Forensic advisors (FA) at the National Institute for Criminalistics and Criminology (NICC), generalists in forensic science, act as an advising body to the magistrate to improve communication between the various parties involved in the investigation: magistrate, police and crime scene investigators, and forensic experts. Their role is manifold, but their main objectives are to optimise trace processing by selecting the most pertinent traces in the context of the case and by advising magistrates on the feasibility of forensic analyses in particular circumstances in regards to the latest technical advances.Despite the absence of a legal framework governing their role and involvement in judicial cases, the demand for their services has increased over the years. Initially, forensic advisors were called for complex homicide cases. Due to the proximity with the Public Prosecutor's Office, the types of offences for which their expertise was sought have become more diverse (mainly including robbery, burglary and sexual assault cases), leading to a diversity in the types of cases handled by the forensic advisors (complex, simple and review).In many of the cases they are requested for, in addition to consulting on the best analytical strategy, forensic advisors also assume the role of case coordinator regarding the seized objects and their respective analyses. Indeed, in the majority of cases treated by the FAs, two or more types of expertise have been requested and performed, either at the internal laboratories of NICC or at external laboratories.This paper explains the role of the forensic advisors in Belgium, the path that let to their current status and problems encountered. 相似文献

In this article the presence of the rehabilitation goal in the policy of the prison system in the Netherlands will be discussed first. Particular attention will be paid to the question as to why the rehabilitation goal, in spite of the doubtfull status of its impact, still plays a role in the increasing instrumentalist policy of the Dutch criminal justice system. In addition, some limitations of a one-sided 'nothing works' approach of rehabilitation will be discussed. Next, empirical research is examined for what it teaches about the functioning of correctional programmes within the prison system. Special attention will be paid to the attitudes of inmates toward rehabilitation. It will be shown that in spite of a considerable body of research on institutional adaptation, little is known about the dynamics between inmates' attitudes and personal, situational and organisational background variables. In addition, the results of a survey, conducted on the nature and sources of inmates' attitudes towards rehabilitation, will be presented. Finally, this article will offer reflections on the benefits of a process-evaluative approach of correctional interventions. 相似文献

This study examined the reliability and the validity of the Dutch CAP Inventory, a screening instrument that measures parents’
potential for child physical abuse (Milner, The Child Abuse Potential Inventory: Manual (2nd ed.), Psytec, Webster, NC, 1986). The CAP Inventory and measures on parenting stress and parents’ emotions and attributions
with regard to childrearing were administered in a nonclinical sample of randomly selected mothers (N = 362) with a 4-to-11-year-old child. The CAP Inventory Abuse scale showed high internal consistency and split-half reliability.
Twenty-four CAP Inventories (6.6%) were invalid, because mothers tended to present themselves either as too good or too bad.
Sixteen valid CAP Inventories (4.4%) were indicative of high potential for abuse. Scores on the Abuse scale were significantly
predicted by an external locus of control with regard to childrearing and by high levels of parenting stress. Results supported
the cross-cultural generalizability of the CAP Inventory Abuse scale. 相似文献

"The article compares publicly discussed norms concerning the proper age at marriage for men and women in nineteenth-century Netherlands, and the actual trends present in the empirical evidence about marriage age. Medical professionals (the hygienists) expressed the belief that marriage at too young an age was damaging both to public hygiene and the family's health; other commentators stressed the connection between young marriages and poverty. Yet such norms were put forward vaguely, allowing other influences on marriage age to come into play. Consequently, data on marital behavior suggest considerable diversity in the population, with age at marriage varying strongly by class, sex, and region. Generally, age at marriage did not begin to fall until the period 1860-1870, and even after that decade class differences remained strong." 相似文献

We contribute to the lack of tools to support efficient industrial policy-making, especially in the mineral beneficiation policy literature. To address this vacuum, we adapt the product space analysis approach to incorporate an input-output value chain lens. This framework is applied to the case of steel in South Africa to derive novel insights regarding the (in)efficiency of implementing a downstream linkage-based beneficiation policy. Our dynamic analysis approach allows for interactions with the rest of the product space. We find that a ‘leap-frogging’ approach to development within the value chain may be more optimal than a strict beneficiation based industrial policy. 相似文献
