Abstract:  This article tries to trace a line between Interinstitutional Agreements (IIAs) and Interinstitutional Agencies/Offices, recently established on the basis of the new 'externalisation policy' of the European Commission. Both phenomena serve, to a certain extent, to achieve the same objective, namely a smoother and more effective cooperation between the main institutions within the European Union. On the basis of an empirical documentation of more than 100 IIAs, the article classifies and assesses the extraordinary variety and diversity of IIAs collected in this compilation—according to their chronological distribution, number of parties involved in the conclusion, denomination, and substantial content. The evaluation of these IIAs first addresses the question of their permissibility, proceeding with the examination of their legal nature and effects. The article concludes by asking which of the two dichotomous instruments—IIAs or Interinstitutional Agencies/Offices—will prevail, and hence ensure a more expeditious discharge of the Commissions bureaucracy.  相似文献

The sources that can be employed to examine demographic aspects of the Jewish population and family in 18th-century Poland–Lithuania are sparse and mostly fiscal in origin. Since this source material has been preserved only for some periods and regions, few generalizations can be made. First, the authors have referred to the most comprehensive census that was carried out in 1791 by household in Cracow province (województwo krakowskie). It does not allow for detailed family reconstitution, however. Although extended/multiple family households might have been fairly common, the two-generational conjugal family unit seems to have prevailed, and no more than four nuclear families lived in one house. In addition, the age at first marriage was influenced only to a limited extent by the traditional practice of early marriage.  相似文献

Though much has been written about law enforcement agencies developing partnerships with citizen groups in the context of community policing, very little research has addressed the role of private security as a viable partner in law enforcement. The basis for developing working relationship is sharing common goals as well as having mutual respect for each other. A further important ingredient for developing sound relationships includes the presence and fostering of positive perceptions and attitudes toward each other. In this paper we examine a sample of 284 police officers and 236 security professionals in a Midwestern state to assess their perceptions on strategies to improve police/security relationships. Implications for developing partnerships are discussed.  相似文献

The United States enacted the Trafficking Victims Protection Act (TVPA) of 2000 to combat organized networks specializing in the illicit transport of human beings across political and geographical boundaries. This response has engendered conflicting definitions and competing agendas attributable to the definition set forth by the TVPA, which divides the crime into ‘sex’ verses ‘labor’ trafficking. The European Union (EU) adopted a different and detailed definition introduced by the United Nations. This paper explores the disparity in anti-trafficking policies of the United States and the EU. By contrasting these efforts, recommendations to strengthen U.S. policy by adapting certain EU practices to an American context are suggested.  相似文献

Within our civilian population, Intimate Partner Violence (IPV) has become a major health problem. Consequences of anger and aggression have resulted in incarceration rates which place the United States as the world's leader with 2.2 million people in prisons and jails. The current treatment of anger and aggression is based primarily on theories that were developed in the early 1980s. Advances in neuroscientific knowledge have exponentially added to our understanding of the underlying biological basis and neuroanatomy of violence and aggression. Through a binaural sound‐based non‐verbal intervention, we have found a key to unlock long‐term memory (Reconsolidation) that facilitates rapid remediation of anger and violence issues. Within our Pilot Study findings, a number of our combat‐veterans with Post‐Traumatic Stress Disorder (PTSD) experienced a positive transformation in their capacity to evidence empathy, intimacy and social engagement as contrasted with their prior isolative tendencies. We extrapolate how this intervention might positively impact those engaged in Anger Management (AM) and IPV programs.  相似文献

High rates of child maltreatment demand attention, as exposure to child maltreatment substantially increases the risk of developing PTSD. Some evidence exists that the presence of coping skills may reduce the likelihood that victims of childhood maltreatment will develop PTSD (Agaibi & Wilson, Trauma Violence Abuse 6:195–216, 2005). This study examined whether avoidant and/or approach coping skills moderated the relationship between childhood trauma exposure and trauma symptoms among adolescent females with a history of complex trauma. Results suggest that the use of avoidant coping moderates the relationship between trauma exposure and trauma symptoms. More specifically, girls with higher levels of trauma exposure demonstrated lower levels of trauma symptoms if they reported using higher levels of avoidant coping. Clinical implications for these results are discussed.  相似文献

ABSTRACT

More than 500 veterans treatment courts (VTCs) provide thousands of eligible veterans across the nation alternative means of resolving criminal charges through a therapeutic, judicially supervised programs. The majority of those VTCs mandate that veteran participants work with a volunteer veteran mentor throughout their tenure in VTC programs. Mentoring has been heralded as a critical and valuable component of VTCs, and it is believed that mentoring discourages substance abuse and promotes adherence to substance abuse interventions. But very little is known about how mentoring actually works. Scant research documents how mentors interact with mentees, what their responsibilities are, or what impact they have on veterans’ progress through rigorous VTC protocols. Through interview data collected following the death of a veteran mentee in a northeastern Study VTC, this research provides in-depth analysis of how mentors and mentees understand their responsibilities with respect to illicit substance use and violations of VTCs’ sobriety requirements. This article provides background data on VTCs and veterans who participate in them, then explores interview and documentary data as part of a case study of a policy failure in the Study VTC. The article concludes with recommendations that could improve mentor/mentee relationships and VTC participants’ access to treatment.  相似文献

A familiar but little studied area of criminal justice is that of pardons. Using data from the Pennsylvania Board of Pardons, the decision‐making process is examined to determine the degree of correspondence between the board's recommendation and the governor's decision to grant or deny a pardon. Included in the analysis is an assessment of the relative impact of legal and extra‐legal variables on the decision‐making process. The paper concludes with a discussion on the dynamics of the process, including why some individuals are more likely than others to be granted a pardon, and the implications the findings have for both policy and theory development.  相似文献

In order to distinguish prison myth from reality, the authors examine both official and unofficial estimates of the violence and disorder in prison, as well the dual issues of whether drug abuse and gang activity in prison can be directly linked to the level of violence and disorder in correctional institutions. Based on this review, current responses to prison violence and disorder are examined; the authors argue that the key to reducing the current level of prison violence and disorder is to determine the appropriate tipping point between formal and informal social control mechanisms. The authors conclude by highlighting three distinct strategies for reducing violent incidents in prisons: (1) demand transparency, (2) require evidence-based practice, and (3) implement innovative measures of prison performance and quality.  相似文献
