Through a series of case studies of the interactions between foodgrain traders and between traders and producers, this article questions the widespread belief that foodgrain markets in Bangladesh are characterised by low trading margins, no vertical integration and a general competitive health. The article indicates that merchant's capital plays two key roles in the market (i) in some areas of the country, the provision of merchant's credit deprives the poor producer of access to the market price for his or her output; (ii) working capital extended to subordinate traders may also enable a small group of large traders to influence prices. Further case studies of the interaction between traders and the state food distribution system indicate ways in which the private market may be able to frustrate or limit policies intended to regulate its operation. These insights suggest that the domination of merchant's capital may be one factor explaining low levels of productivity in the Bangladesh countryside. They also raise questions about the consequences of policies intended to increase the role of private trade in the economy. 相似文献

Science policy analysts have traditionally classified R&D laboratories as government, private, or university. The authors argue that this view is outmoded and provides little help in understanding the rapidly changing environment of R&D laboratories. They provide and test an alternative scheme designed to cope with “sector blurring” and the intermingling of market and political influences on R&D laboratories. Little is known about the families being served by court support services, or the effectiveness of the services provided. This study investigates 137 higher conflict, divorcing families with young children, who received services from the Family Services division. The study utilizes questionnaire data filled out by family services clinicians. The families presented with multiple mental health needs, including allegations of substance use and physical, emotional and sexual abuses of spouses and, to a lesser extent, children. Results detailed evaluation outcomes pertaining to joint legal and physical custody, showing an increase in joint legal custody, with little difference in physical custody arrangements. Evaluators did encourage less parental dropout. The data also profiled parents least likely to attend mandatory parenting education, accept evaluators' recommendations, and settle their case with mediation assistance. Identifying these families early can help family services clinicians track families into individualized service plans as needed. 相似文献

Eyewitness identification research has reliably shown that accurate identifications are faster than inaccurate identifications. Recently, D. Dunning and S. Perretta (2002) claimed that an identification latency of 10-12 s not only best discriminates between accurate and inaccurate identifications but also produces extremely high accuracy rates, approaching 90%. Consistent with predictions from recognition memory theory, however, we show that the optimum time boundary varies with overall response latency under manipulations of retention interval and nominal lineup size, and that the accuracy rate inside the optimum time boundary is much less impressive than previously reported. We outline directions for clarifying the accuracy and latency relationship to assist the reliable diagnosis of identification accuracy. 相似文献

Policy entrepreneurs can influence policy changes and decisions. These people invest their time, knowledge, and skills into promoting policies with which they agree. This paper investigates the influence that entrepreneurs had in the case of recreational water rights policy in Colorado to build a model of policy entrepreneurship. Almost 20 Colorado communities have constructed white‐water kayak courses to boost their local economies. In twelve of these communities, construction was followed by community pursuit of a new form of water right—the recreational in‐channel diversion. This case study is relevant to many areas of environmental policy and management where policies are transitioning from traditional consumptive uses of the resource to nonconsumptive uses. This policy change was not a given in Colorado communities, with recreational water rights requiring significant investments of community resources. These research findings conclude that policy entrepreneurs were influential to policy change, but the most important actors were expert entrepreneurs who hold expertise in water resource matters. 相似文献
