This paper investigates the interplay between the Social Cash Transfer Programme (SCTP) and the Farm Input Subsidy Programme (FISP) in Malawi. We take advantage of data collected from a 17-month evaluation of a sample of households eligible to receive SCTP, which also provided information about inclusion into FISP. We estimate two types of synergies: i) the complementarity between SCTP and FISP, that is whether the impact of both interventions run together is larger than the sum of the impacts of these interventions when run separately, and ii) the incremental impact of receiving FISP when a household already receives SCTP, as well as the incremental impact of receiving SCTP when a household already receives FISP. The analysis shows that there are synergies between the two policy interventions, mainly in terms of incremental impacts of each programme over the other, in increasing expenditure, agricultural production and livestock.  相似文献

Abstract

As a critique of neoliberalism, this article considers Marcuse’s formulations on “paralysis of criticism” presented in his seminal text One-Dimensional Man. This is not a pessimistic perspective. Rather, the author promotes a social diagnosis on political struggles, considering the new challenges of advanced industrial societies to radical subjective experiences of emancipation. The article centers upon, it is important to note, a frequent question in Marcuse’s inquiries: How do we think critically in counterrevolutionary times? This is a question that mobilizes dialectics to revolutionary trends as it expresses an effort to re-think traditional categories of Critical Theory in their “obsolescence.” In a world of “no alternatives,” obsolescent categories are symptom of its diseases. Such obsolescence contrasts immediate relations of status quo with “radical” mediations of social forces. It mobilizes criticism in “catalytic” processes to emancipate “centrifugal social forces” from below, a qualitative leap to social changes able to face counterrevolutionary times.  相似文献

Non-invasive documentation methods such as surface scanning and radiological imaging are gaining in importance in the forensic field. These three-dimensional technologies provide digital 3D data, which are processed and handled in the computer. However, the sense of touch gets lost using the virtual approach. The haptic device enables the use of the sense of touch to handle and feel digital 3D data. The multifunctional application of a haptic device for forensic approaches is evaluated and illustrated in three different cases: the representation of bone fractures of the lower extremities, by traffic accidents, in a non-invasive manner; the comparison of bone injuries with the presumed injury-inflicting instrument; and in a gunshot case, the identification of the gun by the muzzle imprint, and the reconstruction of the holding position of the gun.The 3D models of the bones are generated from the Computed Tomography (CT) images. The 3D models of the exterior injuries, the injury-inflicting tools and the bone injuries, where a higher resolution is necessary, are created by the optical surface scan.The haptic device is used in combination with the software FreeForm Modelling Plus™ for touching the surface of the 3D models to feel the minute injuries and the surface of tools, to reposition displaced bone parts and to compare an injury-causing instrument with an injury.The repositioning of 3D models in a reconstruction is easier, faster and more precisely executed by means of using the sense of touch and with the user-friendly movement in the 3D space. For representation purposes, the fracture lines of bones are coloured. This work demonstrates that the haptic device is a suitable and efficient application in forensic science. The haptic device offers a new way in the handling of digital data in the virtual 3D space.  相似文献

This paper addresses the question of why radical economicreforms became a reality in Argentina in the 1990s byconcentrating on the political andinstitutional dimensions of economic policy reform. Itpresents a framework for analyzing the determinants ofthe quality of economic institutions, notably thepolitical commitment of the state to provide propertyand contract rights, and its administrative capacity(``strength'') in implementing them. The framework isapplied to Argentina under the government of presidentCarlos Menem. The results of an empirical analysisclearly show an improvement in institutional quality,the state strength and commitment during Menem's firstterm. In turn, during his second term, the indicatorsshow ongoing signs of decline. Considering theprospects for Argentina in the near future,deficiencies of commitment with regard to democraticcontrol mechanisms represent a permanent threat tothe economic reforms realized so far.  相似文献

The author argues that a correct approach to the question of tolerance cannot ignore the increasing importance of the religious factor on the political, cultural and social scene of the last few years. The common European model of the relationship between the State and religious faiths that may be called the Law possesses some margins of elasticity. These margins of elasticity may be defined as tolerance. A mechanism of selection allows the law to welcome those new requests for liberty that do not undermine the fundamental features of the model.  相似文献

Eine vor kurzem in dieser Zeitschrift veröffentlichte Entscheidung des OVG Frankfurt/Oder 1 sowie eigene Erfahrungen des Verfassers in der Verwaltung geben Anlass, die gegenwärtige Verwaltungspraxis bezüglich der Binnenwasserstraßen des Bundes, die nicht dem allgemeinen Verkehr dienen, zu überprüfen. Der Verfasser kommt zu dem Ergebnis, dass sich die Zuständigkeit des Bundes—auch wenn es sich um verkehrsbezogene Maßnahmen handelt—auf Wasserstraßen i.S. der Anlage zu § 1 des Bundeswasserstraßengesetzes (WaStrG) beschränkt. Push factors associated with necessity entrepreneurship are largely neglected in the academic entrepreneurship literature. We link research on technology transfer to the literature on opportunity and necessity entrepreneurship, showing that the rate of academic spin-off creation is positively associated with the skilled unemployment rate. This longitudinal study of 559 spin-offs launched between 1999 and 2013, which controlled for several university- and context-level factors, showed that a higher level of unemployment reduced the probability of academic spin-off creation up to a threshold, beyond which the effect was reversed. By contrast, the relative skilled unemployment level was related positively to the probability of academic spin-off, particularly high-tech spin-off, creation. The relationship between the level of skilled unemployment and the creation of high-tech spin-offs was moderated positively by university research orientation and regional research and human capital intensity.  相似文献

This paper empirically studies the location decisions of internet firms when they face high legal standards of privacy protection. Many factors might influence them: technological spillovers, lower taxation, and so on. Internet firms can also arbitrate national differences and many of them actually locate their activity in order to escape from national laws they consider over-stringent. In the current stage of development of the internet—the so-called Web 2.0—the ease of access to personal data proved to be strategic input. So the more a jurisdiction makes collecting and using these data easy, the more attractive the country is, if all other things remain constant. One way for a firm to avoid such legal restrictions is to locate or to expand its business in less privacy protective countries. Our empirical results support this ‘no-privacy haven’ hypothesis. In particular, we highlight a new privacy paradox according to which the more stringent certain online privacy laws are, the more they induce firms to locate their business in less stringent countries, and finally the weaker actual privacy protection on the internet is.  相似文献
