Sport's transformative potential is known to support marginalised children, to deal with traumatic experiences and instil positive values; yet hosting mega sporting events (MSEs) can have negative impacts. Drawing on participatory research with favela‐based children during the 2014 World Cup in Brazil, this article argues that MSEs bring a macro‐securitisation of urban life, which causes considerable harm. This paper also suggests that the inclusion of children's voices in advocacy debates can challenge top‐down securitisation and might allow MSEs to foster further positive social transformation. Therefore, juxtaposed with causing harm, macro‐securitisations can open opportunities for children to take action and have their voices heard.  相似文献

Violence in entertainment districts is a major problem across urban landscapes throughout the world. Research shows that licensed premises are the third most common location for homicides and serious assaults, accounting for one in ten fatal and nonfatal assaults. One class of interventions that aims to reduce violence in entertainment districts involves the use of civil remedies: a group of strategies that use civil or regulatory measures as legal “levers” to reduce problem behavior. One specific civil remedy used to reduce problematic behavior in entertainment districts involves manipulation of licensed premise trading hours. This article uses generalized linear models to analyze the impact of lockout legislation on recorded violent offences in two entertainment districts in the Australian state of Queensland. Our research shows that 3 a.m. lockout legislation led to a direct and significant reduction in the number of violent incidents inside licensed premises. Indeed, the lockouts cut the level of violent crime inside licensed premises by half. Despite these impressive results for the control of violence inside licensed premises, we found no evidence that the lockout had any impact on violence on streets and footpaths outside licensed premises that were the site for more than 80 percent of entertainment district violence. Overall, however, our analysis suggests that lockouts are an important mechanism that helps to control the level of violence inside licensed premises but that finely grained contextual responses to alcohol‐related problems are needed rather than one‐size‐fits‐all solutions.  相似文献

In this article we propose structural preconditions for effective network governance, including network structures that can facilitate effective coordination of action (such as relational and structural embeddedness), and agreement among network actors about goals and actions. We illustrate circumstances in which these preconditions do not seem to be met through a case study of environmental governance of a major water resource – the Swan River in Western Australia. This governance system, since changed by legislation, did not exhibit embeddedness among its constituent organizations, and crucial relations involved contestation, with organizations apparently pursuing different goals. This paper demonstrates how advanced social network methods can be used to analyse a networked governance system.  相似文献

This article explores the role of place managers in controlling drug and disorder problems on 100 street blocks in Oakland, California. We use self-reports from a sample of place managers to explore their role in changing the social and physical conditions of street-block activity within the context of a randomized field trial in Oakland. On-site observations of the changes in the social and physical conditions of 100 street blocks were conducted and used as our outcome measures. Our results suggest that street blocks where place managers engaged in collective crime control activities had significantly fewer signs of disorder and greater levels of civil behavior. Our results also show that community cohesiveness on a street block was associated with fewer males selling drugs  相似文献

Research shows that residents report high levels of disorder in places with greater concentrations of minorities even after controlling for objective indicators of crime or disorder. Less understood, however, are the mechanisms that explain this relationship. Drawing on a survey of nearly 10,000 residents nested within 297 neighborhoods across two cities, we use a multiple indicators–multiple causes model to examine the cues that lead individuals to distort the presence of minorities in neighborhoods. We then employ multilevel models to test whether these distortions influence perceptions of disorder. Furthermore, we assess whether living in a socially cohesive neighborhood mediates and/or moderates the relationship between “seeing” minorities and perceiving disorder. We find that when residents overestimate the proportion of minorities living in their neighborhood, perceptions of disorder are heightened. Yet social cohesion moderates and partially mediates this relationship: Residents living in socially cohesive neighborhoods not only report less disorder than those living in less cohesive communities, but also they “see” fewer minorities when compared with residents living in less socially cohesive neighborhoods. These results suggest that social cohesion is an important mechanism for explaining how residents internalize the presence of minorities in their neighborhoods and how this then leads to perceived neighborhood disorder.  相似文献

