This article is part of a broader project on the social history or histories of anarchism. The standard accounts of anarchism (Nettlau, Joll, Woodcock, Marshall etc.) have been combinations of the histories of ideas and political/social movements. A larger project I am engaged in uses another methodology and is reliant upon the vast outpouring of published and unpublished academic writing on social history that has been produced since the 1960s. I will cover only several interconnected themes here: anarchism, internationalism and nationalism in Europe. This article will give a synoptic overview of the internationalism of the European anarchist and syndicalist movements during the “classical” period of anarchism (1860–1939). It focuses on the First and Second Internationals and the birth of the Third. It examines the ideology and culture of Internationalism, which was the nursery of the modern anarchist movement. The linkage between federalist and regionalist republicanism is stressed and the legacy of the Paris Commune of 1871 is highlighted. The desire to secure a global level playing field in labour markets promoted labour internationalism during the First International and a revival of this strategy by anarchists and syndicalists during the era of the Second International. The mismatch of industrial development and union density between industrialised Britain or Germany and artisanal and industrialising France and southern Europe limited internationalism in the 1860s and the 1900s. Equally the patriotic legacy of the Commune of Paris undermined the internationalism of anarchists and syndicalists when war broke out in 1914. In 1917–1918 anarchist and syndicalist internationalism seemed to be revived as Europe entered a period of revolutionary discontent. But very quickly the Bolsheviks and the Soviet Union channelled this wave into the Third International and ultimately the interests of the newly born Soviet State. Anarchist and syndicalist internationalism had little effect on the fortunes of the anarchists in the Spanish Civil War in a world of nation‐states and state‐centric political parties and movements. 相似文献

The late 1980s saw the beginning of wide‐ranging economic and political reforms in Africa, prompted by both external and internal pressures. Demands for political reform pushed for democratisation, including decentralisation of power and resources to lower levels of government. Alongside pressures for democratisation were those for economic liberalisation, including the rolling back of the state characterised by, among other things, reducing its role in service provision. This article looks at aspects of political and economic liberalisation in Uganda, involving devolution and outsourcing of service provision in Kampala city. It focuses on the city's experience with devolution and outsourcing of solid waste management. It shows that, pockets of resistance notwithstanding, the reforms enjoyed widespread popularity and led to many positive changes. In addition, it shows that they begot problems and encountered others that rendered the process of change more problematic than its advocates had anticipated. Its major conclusion is that while devolution and outsourcing are useful tools for improving service delivery, they cannot ensure long‐term success in the absence of financial, technical and managerial capacity on the part of contractors and contracting authorities. The world seems to be characterized by political pluralization (the emergence of 'polities' other than the nation state) in addition to an already existing state of moral pluralism. This severely complicates political attempts at problem-solving on, for example, a global scale. One of the most stressing potential problems is the coexistence of mutually effacing or contradictory systems of political norms. To tackle such problems, we argue that policy teloi – shared conceptions giving direction to cooperative political ventures (particularly sustainable development ) – can be helpful. Violent political revolt has been common in independent Uganda. For a long time, such revolts were exclusively expressed as rural-based rebel groups fighting the government. Since the mid-2000s, however, this seems to have come to an end. Instead, urban riots, very rare in the past, have become much more common. This article analyses these changing patterns of types and location of violent political revolt in Uganda under the National Resistance Movement government. It argues that the earlier prevalence of rural rebellions can be explained by the combination of a coercive and militarised state, and weak and ethnically factionalised political forces who took their violent resistance to rural regional bases. Over time, however, government counter-insurgency became more effective and the conditions for insurgency were undermined by withdrawal of external support. Furthermore, the reintroduction of multi-party politics in 2005 opened up new avenues for political expression. The changes to the political system were, however, more nominal than real in many respects. While the rebel option had become less attractive and feasible, a series of social, economic and political grievances remained which were only partly channelled through party politics.
