How authoritarian rulers seek to legitimize repression: framing mass killings in Egypt and Uzbekistan

How do authoritarian rulers legitimate repressive actions against their own citizens? Although most research depicts repression and legitimation as opposed strategies of political rule, justified coercion against some groups may generate legitimacy in the eyes of other parts of the population. Building upon this suggested link between legitimation and repression, this article studies the justifications of mass killings. To this end, framing theory is combined with recent research on the domestic and international dimensions of authoritarian rule. We contend that frames are directed towards specific audiences at home and abroad. Moreover, given the common threats at the global level and the diffusion of repressive tactics, we assume that learning processes influence discursive justifications of repression in authoritarian regimes. We provide an analysis of government rhetoric by comparing the protest crackdowns of Rabi’a ‘Adawiya Square in Egypt and Fergana Valley in Uzbekistan, taking into account the audiences and the sources of the frames that justify repression. In both cases, we find the terrorism frame to emerge as dominant.     

Agency and similarity effects and the VC’s attitude towards academic spin-out investing

Our research seeks to develop understanding of the factors explaining venture capital investment managers’ attitudes towards investment in the unique context of academic spin-outs. We provide a novel integration of both VC fund characteristics and investment managers’ human capital characteristics with a unique hand-collected dataset of 68 early stage VC investment managers in Europe. Attitudes toward academic spin-out investing are positively affected by the presence of public sector capital and by investment managers who are more intensively involved with the entrepreneur. Specific human capital in investment managers who had worked in an academic environment is more likely associated with investment in academic spin-outs. In terms of general human capital, financial experience is positively related while entrepreneurial experience is negatively associated with investment attitude towards academic spin-outs. There may be a need to facilitate the attraction of people from industry and investment banking into public VC funds in particular.

Die Geruchsimmissions-Richtlinie (GIRL) wurde letztmalig im Jahr 2004 von einer Expertenkommission überarbeitet und am 21.9.2004 vom LAI den L?ndern zur Anwendung und Umsetzung in Verwaltungsvorschriften empfohlen. Mit der überarbeitung sollten zahlreiche zu Tage getretene Schwachstellen und M?ngel der Richtlinie behoben werden. Insbesondere wurde das bislang angewandte Ausbreitungsrechenmodell Faktor 10 Modell der TALuft 1986 durch das Ausbreitungsrechenprogramm AUSTAL 2000 G ersetzt. Ferner wurden sogenannte Polarit?tenprofile zur hedonischen Klassifikation von Anlagengerüchen eingeführt. Gleichwohl weist die Richtlinie nach wie vor zahlreiche M?ngel und Ungereimtheiten insbesondere auch in rechtlicher Hinsicht auf. Eine dieser Unzul?nglichkeiten betrifft die von der GIRL vorgenommene Gebietsdifferenzierung und damit letztlich das Kernstück des Regelwerks.

Land restitution and income generation in protected areas in Mpumalanga,South Africa

In many cases protected areas in South Africa have been established with little or no regard for communities living in or adjacent to them. The new challenge to protection of biodiversity is to find an equitable balance between conservation, beneficiation of the new land owners, and “balancing the books”. This article discusses the Blyde River Canyon Nature Reserve as a case study to illustrate some of the potential outcomes that co-management of protected areas can offer towards income generation, and highlights challenges towards success: it asks, can co-management be financially sustainable for both the conservation agency and the land claimants?     

Die argumentative Logik der Tabakmandate des Alten Bern: Eine historische Policy‐Analyse

Zusammenfassung: Die Analyse dynamischer sozialer Phänomene stellt sowohl für die Sozial‐ als auch die Geisteswissenschaften eine Herausforderung dar. Ziel dieses Artikels ist es, einen auf Dunn (2004) aufbauenden Analyseraster auf seine Durchführbarkeit anhand einer Analyse von Policy‐Argumenten in historischen Dokumenten zu testen. Ein Längsschnittvergleich von Struktur und Form der Policy‐Argumente in den Tabakmandaten der Stadt Bern von 1659 bis 1723 zeigt einen Wandel der Tabakpolitik des Alten Berns in der Ortung der gesellschaftlichen Probleme, ihrer Ursachen, den damit festgelegten Massnahmen und derer Legitimation auf. Insgesamt impliziert dieses Resultat, dass unsere Methode für die Analyse historischer Policy‐Argumente geeignet ist.
