Beijing’s weapons modernization, arms transfer, and arms control policies reflect priorities and internal and external constraints established in previous decades. Although Chinese perceptions of the evolving security environment in Asia have prompted some adjustments, PRC policies remain constricted by a security structure originally formed during the cold war, domestically driven security policymaking, and non-security factors, including economic and technological limitations imposed by the global market, the domestic economy and budgetary resources, and technological developments. Constraints notwithstanding, it is China’s policy ambiguities and opaque intentions that fuel suspicions throughout Asia that the PRC seeks to dominate the region.  相似文献

The use of narrow‐banded visible light sources in improving the visibility of injuries has been hardly investigated, and studies examining the extent of this improvement are lacking. In this study, narrow‐banded beams of light within the visible light spectrum were used to explore their ability in improving the visibility of external injuries. The beams of light were induced by four crime‐lites® providing narrow‐banded beams of light between 400 and 550 nm. The visibility of the injuries was assessed through specific long‐pass filters supplied with the set of crime‐lites®. Forty‐three percent of the examined injuries improved in visibility by using the narrow‐banded visible light. In addition, injuries were visualized that were not visible or just barely visible to the naked eye. The improvements in visibility were particularly marked with the use of crime‐lites® “violet” and “blue” covering the spectrum between 400–430 and 430–470 nm. The simple noninvasive method showed a great potential contribution in injury examination.  相似文献

ABSTRACT

This article analyses two recent French counterterrorist legislations (Law No. 2016–386 – hereafter OCT&F law and the Law No 2017–1510 – hereafter the OCT&Flaw) through the lens of distinct yet complementary theoretical frameworks. Combining the State of Exception thesis of Giorgio Agamben, the Enemy Penology as framed by Günther Jakobs as well as the more recent scholarship contributions on Pre-Crime, the article seeks to contribute to the scholarly debate on the use and the consequences of the use of criminal and administrative law in the fight against terrorism. In view of the numerous terrorist attacks that France has faced in recent years, the article aims to provide deeper knowledge of the French case by drawing substantially from the unfamiliar French scholarship. The article argues that the measures recently adopted seem to deepen the exceptional and pre-emptive logic in which potentially dangerous subjects have to be identified as “the enemy” as soon as possible in order to then be contained and dealt with.  相似文献

The American policy landscape during the George W. Bush administration was shaped by a series of traumatic events that confronted the nation and people of the United States. These included the terrorist attacks of 9/11 in 2001, the anthrax attacks in the fall of 2001, military actions in Afghanistan and Iraq, Hurricane Katrina in 2005, the threat of a flu pandemic in 2005 and 2006, the 2007 Intergovernmental Panel on Climate Change reports, and the financial collapse of 2008. The results of the 2008 presidential election appear to be a rejection of the Bush administration's major policy responses to these events, but the variation in type and level of public support among different groups suggests a much more varied and dynamic portrait of America in turbulent times. Using a multiyear panel survey, an interdisciplinary team of political scientists and psychologists analyzed the behavior and political responses to the events by the American public. The findings suggest that even seven years after the events of 11 September 2001, people with higher levels of post-traumatic stress symptomatology related to 9/11 have significantly different interpretations of the threat of terrorism and the appropriate policy responses to it than do others. Perceptions of threat, the political salience of terrorism and other traumatic events, the level of support for political leaders and assessments of the government's actions vary over time and across different groups within society based on the psychological, political and social, and personal characteristics of the respondent. These results help to open the black box of aggregate public opinion by providing a detailed portrait of how psychological, social, political, and personal factors affected perceptions and political behavior during the George W. The article presents a case study focusing on the Belgian approach to deal with migrant smuggling and more broadly on the governance of migrants in transit on its territory. Drawing from the literature on jurisdiction and scales and combining it with the scholarship on bureaucrats' decision making, the article sheds light on the messy dynamics and realities of legal governance of migrants transiting through Belgium in their journey to the United Kingdom. By focusing on the multilayered nature of the issue, the distinct legal regimes and the various actors involved, the article argues that the jurisdictional separation of the realms of criminal and administrative law enables a decision to mobilize a set of law over or in combination with another. The article explores the situation at the local and national scales and, as jurisdictions overlap and competences are scattered between distinct entities and actors, specific attention is paid to “passing the buck” behaviors and discourses which have substantial consequences for the situation of migrants in transit in Belgium.  相似文献
