苏格兰警务工作改革的八个热点问题

警务工作必须随着社会的发展变化而不断进行调整和改良。进入21世纪后,苏格兰社会发生了许多深刻的变化,与之相适应,苏格兰警察正面临着一系列挑战和问题。未来苏格兰警务工作改革包括八个热点问题,即社区警务、警察的领导与管理、打击犯罪工作、毒品问题、青少年问题、警察在整个刑事司法体系中的角色转变、警察责任与警察投诉以及中央警务与地方警务两种模式之间的选择。     

Families, murder, and insanity: a psychiatric review of paternal neonaticide

Neonaticide is the killing of a newborn within the first 24 h of life. Although relatively uncommon, numerous cases of maternal neonaticide have been reported. To date, only two cases of paternal neonaticide have appeared in the literature. The authors review neonaticide and present two new case reports of paternal neonaticide. A psychodynamic explanation of paternal neonaticide is formulated. A new definition for neonaticide, more consistent with biological and psychological determinants, is suggested.     

An evaluation of the effects of neighborhood mobilization on community problems

This research examines the outcomes of actions taken by members of a residential neighborhood association to revitalize a neighborhood and to make it a safer and more secure place to live. This urban neighborhood association initiated a major planning process in cooperation with city officials. Residents overwhelmingly adopted the plan that included the creation of mini-neighborhoods with a series of gates to moderate traffic flow, increase neighborliness, and reduce crime. An analysis of official data from police crime reports shows that crime was significantly reduced in the neighborhood after the street changes. This reduction in crime was maintained even five years later. Telephone interviews with neighborhood residents indicated that they perceived reductions in traffic, crime, noise and drug offenses for at least five years after the changes. Even though neighborhood cohesion did not increase, it appears that the actions instigated and promoted by neighborhood association members enhanced the quality of life for neighborhood residents.     

Competition and solidarity: union members and immigration in Europe

This article addresses an understudied question in the comparative political economy of migration. How have trade unions shaped the attitudes of their members toward immigration? Unions are at the core of left-wing politics in most European countries, and support for immigration is usually a left-wing position. However, many of the core constituents of unions are those whose interests are most likely to be adversely affected by an increase in the supply of labour. The article shows that the pattern of European trade union leaders becoming supportive of open immigration policies has solidified over the past decade. It then provides evidence that this rhetoric has shaped the attitudes of union members and that the effect has become stronger over time. Finally, it shows that the effect is robust to the exclusion of countries where self-selection into unions on the basis of ideology is likely to be strongest.     

PROTECTING LIVES,CAREERS, AND PUBLIC CONFIDENCE: FLORIDA'S EFFORTS TO PREVENT OFFICER‐INVOLVED DOMESTIC VIOLENCE

Florida's innovative Law Enforcement Families Partnership (LEFP) was created to reduce and prevent officer‐involved domestic violence in the state. Administered by the Institute for Family Violence Studies at Florida State University and supported by the criminal justice and victim's advocacy communities, the LEFP is the first statewide project of its kind. It includes several components, the cornerstone of which is an online curriculum that teaches officers about the dynamics and consequences of domestic violence perpetrated by officers. This article describes the project and early data from the surveys attached to the curriculum.     

Analysis of Pigmented Inkjet Printer Inks and Printed Documents by Laser Desorption/Mass Spectrometry*,†

Abstract: Anyone with a computer, scanner, and color printer has the capability for creating documents such as identification cards, passports, and counterfeit currency. Laser desorption mass spectrometry (LDMS) has been demonstrated as a powerful tool for colorant analysis. Inkjet printers are now moving largely toward the use of pigments as colorants; their insolubility makes analysis by simpler methods such as thin‐layer chromatography no longer an option. Recent developments in pigmented inkjet printer inks, such as gloss optimizers that coat pigment particles, may prohibit colorant analysis by LDMS. We demonstrate here that pigments used in inks from two Epson printers can be detected and analyzed by LDMS. Also, LDMS spectra of various colors created using a 4‐cartridge (cyan/magenta/yellow/black, CMYK) inkset are evaluated, to begin to develop an approach for unraveling LDMS data from real samples, to determine the number of inks used by a printer, and the chemical composition of the colorants.     

Suspect burial excavation procedure: A cautionary tale

Geographic location, time of reporting and need for rapid evaluation contributed to a lack of intelligence concerning a suspect burial site in scrub woodland (～15 km from the last known location of a missing person) in Northern Ireland. Police received reports of a subsiding ‘grave’, which was evaluated positively using GPR and victim recovery dogs (VRD). After 24 h work, archaeological excavation showed a vertical-sided, stepped excavation on undisturbed clay with no inhumation. Subsequent research showed the feature to be an engineering trial pit. The GPR response was a water table and rocks, VRD were possibly reacting to disturbed ground. The work serves as a demonstration of good archaeological practice in suspect burial excavation, following a lack of landscape evaluation and poor overall intelligence.
