Subjective decisions make human cognitive processes more susceptible to bias and error. Specifically, research indicates that additional context biases forensic anthropologists’ morphological analyses. To address whether metric analyses are also subject to bias, we conducted a pilot study in which 52 experienced osteologists measured a difficult-to-classify human femur, with or without additional contextual information. Using a metric sectioning-point sex-estimation method, participants provided a sex estimate for individual skeletal element(s) and, when given multiple elements, the combined skeletal assemblage. Control group participants (n = 24) measured only the femur. In addition to the femur, bias group participants (n = 28) either measured a female humerus and viewed a female-biasing photograph (n = 14) or measured a male humerus and viewed a male-biasing photograph (n = 14). We explored whether the experts in the different groups would differ in: (1) femoral measurements; (2) femoral sex-estimation conclusions; and (3) final sex-estimation conclusions for the skeletal assemblage. Although the femoral measurements and femoral sex estimates were comparable across groups, the overall sex estimates in the female-biased group were impacted by contextual information—differing from both the control and male-biased groups (p < 0.001). Our results demonstrate that cognitive bias can occur even in metric sex-estimation conclusions. Specifically, this occurred when the metric data and single-element sex estimates were synthesized into an overall estimate. Thus, our results suggest that metric methods are most vulnerable to bias when data are synthesized into an overall conclusion, highlighting the need for bias countermeasures and comprehensive statistical frameworks for synthesizing metric data to mitigate the effects of cognitive bias.  相似文献

This article examines the relationship between leadership and public value, which is particularly challenging in a context of explicit contest and conflict. The theoretical framework is illustrated through a case study of policing rural crime. The study reveals that the police worked with multiple and competing publics rather than a single homogeneous public, and that part of their leadership role was to create and convene a public space in which different voices and divergent views could be expressed. The study notes that research needs to pay attention to the loss and displacement of public value, not solely its creation and recognition. The need to convene multiple publics required the police to lead, as part of a leadership constellation, and with political astuteness. The findings have wider relevance for other public services, and for studies of leadership and public value at the intersection between the state and civil society.  相似文献

Both leadership and public value are increasingly seen as concepts highly relevant to public administration, not only because of complex societal challenges but also as ways to address pluralistic interests in society. This article explores in detail the varied conceptualizations of public value and of public leadership. Furthermore, we argue that political astuteness provides an important conceptual linkage between leadership and public value, enabling actors to read, understand and foster coalitions around diverse and sometimes competing interests. In this introduction to the symposium, we analyse the different conceptualizations of public value, of leadership, and also show how the six articles explicitly or implicitly draw on the linking concept of political astuteness. The article assesses how the six articles of the symposium contribute to each of these three concepts.  相似文献

Abstract: This article examines the alternate use of models of representative, functional and citizen‐centred participatory democracy in the formulation of policies to regulate the risks of genetically modified crops and foods in the United Kingdom and Canada. It demonstrates that representative, functional and participatory democracy have all played a role in the United Kingdom; functional democracy has been ascendant in Canada, with representative democracy playing a secondary role. These cross‐national differences derive from the greater imperative for regulatory legitimacy in the U.K., and the Canadian pre‐occupation with regulatory effectiveness. The result is a more transparent U.K. regulatory framework that provides representation of a broader range of public values and concerns than in Canada. Sommaire: Cet article examine les différentes utilisations de modèles de démocratie représentative, fonctionnelle et axée sur les citoyens dans la formulation de politiques destinées à réglementer les risques associés aux cultures et aliments génétiquement modifiés au Royaume‐Uni et au Canada. Il démontre que les démocraties représentatives, fonctionnelles et participatives ont toutes joué un rôle au Royaume‐Uni; la démocratie fonctionnelle a dominé au Canada, tandis que la démocratie représentative y a joué un rôle secondaire. Ces différences transnationales proviennent du plus grand impératif de légitimité de la réglementation au R.‐U., et de la préoccupation canadienne de l'efficacité de la réglementation. This paper examines the Beacon Council Scheme as a distinct policy element within the UK government's wide–ranging local government modernization agenda. The aim of the Beacon scheme is two–fold. First, reward for high performing councils and second, the achievement of substantial change by sharing 'best practice' from identified centres of excellence. The scheme presupposes an implicit theory of organizational change through learning. The Beacon Council Scheme is based on the assumption that the organizational preconditions exist which will facilitate learning, and through its application to practice, improve service delivery. The paper analyses the presumed and possible conditions which facilitate or impede interorganizational learning and service improvement through the scheme. The paper then examines empirical data from 59 local authority elected members and officers about their attitudes towards and motivation to take part in the Beacon scheme during the first year of its existence. The data indicate that there are differing motivations for participation in the scheme and that these reflect different learning needs. The experiences of local authority participants suggest that the formulators of the dissemination strategy at the heart of the scheme have not yet given sufficient consideration to the processes of interorganizational learning, the conditions that support such learning between authorities and the embedding of new understandings, practices and organizational cultures in the receiving authority. This suggests that the underlying theories of organizational learning and cultural change may be insufficiently developed to create and sustain the kind of transformational change that is intended by central government.  相似文献

In the last thirty years, research on differential sentencing practices became one of the dominant thrusts of academic interest in criminal justice studies. This was mainly because several reforms had been added to the various sentencing structures in the United States, one of which was the adoption of guideline based sentencing strategies. Although several studies were conducted regarding the impact of these guidelines, these were provided by a limited number of sources. For instance, the majority of this research was conducted on data collected by the United States Sentencing Commission and the Pennsylvania Sentencing Commission. This study attempted to further the discussion on sentencing practices by examining data from a new source, the Arkansas Office of Courts. This study first examined the judge's decision to imprison and jail the defendant using logistic regression, and second, for those individuals incarcerated, OLS and negative binomial regression analyses were conducted to explore potential disparities in the length of prison and jail sentences. The results of this analysis in Arkansas illustrated striking comparisons to studies that were conducted on other guideline structures. The legally relevant variables were the greatest predictors of whether or not an offender was sentenced to prison. Extralegal variables, on the other hand, had negligible effects. Implications for policy are also discussed.  相似文献
