Public school choice is a widely used tool for education reform and may be a way to improve school accountability and efficiency. This article examines what happened to student outcomes when Charlotte‐Mecklenburg Schools, a large and diverse urban school district located in North Carolina, changed its assignment policy to one of open enrollment with mandatory choice. The previous policy used a broad array of magnet schools and a limited amount of mandatory busing to achieve desegregation. The new policy required that all students choose a school, and it specifically avoided using race or ethnicity considerations in assigning students. The article examines the impacts of the new policy on the end‐of‐grade standardized tests in reading and math. The article uses regression analysis to discover whether the scores of various groups of students increased or decreased after the policy change. The analysis suggests that the “race‐neutral” assignment policy was neither neutral in the opportunity it provided students to attend their school of choice nor in its academic outcomes. Anglo students were more likely to receive their first choice of schools and to improve their scores. African American students were less likely to receive their first choice school and their scores declined. 相似文献

Cities are increasingly outsourcing economic development policy advisory and development to private consultants. To explore the role and influence of consultants, this study undertook a systematic examination of the economic development policy documents of 41 cities in the Province of Ontario, Canada. The findings of this study indicate that a small handful of consultants are key actors in economic development policy advisory in Ontario. The policy documents authored by consultants tend to be similar in style, scope, and language; and from a policy perspective, there is convergence of policy as cities are recommended the same economic development strategies. 相似文献

Despite its widespread use since the concept was introduced by David Truman (1951. The Governmental Process. New York: Alfred A. Knopf), counter-mobilization by organized interests has remained theoretically ambiguous and rarely studied empirically. We more fully develop the concept of short-term counter-mobilization, distinguish it from long-term counter-mobilization, specify the conditions under which we might observe short-term counter-mobilization, and test the resulting hypotheses with data on health care lobby registrations in the American states during the late 1990s. We find little evidence of short-term counter-mobilization among health interest organizations, which leads us to more fully consider several null hypotheses about the limits of strategic behavior on the part of organized interests.An earlier version of this paper was prepared for presentation at the Annual Meeting of the Midwest Political Science Association, Chicago, April 2004. This article explores the full ramifications of the evolving strategic environment in the Gulf of Guinea. It argues that the ‘new scramble’ or ‘oil rush’ in the region since its emergence as a critical energy repository and a strategic supplier to the global oil markets has elicited multiple lines of interest represented by both state and non-state actors. By delving into Nigeria's oil-rich context, this paper explores the fierce competition for influence ushered in by these developments, the contested notion of ‘security’ and ‘sovereignty’, and the emergent patterns of contestations as the Nigerian state mediates between global and local forces in its oil complex. Finally, it brings into bold relief the complexities of the intensified struggle for access to the region's vast energy resources — the current global economic downturn notwithstanding — and the challenge it poses to the region, and particularly to Nigeria, the dominant player in the region. 相似文献
