While the literature on peacekeeping has mostly focused on whether peacekeeping actually keeps the peace, few studies have systematically addressed the question of what explains variations in unintended consequences of peacekeeping, such as sexual exploitation and abuse (SEA). This study presents the Sexual Exploitation and Abuse by Peacekeepers data, a new dataset covering the 36 international peacekeeping missions by the UN, NATO, ECOWAS, and the African Union, active in the years 1999–2010. Using this dataset, it also presents the first statistical study that explores the issue of what can account for variations in reported SEA across peacekeeping operations. The systematic analysis of this data indicates that SEA was more frequently reported in situations with lower levels of battle-related deaths, in larger operations, in more recent operations, the less developed the country hosting the mission, and in operations where the conflict involved high levels of sexual violence. Our discussion and conclusion highlights data restrictions and identifies key challenges for future research.  相似文献

The relationship between interviewer and interviewee in the qualitative research interview implies a power imbalance as the researcher possesses the authority to frame the interview and ask the questions. Many feminist researchers have thus emphasized the importance of establishing rapport with the informant. In this article the consequences of the researcher's sym/antipathies towards her informants are examined. Parts of two interviews are presented in order to show how the researcher's emotional reactions entail hers as well as the informants' verbal responses and consequently the generation of data. In the interviews the female researcher was particularly emotionally challenged as they were of a delicate nature in which gender interplayed: a woman doing interviews with male refugees convicted for homicide and rape against female victims. It is further discussed whether sympathy and rapport or antipathy and a confrontational interview style—the consequences of the researchers' emotional responses to the narratives of the offences and the attitude of the interviewees—produced the best data. The article concludes that good intentions about avoiding prejudice by not reading the men's files and verdicts in advance may have been a wrong decision as it left the researcher insufficiently emotionally prepared for the information revealed in the interviews and for the encounter with the informants.  相似文献

In this article, I employ an auto-ethnographic methodology as a point of departure in order to explore my path into research on the legal and illegal trade in wild animals which, over the years, has consisted of interviews with experts and enforcement agencies in Brazil, Colombia and Norway including offenders (in Norway), and analysis of verdicts, interrogation reports, and custom seizure reports from Norway. I argue that research not only may, but should be value-driven and that a researcher’s personal biography can (1) provide additional insight into a research area; (2) serve to create rapport with informants; and (3) forge an important foundation for the formulation of research questions and the analysis of empirical data. Values also provide a platform for the choice of theoretical framework that is applied and which enhance and further knowledge within the field—in this case, perspectives of harm and justice, particularly species justice and eco-justice. The article calls for a stronger interdisciplinary approach in green criminology—one that includes feminist care ethics, philosophy and compassionate conservation perspectives, and which offers a more radical critique of human exploitation of ‘wildlife’ specifically and other animals more generally.  相似文献

This paper explores the possible connection between the Oslo police's use of derogatory terms about the ethnic minority population, and actual police attitudes and conduct. The article's background is a research project focusing on the relationship between the police and Oslo's ethnic minorities. Qualitative methods were applied, including observations amongst rank‐and‐file officers in three police stations, interviews with 20 police officers of different rank and gender, as well as interviews with three samples of basically ethnic minority men. The background for the police's use of derogatory terms about the ethnic minority population is discussed, and possible institutional support is explored. The canteen language and attitudes towards ethnic minorities are seen in relationship to police experiences with them. Incidents observed during the field‐work are applied in the discussion of whether the police conduct may be influenced by their language and thus lead to unjustifiable targeting of ethnic minorities for stop and search. The observations of police conduct are perceived in the light of ethnic minority informants' police experiences. Although a direct connection between derogatory terms and actual conduct was not confirmed through the observations, the ethnic minority informant interviews suggest that such a connection may not be discarded and such language must therefore be avoided as it may increase the social distance between the police and ethnic minorities.  相似文献

This article identifies how labour migrants’ participation in undeclared work is triggered by a combination of voluntary exit from the formal labour market in the host country as well as structures that makes it more likely for this type of worker to be forced to accept unregistered work. The argument is built by examining how East‐West European Union migration can foster or reinforce reasons for participating in undeclared work. At the EU level, the issue of undeclared work is seen as a mounting challenge, and public discussion now associates a supposed increase in undeclared work with the EU's open borders. For this study, 74 semi‐structured interviews were conducted with Polish labour migrants in Norway – both temporary migrants and more settled ones. A substantial part of these interviews focused on undeclared work. The results indicate that immigration enhances as well as creates new reasons for participating in undeclared work. In particular, they highlight how decisions to participate in undeclared work are not just an effect of labour market dynamics, but also a question of social integration.  相似文献

This article presents the main findings of a study about the Senior Citizens Grant programme (SCG) piloted in Kiboga District, Uganda. Recognising elderly persons’ vulnerabilities and acknowledging their capabilities is essential to motivate elderly beneficiaries of social grants towards self-sustenance rather than increasing dependency on such grants. Findings indicate that indigenous support systems, such as family members and agriculture directly influenced grant expenditure patterns and thus determined the well-being of grant beneficiaries. Old age vulnerability as the main criterion for eligibility and implementation casts shadows on older persons’ capabilities needed to support their own lives, and hence impacts their well-being.  相似文献

Humans’ contact with other animals is chiefly organised around humans’ own consumption and ‘needs’. This article begins with an aspect of the human—non-human animal relationship that is connected to animals as social, not material beings -‘pet-keeping’. Over the past few years the pet industry has expanded enormously. I discuss how the keeping of companion animals can be understood, and the consequences for the animals involved; this practice leaves an increasing number vulnerable to abuse and exploitation, not the least dogs—the most common companion animal. The market for companion animals worldwide is fed by breeding, but also by the abduction of animals and birds from their habitats. Keeping companion animals contributes greatly to the endangerment of many species, parrots in particular. Therefore the focus of this paper especially concerns parrots and the consequences they and their species suffer from being abducted, trafficked and traded, whether the trade is criminalized or not. I will discuss implications of the CITES convention, whether it serves to legitimate rather than protect animals from trade, trafficking and suffering.  相似文献
