Russia and the OSCE: From High Hopes to Disillusionment

The subject of this article is the changing balance between Russia's positive and negative interests in the Conference on/Organisation for Security and Cooperation in Europe (CSCE/OSCE) as these have evolved in relation to Western policies on the OSCE and European security relations in general. Parallel to the decline of positive Russian interests in the CSCE/OSCE, an increase in negative attitudes can be observed, most of which concern the OSCE's activities in post-Soviet countries. While the Soviet Union was traditionally a reliable supporter of the CSCE, the Russian Federation, which initially pursued the same policy, has lost most of its sense of ownership in the OSCE. This change in Russian attitudes is critical for the Organisation's future, for an OSCE without active Russian participation would lose much of its raison d'être.     

Delaying Justice(s): A Duration Analysis of Supreme Court Confirmations

Presidents traditionally have had great success when nominating justices to the Supreme Court, with confirmation being the norm and rejection being the rare exception. While the confirmation process usually ends with the nominee taking a seat on the Court, however, there is a great deal of variance in the amount of time it takes the Senate to act. To derive a theoretical explanation of this underlying dynamic in the confirmation process, we draw on a spatial model of presidential nominations to the Court. We then employ a hazard model to test this explanation, using data on all Supreme Court nominations and confirmations since the end of the Civil War. Our primary finding is that the duration of the confirmation process increases as the ideological distance between the president and the Senate increases. We also find evidence that suggests that the duration increases for critical nominees and chief justices and decreases for older nominees, current and previous senators, and nominees with prior experience on state and federal district courts .

Portable high‐resolution automated 3D imaging for footwear and tire impression capture

The forensic science community raised the need for improved evidence recognition, collection, and visualization analytical instrumentation for field and laboratory use. While the 3D optical techniques for imaging static objects have been extensively studied, there is still a major gap between current knowledge and collecting high‐quality footwear and tire impression evidence. Among optical means for 3D imaging, digital fringe projection (DFP) techniques reconstruct 3D shape from phase information, achieving camera‐pixel spatial resolution. This paper presents a high‐resolution 3D imaging technology using DFP techniques dedicated to footwear and tire impression capture. We developed fully automated software algorithms and a graphical user interface (GUI) that allow anyone without training to operate for high‐quality 3D data capture. We performed accuracy evaluations and comparisons comparing with the commercial high‐end 3D scanner and carried out qualitative tests for various impressions comparing with the current practices. Overall, our technology achieves similar levels of accuracy and resolution with a high‐end commercially available 3D scanner, while having the merits of being (1) more affordable; (2) much easier to operate; and (3) more robust. Compared with the current practice of casting, our technology demonstrates its superiority because it (1) is non‐destructive; (2) collects more evidence detail than casts, especially when an impression is fragile; (3) requires less time and money to collect each piece of evidence; and (4) results in a digital file that can easily be shared with other examiners.     

cultivating the edge: an ethnography of first-generation women farmers in the American Midwest

In the US, an emergent cultural icon of resistant agriculture, the agrarian heroine, attests to growing popular interest in first-generation women farmers. Drawing on practice theory, historical geographical materialism, intersubjective ethnography and feminist scholarship, this ethnography focusses on three first-generation women farmers growing organic vegetable crops for the Chicago market, with critical attention to the body, the land and their uses. By applying permaculture’s theory of ‘the edge’ anthropologically, this study explores the work these women do to cultivate relational spaces that promote fluidity, diversity and solidarity in opposition to industrial agriculture and the homogenising forces of globalisation. The portraits that emerge problematise popular representations of first-generation women farmers.     

Making the Invisible Visible: Disability Inclusive Development in Solomon Islands

International and national level disability inclusive discourse, policy and strategy typically render invisible the institutional structures, political economies and socio-cultural power relations that constitute the lived experience of disability. The lack of robust information on disability extends these theoretical blind spots to the absence of disability in official statistics, political dialogue and social policy. Empirically grounded, inclusive research that recognises disability as embedded in globalised political economies and culturally specific power relations is required to address the theoretical, statistical and programmatic invisibility of disability. Such research will provide a solid knowledge base on which to build effective inclusive interventions.
