Using data from the Consumer Expenditure Survey and the March Current Population Survey, we provide poverty estimates for 1967 to 2012 based on a historical supplemental poverty measure (SPM). During this period, poverty, as officially measured, has stagnated. However, the official poverty measure (OPM) does not account for the effect of near‐cash transfers on the financial resources available to families, an important omission since such transfers have become an increasingly important part of government antipoverty policy. Applying the historical SPM, which does count such transfers, we find that trends in poverty have been more favorable than the OPM suggests and that government policies have played an important and growing role in reducing poverty—a role that is not evident when the OPM is used to assess poverty. We also find that government programs have played a particularly important role in alleviating child poverty and deep poverty, especially during economic downturns.  相似文献

The relative chronological sequence of intersecting gel pen ink lines and laser printed marks has been determined using optical methods. The results were obtained by observing spectral reflection, relative sheen, skipping and gaps of gel pen ink strokes at the point of intersection. The intersections are observed under stereomicroscope and digital microscope. The effectiveness of both the optical instruments for sequence of the strokes has been compared. The sequence of intersecting lines (of same colour, different colours and where one of the strokes is darker) has been established.  相似文献

The sequence of intersecting strokes of laser printers (black, blue, red and green) and typewriter ink (black) with the strokes of gel pen ink, ballpoint pen ink and fountain pen ink (black, blue, red and green) has been determined by studying their absorption spectra. The absorption spectra have been generated for each of the two pure inks (i.e. A and B) and points of their intersections (i.e. A over B and B over A) by using Video Spectral Comparator (VSC-2000-HR). The study was carried out with an assumption that the peak characteristics of spectra from the point of intersection should correspond to the peak characteristics of pure ink which was executed later. It was observed that the absorption spectrum of intersection corresponds with either the laser printer or the typewriter ink stroke, whether these strokes were executed earlier or later than the writing instrument strokes. As the results obtained from the study were negative, the FDEs are advised against the practice of this technique in the examination of the sequence of intersecting strokes for these specified inks.  相似文献

Low secure services provide care for psychiatric patients whose risk cannot be safely managed in other settings. The physical environment in these units plays an important role in supporting recovery and risk management. We developed the Quality of Environment in Low secure Services (QELS) checklist to assess the quality of the physical environment of these services. Using recommendations from previously published standards we piloted a draft checklist with a weighted scoring system reflecting the views of patients and providers. The checklist showed good criterion validity and inter-rater reliability. Data collected from 33 low secure services showed considerable variation in the quality of the physical environment. The QELS checklist provides an accessible and reliable means for managers and clinicians to assess whether the quality of the physical environment of low secure units meets recommended standards and can be used to support efforts to improve the quality of care delivered by these services.  相似文献

This paper discusses estimates of the effect of welfare reform,as measured by the imposition of time limits and family cap provisions, on the employment and fertility of less educated unmarried women. This analysis shows that welfare reform has induced less educated unmarried women to move from welfare to work in significant numbers. The imposition of time limits and other administrative reforms correlated with it have increased the employment of unmarried women with 12 or fewer years of education by an estimated 363,171, approximately 28 percent of the decline in welfare caseloads for this group since 1994. Furthermore, evidence shows that women who have left welfare for employment worked approximately 29 hours per week, which even at low wages may significantly improve their financial status relative to public assistance. However, little evidence can be found to show that the imposition of time limits and family caps affect the fertility of less educated unmarried women. © 2001 by the Association for Public Policy Analysis and Management.  相似文献

This paper examined how the 1996 Personal Responsibility and Work Opportunity Reconciliation Act, which banned Supplemental Security Income (SSI) for the majority of elderly immigrants, affected their employment, retirement, and family incomes. The policy was found to be associated with a 3.5 percentage point (9.5 percent) increase in the employment and a 3.8 percentage point (7 percent) decrease in the retirement of foreign‐born elderly men. Partly as a result of their employment response, SSI ineligibility and the consequent decline in SSI receipt did not have any statistically significant effects on the family incomes of elderly foreign‐born men. Noncitizen elderly women, on the other hand, did not experience any increase in employment, and those without family support suffered a 10 to 17 percent decline in income. These findings suggest that access to SSI did not create work disincentives for noncitizen elderly women and that SSI restrictions have imposed financial hardship on those without any family support, many of whom perhaps cannot effectively increase their employment. © 2010 by the Association for Public Policy Analysis and Management.  相似文献

This paper examines the effect of tuition subsidy in the form of in‐state tuition to undocumented students on the education of noncitizen Mexican young adults. The policy is found to be associated with a 2.5 percentage point increase in college enrollment (base mean = 8%), a 3.7 percentage point increase in the proportion of students with at least some college education (base mean = 10%), and a 1.3 percentage point increase in the proportion with at least an associate degree (base mean = 4%). These results are robust to a variety of specifications. When the analysis is restricted to samples more likely to be affected by the policy, point estimates become larger. The study finds no evidence that in‐state tuition policy for the undocumented adversely affects the educational outcomes of natives. © 2008 by the Association for Public Policy Analysis and Management.  相似文献
