Identifying Welfare State Regimes: The Links Between Politics, Instruments and Outcomes

With new sources of cross-national data appearing on income distribution and the characteristics of redistributional policy instruments, it is now possible to take the comparative analysis of welfare states well beyond the conventional focus on government expenditures. This study of 18 OECD nations examines the linkages between various aspects of the income redistribution process, elaborates a typology of welfare state regimes and locates the political origins of each of these regimes.     

Changing Perceptions of Sexual Harassment in the Federal Workforce, 1987–94

Recent criticisms of sexual harassment law and workplace training policies contend that they have "sanitized" the workplace through their stigmatization of sexual expression that does not amount to actual discrimination. This study assesses some of the empirical foundations for those normative arguments. Using data from the U.S. Merit Systems Protection Board's 1987 and 1994 surveys, we examine differences over time in federal workers' perceptions of what types of behavior constitute sexual harassment. The article draws on a sociolegal theory of the endogenous nature of law as well as research on perceptions of sexual harassment. We hypothesize that, because of increased attention to sexual harassment, and to the hostile environment theory specifically, by scholars, judges, and the news media, and related policy changes in workplace training programs, federal workers likely came to view a wider range of sexual conduct as constituting harassment during this time period. The results support our expectations. We also find that sexual harassment training in their agency increased workers' likelihood of viewing both hostile environment behavior and quid pro quo behavior as harassment.     

THE EFFECT OF LONGITUDINAL ARREST PATTERNS ON THE DEVELOPMENT OF ROBBERY TRENDS AT THE NEIGHBORHOOD LEVEL *

Although the current resurgence of ecological deterrence research has addressed many of the methodological and theoretical problems of earlier studies, the question concerning the appropriate level of aggregation for such models has not been resolved. In this paper, we argue that there is strong evidence in the criminological literature that the neighborhood is the most meaningful level of aggregation for such studies. However, in an analysis of robbery incidents and arrests over 100 weeks in five Oklahoma City neighborhoods we did not find any significant support for the deterrent effect of arrests on subsequent illegal behavior. We propose that the lack of such a relationship reflects periods of short-term equilibrium in the local community, during which the levels of crime and arrests are relatively stabilized.     

ASSESSING MESSNER AND ROSENFELD'S INSTITUTIONAL ANOMIE THEORY: A PARTIAL TEST*

In Crime and the American Dream, Messner and Rosenfeld contend that culturally and structurally produced pressures to secure monetary rewards, coupled with weak controls from noneconomic social institutions, promote high levels of instrumental crime. Empirically, they suggest that the effects of economic conditions on profit-related crime depend on the strength of noneconomic institutions. This investigation evaluates this proposition with cross-sectional data for U.S. states. In brief; the nonlinear models show considerable, indirect support for Messner and Rosenfeld's institutional anomie theory, revealing that the effects of poverty on property crime depend on levels of structural indicators of the capacity of noneconomic institutions to ameliorate the criminogenic impact of economic deprivation. The implications of these findings are discussed.
