Abstract. The paper examines the current discussion in liberalism around the issue of the "neutrality" of the state. It scrutinizes the "political liberalism" defended by John Rawls and Charles Larmore and shows that the consequence of their approach is to evacuate the dimension of "the political" from the idea of a well-ordered society. By presenting the exclusions existing in their model of liberal society as the product of free agreement resulting from rational procedures, "political liberals" offer us a picture in which antagonism, violence and power have only disappeared because they have been made invisible. The consequence is to leave liberalism unable to conceptualize power and antagonism. The paper concludes that there cannot be such a thing as a "neutral justification of the neutrality of the state" (Larmore 1987) and that a pluralist perfectionist perspective like the one proposed by Joseph Raz offers a more adequate way to envisage the specificity of modern pluralist democracy. 相似文献

The United States today faces a loss of influence as a world power, a reduction in American independence as a policymaker, and a decline in the standard of living on which Americans have come to depend. History teaches that nations weaker and less productive than the United States can rise to become economic powerhouses and rapidly increase their standards of living. History also teaches that nations failing to recognize their fundamental problems will inevitably decline. American politicians must face what is abundantly clear: the United States is losing ground and must act quickly to reverse its course. This White Paper outlines what must be done. Information about the nation's current status must be analyzed and communicated. Incentives to improve the level of competence in government must be provided and maintained. The emphasis of government policy must be changed to reflect broad economic and technological interests as opposed to special interests. Savings must be encouraged and increased. Infrastructure must be improved Tax laws must be modified to help bring these changes about. Economic and technological issues must be elevated to the importance they require. American thinking must reflect the new realities: that the age of leadership through military power is over, that the requirements for success in the world of the 1990s and beyond require a sound and growing economy that is internationally competitive. The control of infectious diseases has traditionally fallen to public health and the clinical care of chronic diseases to private medicine. In New York City, however, the Department of Health and Mental Hygiene (DOHMH) has recently sought to expand its responsibilities in the oversight and management of chronic-disease care. In December 2005, in an effort to control epidemic rates of diabetes, the DOHMH began implementing a bold new plan for increased disease surveillance through electronic, laboratory-based reporting of A1C test results (a robust measure of blood-sugar levels). The controversy A1C reporting produced was relatively contained, but when Dr. Thomas Frieden, New York City health commissioner, called for the state to begin tracking viral loads and drug resistance among patients with HIV, both the medical community and a wider public took notice and have started to grapple with the meaning of expanded surveillance. In the context of the past century of medical surveillance in America, we analyze the current debates, focusing first on diabetes and then HIV. We identify the points of contention that arise from the city's proposed blend of public health surveillance, disease management, and quality improvement and suggest an approach to balancing the measures' perils and promises. 相似文献

Everyday Stranger Harassment and Women’s Objectification 总被引:1,自引:1,他引:0
The present research suggests that stranger harassment (i.e., experiencing unwanted sexual attention from strangers in public)
is a frequent experience for young adult women, and that it has negative implications for their well-being. First, stranger
harassment was positively related to self-objectification (Fredrickson & Roberts, Psychol Women Quart 21:173–206 1997). This was true for women who coped with stranger harassment using common strategies (passive, self-blame, or benign), but
not for women who used an uncommon, active coping strategy (e.g., confronting the harasser). Second, stranger harassment experiences
and self-objectification were positively related to women’s fear of and perceived risk of rape. Further, women who feared
rape were more likely to restrict their freedom of movement. In concert, the findings suggest that stranger harassment may
have both direct and indirect negative effects on women’s lives, and that it is a phenomenon worthy of future research.
