The War on Violence: Improving the Response to Domestic Violence in the Military

The Department of Defense has taken steps in recent years to improve outcomes for victims of domestic violence who reside on military installations. In 2000, the Defense Task Force on Domestic Violence was established, a military‐civilian group of experts charged with improving the military's effectiveness in addressing domestic violence in the Armed Forces in a variety of areas including offender accountability, coordination between military and civilian communities, and changing the military climate around domestic violence. This article will provide an overview of the Task Force, its work during the past three years, and its recommendations.     

Identifying Welfare State Regimes: The Links Between Politics, Instruments and Outcomes

With new sources of cross-national data appearing on income distribution and the characteristics of redistributional policy instruments, it is now possible to take the comparative analysis of welfare states well beyond the conventional focus on government expenditures. This study of 18 OECD nations examines the linkages between various aspects of the income redistribution process, elaborates a typology of welfare state regimes and locates the political origins of each of these regimes.     

Sentencing

While there is nearly unanimous agreement among social scientists that the defendant's prior record is important in explaining the sentence imposed on the defendant, there is little agreement on the "best" or most appropriate measure of prior record to use in examining sentence disparity. This study provides an assessment of the utility of 11 commonly used measures of prior record. We find that the various measures are not interrelated highly and thus necessarily are not interchangeable. We also find that the measures of prior record affect sentence severity differently and that the relationships between these measures and sentence severity varies for black and white defendants.     

BREAKING UP IS HARD TO DO: ROMANTIC DISSOLUTION,OFFENDING, AND SUBSTANCE USE DURING THE TRANSITION TO ADULTHOOD*

Recent studies have directed attention to the nature of romantic involvement and its implications for offending over the life course. However, this body of research has overlooked a defining aspect of nonmarital romantic relationships: Most come to an end. By drawing on insights from general strain theory, the age‐graded theory of informal social control, and research on delinquent peer exposure, we explore the impact of romantic dissolution on offending and substance use during late adolescence and emerging adulthood. Using data from the 1997 cohort of the National Longitudinal Survey of Youth, we arrive at three general conclusions: 1) Experiencing a breakup is directly related to a range of antisocial outcomes; 2) the effect of a breakup is dependent on post‐breakup relationship transitions; and 3) a breakup is associated with increases in offending and substance use among males and in substance use among females. We conclude with a discussion of the implications of our findings for the future of research on romantic involvement and crime over the life course.
