This policy essay by William J. Bratton, former Commissioner of the NYPD and Chief of LAPD, provides a useful overview of the key issues involved in determining how to address crime and provides an interesting research agenda for exploring the potential impact of options that favor policing and reduce reliance on incarceration. Changing the current focus from one that presumes that increased incarceration results in crime reduction to one that works to prevent crime requires a paradigm shift of major proportions. Over the past two decades, there has been increased attention on offending behaviors and motivations of child pornography offenders (CPOs). Although existing research has provided a knowledgeable foundation in regard to this offending subpopulation, the literature has been relatively limited on examining changes in offender behaviors and motivations. This study used interviews with 25 online CPOs in a southern state to identify themes underlying offending behaviors and motives at onset, as well as, continuation of offending over time. We found that offenders reported various circumstances (ranging from intentional to unintentional) and motivations (including thrill-seeking and attraction) at onset; however, CPOs reported thrill-seeking and attraction to be the most common factors driving their continued offending. We applied these themes to the existing literature on child pornography offending and recommended directions for future research. Based on our findings, we offered considerations for the treatment of CPOs.  相似文献

This article examines the political crisis in Mali, 2012–2013, to test the impact of violent conflict on public attitudes to democracy. In post-conflict situations, democracy building depends on interim steps to restore trust among citizens and to address national reconciliation and transitional justice. According to the results of a custom-designed opinion survey, recent experiences of violence and displacement in Mali have undermined both interpersonal and interethnic trust as well as public confidence that elected governments can resolve national conflicts. While internal displacement is frequently accompanied by violence against property, violence against persons increases popular demand for a retributive brand of transitional justice. Nonetheless, the Malian experience suggests that citizens in post-conflict societies – including those displaced from their homes – still yearn to live in a peaceful and unified country and have not abandoned a widespread preference for democracy.  相似文献

Although financial losses from white-collar crime continue to exceed those of street crime, the criminal justice system has traditionally focused on the latter. Past research suggested that citizens are more likely to support punitive sanctions for street offenders than white-collar offenders. Recent corporate scandals have increased public awareness of white-collar crime, but whether public attitudes have been altered remains to be determined. Using a 2005 national sample of 402 telephone survey participants, the current study examined citizen perceptions of white-collar and street crime, as well as attitudes regarding apprehension and punishment. This research extended prior studies by also considering the influence of sociodemographic characteristics as well as perceptions of white-collar crime and punishment on the public's support for increasing resource allocation. Implications for future research and development of more effective white-collar crime control policy are discussed.  相似文献

Conventional views of African politics imply that Africans' political opinions are based either on enduring cultural values or their positions in the social structure. In contrast, we argue that Africans form attitudes to democracy based upon what they learn about what it is and does . This learning hypothesis is tested against competing cultural, institutional, and structural theories to explain citizens' demand for democracy (legitimation) and their perceived supply of democracy (institutionalization) with data from 12 Afrobarometer attitude surveys conducted between 1999 and 2001. A multilevel model that specifies and estimates the impacts of both individual- and national-level factors provides evidence of learning from three different sources. First, people learn about the content of democracy through cognitive awareness of public affairs. Second, people learn about the consequences of democracy through direct experience of the performance of governments and (to a lesser extent) the economy. Finally, people draw lessons about democracy from national political legacies.  相似文献
