consists of participation in a ‘guerra fiscal’ geared to attracting external investment as well as, to a very limited extent, measures aimed at giving financial support to local firms. Yet there is no such thing as an explicit policy at the state level — to say nothing of the local level — designed to support firms by shaping locational advantages. This is due to limitations on the part both of the state and the private sector. As far as the state is concerned, a traditional clientelist and ad hoc style of policy making prevails. In the private sector the business associations (sindicatos and the Federation of Industries, local chambers of industry and commerce and their umbrella federation) are slowly adapting to the new conditions presented by an open economy and far more competitive pressure, though they have thus far lagged in putting more pressure on local and state government to support company-level efforts to increase competitiveness. Within this general picture, however, there are differences between industrial clusters. The most advanced of them, made up of world-class firms manufacturing ceramic tiles, may show the way by strengthening associations, shaping locational advantages, and articulating the demands of companies toward the state.  相似文献

This paper provides a preliminary overview of research on organized crime in Asia drawing on selected papers from a symposium held at the National University of Singapore in June 2007. We draw on these contributions to emphasize the enterprise nature of organized crime and the common problems encountered by law enforcement in controlling and preventing the many harms inflicted by serious criminal activity. Recent attempts to address the changing character and forms of transnational organized crime, especially through the strengthening of mutual legal assistance by regional bodies such as ASEAN, are noted. These measures have yet to develop into the cross-border institutional frameworks now found in Europe, and the level of effective co-operation can only continue to improve. Countering organized crime in Asia also faces additional difficulties arising from the cultural diversity, relative weakness of law enforcement in some states and the lack of common strategies in respect to illicit markets.

A method of using estimates of one-step probabilities of recidivism, i.e., conditional probabilities of individuals returning to prison for the jth time given release for the (j-1)st time, to estimate the numbers of prison terms expected to be accumulated by the individuals, is presented. The method is illustrated by calculating the expected numbers of prison terms separately for racial and gender groups in a large data base of Western Australian prisoners. The recidivism probabilities for these data were estimated by fitting Weibull mixture models to the (possibly censored) times to recidivate. The probabilities increase strongly asj increases from 1 to 6, then level off. Large differences between them are due to racial and gender group and these are reflected in the differing expected prison career durations for these groups. The effect of interventions which might lower recidivism is discussed in the light of the method as applied to these estimates.  相似文献

This article describes a community crime prevention program in China, set against a background of rapid economic development, large internal population migration, and increasing crime rates. Traditional social control in China has been transformed to adapt to the new reform era, yet some mechanisms remain intact. Crime prevention measures and strategies resemble those adopted in the West; however, the differences, constituting the so-called Chinese characteristics with community crime prevention are significant.  相似文献

A large population of all persons arrested by police in Western Australia for the first time between April 1, 1984, and June 30, 1993 (n=146,038), were followed up to determine if they have ever been rearrested. Probabilities of rearrest were estimated at 0.52 for male non-Aborigines, 0.36 for female non-Aborigines, 0.88 for male Aborigines, and 0.85 for female Aborigines. Significant variations in the probability of rearrest and/or time to rearrest for different age groups, number of times arrested, occupational status, offense group, place of birth, and bail status were observed. Covariate analysis (Maller, 1993) of non-Aboriginals (n=51,302) found with the offense of driving under the influence (DUI) was also undertaken to test the significance of differences in probabilities of rearrest for subgroups. Probabilities of rearrest were 0.47 forany offense and 0.31 for arepeat DUI for males and 0.34 forany offense and 0.20 for arepeat DUI for females. The results are discussed in the light of estimates of reimprisonment and the utility of offender risk assessment.  相似文献

Recent events have shifted the way the Chinese state responds to organized crime and corruption. The re-definition of organized crime, improved judicial oversight and the re-assessment of ‘strike-hard’ style police campaigns are key reforms. This paper discusses the recent changes in law, practice and oversight in the context of a brief overview of criminal groups in China and the Chongqing policing model. Revisions to the criminal law are described and the likely outcomes are assessed in the context of the key struggle to contain corruption and organized crime.  相似文献

The Asian Journal of Criminology aims to advance the study of criminology and criminal justice in Asia, to promote evidence-based public policy in crime prevention and to promote comparative studies about crime and criminal justice. Asia’s cultural and legal diversity are discussed in the light of the variations in rates of crime, imprisonment and victimisation. Fostering a criminological community in Asia will contribute to improvements in the provision of mutual legal assistance that is now required to combat trans-national crime.  相似文献

This study provides the first systematic research of homicide-suicide (HS) in a Chinese society. Data were drawn from the HK Homicide Monitoring Data-base computer file derived from investigation and death reports held by the HK Police Force and the Coroner's Court. During the 10-year study period, 56 events involving 133 deaths were identified. The majority of offenders were males (75%) and most victims were female (64%). The mean age of offenders and victims were 41.9 and 32.3 years, respectively. Spouses and lovers comprised the majority of victims (46.4%) followed by child victims (36%). Most HS events were motivated by separation or termination of marital or sexual relations (39%), economic reasons (25%) and other domestic disputes (20%). The most frequent modes of killing were strangulation/suffocation (26%), stabbing/chopping (24%), followed by gassing/poisoning (14%) and falling from a height (14%). The commonest method of suicide was falling from a height (48%). It was followed by gassing/poisoning (22%) and strangulation/suffocation (13%). Depression (18.3%) was found to be the commonest mental disorder. Most offenders were from low-socio-economic background. Two-third were unemployed and 76.6% had 9 or less years of education. HS in HK were distinguished from those reported in the western literature in respect to the high relevance of economic factors, the absence of mercy killing between old couples, a higher percentage of pedicide-suicides and the infrequent use of firearms.  相似文献
