The Akali Dal is the best organised political party in Punjab and has ruled over Punjab for a longer period than any other political party since the creation of the Punjabi-speaking state in 1966. It articulates aspirations of Punjabi regional nationalism along with trying to protect the interests of the Sikhs as a religious minority in India and abroad. As a part of shaping Punjab's economic future, it deals with the pressures of Indian and global capitalism. This paper is an attempt to track the multi-faceted pressures of class, religion and nationalism in the way Akali Dal negotiates its politics in Indian federalism.  相似文献

In the nineteenth‐century the British colonial government in Assam tried to change the land titles of Assamese peasants from annual leases to decennial leases. But Assamese peasants mostly abandoned their claim to their land after a single harvest. The peasants’ behaviour gives a clue to the impact of the colonial land settlement project whose major effect was to eliminate the access of shifting cultivators and hunter‐gatherers of the Brahmaputra Valley and the surrounding hills to most natural resources. The major beneficiary of land settlement were the tea planters. The behaviour of the Assamese peasant reflected the habits formed by the old resource use regime.  相似文献

Environmental and development policies used to be considered gender-neutral. Women's needs and interests were perceived to be identical to those of men. Empirical research has more recently asserted that policies that were thought to be gender-neutral were actually gender-blind and, therefore, either inadequate or inappropriate to capture the impacts upon women of environmental and development policies. This article presents a range of practical tools and mechanisms that may be used to monitor environmental and development issues from a gender perspective. It also outlines key strategies through which governments, NGOs, and donor agencies may assess the impact of such policies on women.  相似文献

This paper presents a critique of the essentialist notions of any community as a pacifist or militant community by examining the long history of the cycles of violence and non-violence in the evolution of the Sikh community in the Indian subcontinent. The theoretical premise of the paper is that communities' resort to violence and non-violence is determined by their strategic perspectives to achieve their politico-economic goals and not from any doctrinal adherence to violence or non-violence. The paper attempts a panoramic view of over 500 years of Sikh history (1469 – 2006) and offers a reinterpretation of that history by locating cycles of violence and non-violence in their historical context. It then provides a politico-economic perspective on violence and non-violence in their struggle for identity and political power. It focuses more on an analysis of the recent political conflict between Sikh militants and the Indian state, and concludes by drawing out the policy implications of that analysis for the politics of the modern Indian state regarding the Sikhs of Punjab. It identifies federal arrangements and human rights as issues of key importance in the political economy of this relationship.  相似文献

This article documents wages and working conditions for landless female and male agricultural labourers in Morocco. We found that higher-paid, equipment-intensive tasks were predominantly assigned to men, whereas women often performed lower-paid, time-intensive tasks. Women were systematically paid less than men even when they performed the same tasks. Enforcing existing legislation in Morocco to ensure equal pay for women is an essential first step towards enabling women to benefit equitably with men from their agricultural labour contributions. A revalorisation of the importance of agriculture is also necessary so that agricultural labour is not perceived as an occupation of last resort.  相似文献

Drawing upon research conducted in Gujarat, India, this article identifies the potential and limitations for NGOs to serve as intermediaries (between beneficiaries, governments, and international relief/development organisations) on post-disaster rural reconstruction projects. Findings reveal that NGOs can play important roles in facilitating the design and construction of high-quality, culturally appropriate housing; revitalising and diversifying livelihoods; and reducing physical and social vulnerability to future disasters. NGOs should have clearly defined roles, responsibilities, and accountability measures in post-disaster reconstruction projects, but they also need a certain amount of autonomy to protect their organisational philosophies and flexibility to make day-to-day decisions.  相似文献

This article employs research conducted with the Kivulini Women’s Rights Organization in Tanzania to discuss opportunities, constraints, and broader lessons about the role of women’s NGOs as intermediaries in development projects. Findings reveal that women’s NGOs often have insecure positions in development projects and are undervalued by executing agencies because advocating for gender equality is perceived as a “natural” extension of women’s roles in patriarchal societies. Women’s NGOs are “feminised” and consequently trivialised in their role as intermediaries, putting gender equality objectives at risk of attrition or abandonment. Under certain circumstances, women’s NGOs can be pushed out of partnership projects altogether.  相似文献

Citizenship practices in the Indian state of Assam have a serious fault line. The government appears uninterested in policing borders and enforcing the citizen/alien distinction. This has drawn the ire of even the Indian Supreme Court. Certain ambiguities about citizenship in post-Partition India explain these practices. Pragmatic politicians have adapted to the reality of a post-Partition space that does not conform to the idealized notion of a bounded national territory with a clearly defined community of citizens. However, the tensions between ‘the national order of things’ and the reality of a non-national space have consequences: they adversely affect governmental legitimacy. Policies premised on the fiction of hard national borders that are fundamentally at odds with ground realities cannot provide the foundation for a stable legitimate political order.  相似文献
