While much progress has been made in empirically mapping and analysing a variety of interest group activities in the last decade, less attention has been devoted to conceptual work that clearly defines and distinguishes different forms of policy engagement. This article contributes to this endeavour by developing a theoretical framework that explicitly links currently available measures of the policy engagement of groups to the distinct concepts of group involvement, access and prominence. It argues that greater conceptual clarity will lead to better accumulation of knowledge in the sub‐field and a better understanding of the role of interest groups in political systems.  相似文献

Embracing ‘groups’ as means to address democratic deficiencies invites scrutiny of their democratic practices. However, many groups lack internal democratic practices and offer few opportunities for affiliates to participate. Guided by an implicit ‘representation’ narrative of groups, the absence of internal democratic practices is interpreted as a sign of ‘failure’ or ‘deficiency’. Some scholars have entertained the idea of setting minimum standards of internal democracy as a prerequisite for policy access. This article scrutinizes this emerging consensus and its ‘representation’ narrative. Drawing upon the work of O’Neill (2001) and Pitkin (1967) , it is argued that groups can also be viewed through a lens of solidarity. This paper argues that the type of constituency a group advocates for can be used to calibrate expectations of internal democratic structures of accountability and authorization. The concepts of ‘representation’ and ‘solidarity’ are used to make sense of the (changeable) practices of a variety of groups.  相似文献

Are all issues subject to the same attention from organized interests? If not, why not? This article utilizes data on organized interest mobilization in Scottish public policy to examine the pattern of engagement by policy participants across a large number of policy issues. It finds a heavily skewed pattern of mobilization: Most issues attract little attention, while a few issues account for the majority of attention (they are “bandwagons”). This resembles the findings of Baumgartner and Leech, based on U.S. lobby data. Replication outside the United States supports the claim that this is a general pattern in public policy systems. But what explains such a pattern? After scrutinizing the “size and scope” approach, this article proposes that positive feedback mechanisms are catalyzing cascades of mobilization. Several agents are identified as facilitating cascades in the data: keystone groups, the media, civil servants, and campaign groups.  相似文献

This article probes the variation in the breadth of policy engagement among organized interests. The literature, heavily shaped by large‐n US studies of Washington and its lobbying system, suggests many reasons for organized interests to focus policy engagement relatively narrowly. This claim of policy specialization has been long repeated in the British public policy literature. The aim of this article is to empirically test the extent to which expectations of narrowed engagement hold in a UK context. This article uses a new Scottish dataset that tracks actual engagement by any organized interest on executive policy consultations over a 25‐year period. It tracks over 90,000 ‘mobilization events' by over 18,000 organizations in 1,690 distinct consultation issues across the entire Scottish policy system. In analysing these data, we concern ourselves with establishing: (1) the extent of generalized engagement; (2) the type of organized interests that are more or less general in their engagement; and (3) the extent to which a specialized style of policy engagement is on the increase over time. In the process, we develop measures that are appropriate for assessing breadth of engagement using issue‐based policy data.  相似文献
