治理与经济发展:变革和挑战

在经济发展过程中 ,应该是政府的作用多一些还是市场的作用多一些 ?文章分析了与这一问题相关的政府改革———管制改革、私有化政策及分权化政策 ,得出结论 :在经济发展进程中 ,政府要继续扮演重要角色 ;地方政府和非政府组织的作用将日益凸显。     

廉政制度建构中廉政文化培育的传统阻碍与现实路径

从新制度经济学对正式制度与非正式制度的区分来看,培育廉政文化是中国廉政制度建构及其运行的灵魂。中国传统政治文化伴生的"官本位"盛行,"以善抑恶"的崇善制度伦理,对贪腐的"恨妒"心态,"潜规则"陋习泛滥,形成了廉政文化培育的阻碍。必须坚持人民主体地位的理念,创新性地推进廉政文化培育。要积极稳妥地推进以干部选拔制度为突破的政治体制改革,以破除官本位的阻碍作用;要大力培育以科学理性为主导的融人文精神于一体的当代科学精神,推动人伦型文化向科学理性文化的转型;要重塑国家廉洁价值观,奠定服务型政党和服务型政府发展的文化基础;要将高质量的制度建构及其良性运行作为重点,提高廉政制度建设的科学化水平。     

Understanding employee commitment in the public organization: a study of the juvenile detention center

This study examined the relationship between organizational commitment and several personal, role, professional, job and organizational factors among juvenile detention workers. The study revealed that (1) commitment is significantly correlated to role ambiguity, supervisor trust, rile matment-oriented attitude toward the detainee, job satisfaction, job involvement, and organizational trust, and (2) organizational trust, the treatment attitude. role ambiguity, and job involvement are major predictors of employee commitment to the detention center. Implications concerning the results of this study are discussed.     

Retrospective and perspective on China's administrative reform

To promote China's modernization and development, the post-Mao Chinese leaders have implemented several reform measures that gradually changed the country's traditional cadre system. This study examines the experience of China's post-Mao administrative reform implemented since the late 1970s. First, the study reviews the background and scope of the administrative reform. It then analyzes several issues that may affect the future development of administrative reform. The implications of the Chinese experience are provided.     

Chinese Immigration to Russia and Its Non-traditional Security Impact

Russia and China rapidly restore communication after the Cold War, but the Chinese immigration issue is also widely exaggerated and even described as “Yellow Peril again” in Russia. The so-called Yellow Peril is not only a Russian object perception but also a cross-generational conflict between Russia and China. Furthermore, it will be related to the subsequent development of the Russian Far East and Siberia. The Chinese immigration constitutes psychological and survival non-traditional security impacts on Russia and also forms some kind of social competition with Russians. It is vital for Russia to cooperate with its eastern neighbor to accelerate the development of the Russian Far East and Siberia, but national security and social stability are the prerequisites for cooperation. Nevertheless, it is more significant to rebuild self-confidence of the Russians in the Russian Far East and acknowledge that the East will not be a threat to Russia. As long as Russia realizes that it can enjoy unlimited possibilities in the East, the non-traditional security impacts caused by the Chinese immigration will automatically alleviate and even disappear. Today, most Russians are trapped in the dilemma of welcoming or refusing the Chinese immigrants; however, cultural exchange still has some effects and at least causes Russians to begin to positively treat the Chinese immigration and consider whether to accept China and cooperate with China.     

Local Economic Development in China and the United States: Strategies and Issues

Globalization stimulates local governments in China and the United States to step up their economic development efforts. What strategies are successful and why? Does industry cluster development lead to higher per capita income? What government infrastructure and incentives stimulate and nurture businesses? This article examines local economic development in China and the United States, comparing strategies and outlining challenging issues. Kuotsai Tom Liou of the University of Central Florida finds that local governments must play the leading role in sustainable development, as a partnership approach promotes collaboration among communities, industries, and other government entities. Policy implications and theoretical issues aimed to promote further comparative studies are presented .     

STRATEGIES AND LESSONS OF CHINA'S POST-MAO ECONOMIC DEVELOPMENT

This article examines major strategies and lessons of China's post-Mao economic development. The article first reviews the process and achievement of China's economic development. It then analyzes major strategies emphasized in the development years, including: the contract responsibility system, the dual price system, the special economic zones, and administrative reform. The article further discusses important lessons that are associated with the Chinese development experience, which consist of a reform-oriented development; an incremental and practical approach; a two-way development; a government-guided development; an uneven development strategy; a kindred development model; and a peace and stable environment. The implications of the Chinese development experience are also discussed.

中国“和平崛起”的发展理念和道路是当代共产党人的重大创新,也是一个具有历史继承性的前后一致的国家目标。中国“和平崛起”具有多层次内涵,并非简单的目标手段论所能涵盖。与中国“和平崛起”的要求相应,中国要在对内对外两个层面采取和运用具有现实性的策略,以保证和推动中国的“和平崛起”。

This symposium introduction first reviews the background information of regional and local economic development and then provides a summary of key issues or findings reported in the symposium articles. The issues and findings identified include: the development of state economic development strategies, the problem of local and regional development strategies, the relationship between government regulation and economic development, the use of strategic management in local economic development, the issue of neighborhood challenges to economic development, and the support of community-based development organizations.
