Global Politics of Mercury Pollution: The Need for Multi-Scale Governance   总被引:1,自引:0,他引:1  
This article analyses international legal and policy developments on mercury from the 1970s to the present time, and examines options for continued abatement. Multiple scientific assessments have demonstrated that mercury is an environmental pollutant that can pose a serious threat to human health and development. Currently, the international community is engaged in extensive debate about options for improved mercury governance. This article will critically examine three major policy options under discussion: the creation of a global mercury convention; the regulation of mercury under the Stockholm Convention on Persistent Organic Pollutants; and the development of voluntary partnerships. It is concluded that expanded and better integrated policy efforts are needed across global, regional and local governance scales to address mercury pollution and contamination effectively.  相似文献

This article reviews the international legal framework on hazardous substances, with an emphasis on the Arctic and the roles of indigenous peoples. Persistent organic pollutants (POPs) and heavy metals pose significant risks to Arctic indigenous populations, mainly through the consumption of traditional foods. Treaties of particular relevance include the Protocols on Heavy Metals and POPs to the Convention on Long-Range Transboundary Air Pollution (1998) and the Stockholm Convention on POPs (2001). Arctic indigenous groups have exerted considerable influence on hazardous substance management through lobbying of national governments, participation in domestic and international scientific assessments, and direct advocacy in regional and global political fora. Their engagement on environmental issues has also helped to shape circumpolar consciousness and political activism among different indigenous groups. At the same time, there remain important limitations on the independent authority and ability to act of indigenous groups. Challenges for Arctic indigenous groups and States include continuing collaborative abatement work targeting many POPs and heavy metals, as well as addressing linkages between hazardous substances and climate change, which is another issue of great Arctic concern.  相似文献

An inverse relationship between the body mass index (BMI) and the risk of completed suicide was shown in several studies. Furthermore, it is suggested that obesity might be associated with a lower risk for violent criminality. Therefore, the aim of this study was to analyze whether a higher BMI is associated with a lower risk for being arrested due to violent behavior in a sample of 43,992 male offenders. Multinomial logistic regression analysis was applied to assess the relationship between different BMI categories and categories of committed crime as outcome variable by including various covariates. Our results indicated that compared to a normal BMI a higher BMI was associated with a significantly lower risk for being arrested in different crime categories associated with interpersonal violence, such as crimes against life and limb (for example: odds ratio = 0.60, CI 95%: 0.52–0.69 for 30–34.9 kg/m2).  相似文献

Employee turnover is a key area for public administration research, but one about which there is much still to be learned. Insights from an extensive body of research on employee turnover in a specific area of the public sector—public education—contributes to the understanding of employee mobility in public organizations more generally. The authors present a conceptual framework for understanding employee turnover that is grounded in economic theories of labor supply and demand, which have formed the foundation of many studies of teacher turnover. The main findings of this body of work are documented, noting connections to the literature on public employee turnover, lessons that can be learned, and potential new areas for empirical inquiry for scholars of turnover in the public sector.  相似文献

International measures to address environmental problems increasingly rely on scientific information, and a growing number of international agreements require periodic scientific re-assessments. However, the arena of scientific assessment, governed by a combination of scientific criteria and political interests, is not well-understood, and few case studies have mapped the influence of scientific assessment on the birth and development of environmental policy issues. This article examines the role of scientific assessments and the science-politics interplay in international attempts to regulate persistent organic pollutants (POPs), focusing on the processes within the Convention on Long-Range Transboundary Air Pollution (CLRTAP) and the United Nations Environment Programme (UNEP). The study shows that scientific and political activities are intrinsically linked in international POPs work. Scientific and political agendas are co-constructed with no clear boundary between the science and politics spheres. Scientific assessments played a prominent role in constructing POPs as an issue of international concern, setting agendas and shaping policies.  相似文献

The responsiveness of government agencies to elected officials is a central question in democratic governance. A key source of variation in responsiveness is agency structure. Yet scholars often view agencies as falling into broad structural categories (e.g., cabinet departments or independent commissions) or fixate on some features of design (e.g., “for cause” protections). I develop new estimates of structural independence based on new data on 50 different structural features of 321 federal agencies in the federal executive establishment. Using a Bayesian latent variable model, I estimate independence on two dimensions: limits on the appointment of key agency decision makers and limits on political review of agency policy. I illustrate the value of this new measure by using it to examine how structure affects political influence and how agency independence can vary over time.  相似文献

This article analyzes how U.S. climate change politics and policy making are changing in the public, private and civil society sectors, and how such changes are likely to influence U.S. federal policies. It outlines the current status of U.S. climate change action and explores four overlapping pathways of policy change: (1) the strategic demonstration of the feasibility of climate change action; (2) the creation and expansion of markets; (3) policy diffusion and learning; and (4) the creation and promulgation of norms about the need for more aggressive climate change action. These four pathways seek to fruitfully draw from rationalist and constructivist approaches to policy analysis, without collapsing or confusing the different logics. Building on this analysis, it predicts that future federal U.S. climate policy will include six major components: (1) A national cap on GHG emissions; (2) A national market based cap‐and‐trade GHG emissions trading scheme; (3) Mandatory renewable energy portfolio standards; (4) Increased national product standards for energy efficiency; (5) Increased vehicle fleet energy efficiency standards; and (6) Increased federal incentives for research and development on energy efficiency issues and renewable energy development. In addition, expanding federal climate policy may bring about significant changes in U.S. foreign policy as U.S. international re‐engagement on climate change is likely to occur only after the development of more significant federal policy.  相似文献
