Governing canal life

This article focuses on the governance of canals in England and Wales. The Canal & River Trust (CRT), the owner and manager of the waterways, has a statutory responsibility to grant ‘certificates’ or licences. The licence constructs a category called ‘continuous cruisers’ who live aboard their boat. Drawing on a sample of interviews with ‘continuous cruiser liveaboards’ (CCLs), we discuss how their governance by the CRT has gradually encroached on their everyday lives, leading them to reconsider their lives on the canal. We illustrate this through exploring how the CRT translated obscure legislation to make it legible through techniques of simplification, but did so in a way that had problematic effects on CCLs; and how apparently enabling and constraining regulation operates, paradoxically, in contradictory ways, both significantly affecting CCLs’ everyday lives. At heart, there is a simple story here of a nomadic way of life that is of relatively recent vintage but that is being (or perceived as being) sedentarized.     

FRAGMENTED BUT FORCEFUL: DUTCH ADMINISTRATIVE SCIENCES AND THEIR INSTITUTIONAL EVOLUTION

This article is an attempt by three (relatively) young scholars to make sense of the broad field of public administration (PA), in The Netherlands, with particular emphasis on Dutch administrative sciences. The one essential fact about the Dutch administrative sciences is that they lack a real essence, both in institutional and in paradigmatic terms. They are fragmented – yet forceful. Nevertheless, we will argue, they must recast their position in relation to practitioners and other academics if they are to maintain their strength. We start by highlighting the development of The Netherlands itself, moving on to Dutch public administration and Dutch administrative sciences. We explore the historical Dutch emphasis on ‘pragmatic morality’. After this rough historical overview, we move on to contemporary features of Dutch administrative sciences, features which explain why these sciences have become fragmented, yet forceful – as well as why this force is threatened. We conclude with a perspective on the future of the field and will argue in favour of a renewed emphasis on ‘pragmatic morality’ within scholarly circles.     

Farmers Stage a Comeback: But Have the Greens Sold Out?

In 2001 farmers in the UK seemed besieged both by domestic crises and international pressures for reductions in agricultural subsidies in order to stop trade distortions which harm developing countries. However, since then cutbacks in EU farm subsidies have failed to materialise and the reformed subsidy system is now given political cover by a new alliance with environmentalists. This follows linkage of increasing proportions of farm subsidies to environmental purposes rather than agricultural production. This article questions whether the reforms will achieve cuts in agricultural overproduction. Moreover, environmentalists who have supported the reforms may be sidelining the interests of developing countries in return for environmental gains which are at best superficial and at worse totally illusory. An alternative environmental strategy is discussed.     

UK LOCAL GOVERNMENT AND PUBLIC PARTICIPATION: USING CONJECTURES TO EXPLAIN THE RELATIONSHIP

The relationship between local government and public participation is a problematic one. Taking the UK as an example, it is evident that, despite 40 years of experimentation with public participation initiatives, there has been little impact on local policy processes. While a range of plausible explanations can be found for this state of affairs, no overarching theoretical framework is available to organize them. The purpose of this paper, therefore, is to offer just such a framework of analysis by utilizing and developing the conjectures approach originally used by Klijn and Skelcher (2007) . Four conjectures, developed from the UK experience, are presented. These are the transitional, incompatibility, instrumental and resistivity conjectures. The paper concludes by discussing the implications for research and for policy.
