The chimera of redistribution in post-apartheid South Africa: 'Black Economic Empowerment' (BEE) in industrial fisheries

Black Economic Empowerment (BEE) is an attempt to marry redistributiveand neo-liberal economic policies. The South African state,however, has differing degrees of power to force redistributionon different sectors of the economy. Fisheries is one of thesectors where state allocation of licenses, exploitation rightsand quotas makes the prospects for BEE promising. In this article,we examine redistributive processes in the hake trawl industry.We conclude that BEE, despite its redistributive intentions,has been doubly conducive to the interests of large-scale SouthAfrican capital. To begin with, it has by and large confirmedthe historical share of fishing rights to incumbent, largelywhite-controlled, operators. Second, it has created a layerof ‘black captains of industry’ to whom incumbentsare increasingly outsourcing primary production in a volatile,high-risk and currently loss-leading sector. While fishing operationsare being outsourced under the banner of redistribution, thefish trade remains under the effective control of white capital.     

‘Daughters of injur’d Africk’: 1 African women and the transatlantic slave trade

There is now a substantial literature on slavery yet few studies directly address the gendered nature of the slave trade. In this article, the author demonstrates how women’s experiences of the trade were contingent on conflicting European stereotypes of African women, their fertility and sexual vulnerability but, also, their gendered roles in African cultures. These gender differences influenced women’s resistance and survival strategies. The middle passage represented irreversible changes in slave women’s lives but important threads of continuity also existed across the Atlantic world. On the slave ship the ‘Daughters of injur’d Africk’ forged new bonds with fellow slaves and their cultural knowledge travelled with them. Women were seminal in reworking African culture on the slave plantation and actively resisted enslavement from the moment of capture to their harsh new lives in the Americas.     

Attributional style,depressive features,and self-esteem: Adult children of alcoholic and nonalcoholic parents

Undergraduate adult children of alcoholics (ACOAs; N=57) were compared to children of nonalcoholic parents (CONAs; N=100) on measures of the Beck Depression Inventory (BDI), selfesteem, and attributional style. ACOA status was determined using the Children of Alcoholics Screening Test (Jones, 1981). ACOAs were found to have significantly higher scores on the BDI and to have significantly lower self-esteem, as measured by the Index of Self-Esteem, than CONAs. ACOAs were also more likely to have a depressive attributional style, in that they perceived failure as more internal, stable, and global than CONAs. Further, females had significantly higher BDI scores than males.Received B.A. from West Virginia University. Differences in Empathy Between Offender and Nonoffender Youth

The purpose of this study was to examine differences in empathy between offender and nonoffender youth. Seventy-six male and 33 female juvenile offenders between the ages of 12 and 18 years and 33 male and 33 female nonoffenders between the ages of 15 and 19 years comprised the samples for this study. Measures of empathy, altruism, and social support were administered to all participants and then the participants were analyzed for status group differences. Only 1 dimension of empathy, emotional tone, was found to be significantly different based on group status. Gender differences were found for both status groups for another dimension of empathy, personal distress. Among offender and nonoffender youth, females yielded higher scores in personal distress than did males. Emotional tone and family structure were found to be the most predictive variables of offender status. Findings were discussed based on previous research and implications for interventions were addressed.Evaluation and Special Programs

Human rights play an integral role in the global governance of health. Recently, both structural and normative aspects of human rights have proliferated across multiple levels and within multiple contexts around the world. Human rights proliferation is likely to have a positive impact on the governance of health because it can expand the avenues through which a human rights framework or human rights norms may be used to address and improve health.
