Pathological myophosphorylase reaction in malignant hyperthermia

In malignant hyperthermia, myophosphorylase reaction shows characteristic changes that take place within minutes: (1) a generally strongly weakened reaction; (2) numerous negatively reacting fibres; (3) frequently, fibre sections that show spotty and/or striatal weak or negative reactions and fibre sections with strong striatal reactions with relatively narrow sarcomere spacings (a "sign of hypercontraction"). Obviously, the morphological findings that show characteristic "striated fibres" are typical of the malignant hyperthermia syndrome! It is important to note that the muscular fibres showing such changes are, as a rule, inconspicuous when using other stains and reactions. These pathological myophosphorylase reactions were observed in five deceased patients (one independently of anaesthesia after an extended walk) and in 19 pigs (18 times after halothane testing and once in an experimental animal with clinical evidence of the presence of malignant hyperthermia). These reactions were not noted in pigs with negative halothane reactivity or prior to halothane testing. They were also not seen in a large number of very different healthy and diseased control and reference cases from our biopsy and autopsy material. Myophosphorylase reaction enables convincing demonstration of malignant hyperthermia, past or present. Hence, it is possible to elucidate puzzling deaths or verify apparently clear death occurring during or subsequent to anaesthesia or simply following stress ("human stress syndrome"). Many of these deaths doubtlessly escape the attention of clinicians using the usual morphological examination methods. However, the reaction cannot be used to identify potential victims.     

Higher education facing the challenges of the information age

It is claimed that traditional higher education has become obsolete. It was justified as long as knowledge was concentrated in the hands of a few experts and in not-easily accessed libraries. However today, the three pillars of higher education - the production of new knowledge, teaching, and the preservation of knowledge - can easily be and more efficiently replaced by electronic means. One can learn whatever and wherever one wants. This can make the diffusion of knowledge far more affordable, more democratic, and less elitist. However, there are a number of social, psychological and societal factors that need to be taken into consideration, serving as counter-forces to the rush to provide electronic replacements to higher education. These factors cast strong doubts on the true value and efficacy of virtual higher education. The solution may lie neither in the wholesale abolishment of institutions of higher education nor in ignoring the opportunities afforded by novel information technologies, but rather in pursuing differentiation between virtual universities and regular ones such that each will excel in its own way. Similarly, we will have to think of differentiation within our institutions so that we come to harvest the new technological opportunities to improve existing higher education. Die europ?ische Fischerei muss sich zur Zeit einer Vielzahl von Problemen wie sinkenden Fangmengen, abnehmenden Ums?tzen sowie einem stetigen Besch?ftigungsabbau stellen. Einer der Hauptgründe für diese Entwicklung ist die bis zum heutigen Tage nicht nachhaltig betriebene Fischerei. Mit einer grundlegenden Reform der Gemeinsamen Fischereipolitik (GFP) im Jahre 2002 und der Abl?sung der alten FischereigrundVO von 1993 sollten diese dr?ngenden Probleme angegangen werden. Darüber hinaus wurde mit den Regionalbeir?ten (RACs) ein gemeinsames Forum für den Fischereisektor sowie Umweltund Verbraucherschützer geschaffen, welches die EU-Kommission in Fischereifragen beraten soll. Leider stimmen die ersten Jahre der neuen GFP wenig zuversichtlich. Eine Erholung der bedrohten Fischbest?nde ist vorerst nicht in Sicht, insbesondere weil die wissenschaftlichen Empfehlungen der Fischereiexperten weiterhin ignoriert werden. Ob die neu geschaffenen RACs mit ihrer Beratungst?tigkeit und ihrem internen Diskurs wichtige Anregungen hin zu einer nachhaltigeren Fischerei leisten k?nnen, ist zweifelhaft.     

Supravital electrical excitability of muscles

A new method of postmortem electrical stimulation of muscles, measuring the force of the reaction against time, is presented. Preliminary investigations have yielded the following results: The maximum force of reaction in response to a definitive stimulation, measured by a sensitive force transducer, decreases in proportion to the post mortem interval. Using this method, the mechanical reactions of muscles by electrical stimulation can be demonstrated over a much longer postmortem period as these movements are visible. The duration of postmortem reaction of different muscles seems to be much more uniform than was previously assumed. Occasionally, reactions of the M. orbicularis oculi can be seen for the longest time. The basal muscular tonus changes relative to time. The time course of a single force reaction also changes relative to the postmortal interval: the reaction becomes slower. It has been theoretically established that measurement of influencing factors such as temperature and pH in the tested muscle will enable the time of death to be more precisely estimated.     

Of Austerity,Human Rights and International Institutions

Austerity measures have led to the denial of social rights and widespread socio‐economic malaise across Europe. In the case of countries subjected to conditionality imposed by international institutions, the resultant harms have highlighted a range of responsibility gaps. Two legal developments come together to expose these gaps: Greece's argument in a series of cases under the European Social Charter that it was not responsible for the impact on rights brought about by austerity measures as it was only giving effect to its other international obligations as agreed with the Troika; and the concern to emerge from the Pringle case before the European Court of Justice that European Union (EU) institutions could do outside of the EU what they could not do within the EU ‐‐disregard the Charter of Fundamental Rights. That the Commission and the European Central Bank were in time answerable to international organisations set up to provide financial support adds an additional layer of responsibility to consider. Taking Greece as a case study, this article addresses the imperative of having international institutions respect human rights.

Women in Policing: A Longitudinal Assessment of Female Officers in Supervisory Positions in the New York City Police Department

This study examined the growth in the number of female officers in supervisory and command positions (i.e., sergeant to bureau chief) in the New York City Police Department (NYPD) from 2000 to 2013. Time and annual percent changes in the number of male officers, the number of male officers in supervisory and command positions, and the number of female officers served as predictors. An ordinary least squares regression analysis failed to produce statistically significant results for the growth in the number of female officers in supervisory and command positions. The regression analysis also produced statistically nonsignificant results for changes in the level of disparity among male and female officers in supervisory and command positions. Over the past 13 years, female officers have made little progress in advancing to supervisory and command positions in the NYPD.     

Citizenship and Unauthorised Migration: a Dialectical Relationship

The relationship between citizenship and immigration law is often conceived as a conceptual dichotomy in which the former functions as the rhetorical domain of inclusion while immigration law does the dirty work of detention, deportation and snooping into peoples’ lives in order to uphold the inclusive values of the internal domain. States however employ a variety of practices of immigration control that infringe citizens’ rights and produce lasting dilatory effects on citizenship itself. Focusing on two specific case studies – racial profiling in identity checks carried out for immigration purposes and the standards of interpretation developed by the European Court of Human Rights in regard to the right to family life in expulsion cases – this article argues that current practices of immigration control result in a transformation of citizenship along racialised lines, which hollows citizenship's normative core of equality and liberty.