Research Summary: Our paper explores the impact of implementing a nonemergency 3‐1‐1 call system in Baltimore, Maryland. We found a large (34.2%) reduction in 9‐1‐1 calls following the introduction of the 3‐1‐1 nonemergency call system. Many, but not all, of these calls simply migrated over to the 3‐1‐1 call system. Overall, we identified a 7.7% reduction in recorded citizen calls to the police post 3‐1‐1 intervention. This recorded reduction in citizen calls was confounded by an increase in high priority calls to the 9‐1‐1 system (27.5%), a large overall reduction in low priority calls (54.3%), and an estimated increase (perhaps 8%) in unrecorded calls to the police. We also note a small increase in response times to high priority 9‐1‐1 calls following the implementation of the 3‐1‐1 call system and virtually no change in the amount of officer time available for community policing or problem‐oriented policing activities. Policy Implications: Our findings suggest that nonemergency call systems, such as 3‐1‐1, can greatly facilitate police efforts to better handle citizen calls for police service. However, the intrinsic value of nonemergency call systems is tightly woven with a police department's willingness to change dispatch policies (especially for those calls received via the 3‐1‐1 system), reallocate patrol resources, and adopt organizational reforms to support alternative methods (apart from dispatch) for handling nonemergency calls for service.  相似文献

Taxing multinational enterprises (MNEs) is inherently conflictual because national tax systems are not well designed to handle their international activities. The OECD has been instrumental in developing an international tax regime to govern the conflicts and interdependencies induced by national taxation of MNEs. The strength of this regime depends on the extent to which states adhere to the regime's norms and practices. We examine the OECD's Harmful Tax Competition initiative, arguing that tax havens have been as renegade states in the international tax regime. We explore how the OECD initiative developed and evaluate its impact on regime effectiveness.  相似文献

The Postgraduate Diploma in Management at the Graduate School of Public & Development Management (P&DM), University of Witwatersrand, Johannesburg, arises from our enthusiasm for a paradigm shift in the education of entry level public sector managers in South Africa; this is an approach that has developed out of moves towards a new public service that is development friendly and customer-oriented. The move away from traditional lecture-based classroom activities to interactive learning methods has given rise to much reflection on teaching, learning and appropriate assessment at P&DM. This has resulted in an appreciation for continuous learning as we pursue our quest to improve our facilitation in line with the needs of a student group that will graduate to face the immense challenges of making institutions work in a newly democratic polity. Our graduates are tasked with transformation in a rapidly moving environment. For them, a commitment to life-long learning is the most important attitude they can develop and for us it is the most important outlook we can nurture. This article focuses on three integrated areas: the Administrative Skills Course, which aims at establishing underlying skills on which students should build throughout the year; the Case Study Programme, which provides a simulation of real problems and issues faced by managers in the public sector; and the Internship Programme, which provides the opportunity for the integration of classroom learning and workplace practice. We focus primarily on the teaching methods and the integrative nature of these courses and programmes, highlighting aspects that have worked well and those that have not. The ongoing development of these programmes has been informed by relatively informal evaluations. We feel that the time has come for more rigorous investigation into the effectiveness of our teaching and both have research in progress. The design and findings of research in progress will be published at a later date.  相似文献

Since the beginning of the 1990s the public healthcare system in England has been subject to reforms. This has resulted in a structurally hybrid system of public service with elements of the market. Utilizing a theory of new institutionalism, this article explores National Health Service (NHS) managers' views on competition and cooperation as mechanisms for commissioning health services. We interrogate the extent of institutional change in the NHS by examining managers' understanding of the formal rules, normative positions and frameworks for action under the regime of the Health and Social Care Act 2012. Interviews with managers showed an overall preference for cooperative approaches, but also evidence of marketization in the normative outlook and actions. This suggests that hybridity in the NHS has already spread from structure and rules to other institutional pillars. The study showed that managers were adept at navigating the complex policy environment despite its inherent contradictions.  相似文献
