Health care system change and the cross-border transfer of ideas: influence of the Dutch model on the 2007 German health reform

To increase understanding of the cross-border transfer of ideas through a case study of the 2007 German health reform, this article draws on Kingdon's approach of streams and follows two main objectives: first, to understand the extent to which the German health reform was actually influenced by the Dutch model and, second, in theoretical terms, to inform inductively on how ideas from abroad enter government agendas. The results show that the streams of problem recognition and policy proposals have not been predominantly influenced by the cross-border transfer of ideas from the Netherlands to Germany. The Dutch experience was taken into consideration only after a policy window opened by a shift in politics in the third, the political, stream: the change of government in 2005. In many respects, the way Germany learned from the Netherlands in this case sharply contrasts with an image of solving policy problems by either lesson drawing or transnational deliberation. Instead, the process was dominated by problem solving in the sphere of politics, that is, finding a way to prove the grand coalition was capable of acting.     

Lander Governance in a Global Era: The Case of Hesse

Subnational governments in federal systems are among the institutionsbeing buffeted by economic trends and institutional developmentsassociated with globalization. While the national governments'ability to maintain policy autonomy in a global age is frequentlyexamined, less attention has been devoted to the subnationalleaders' capacity for responding to global circumstances whilestill preserving the traditions and priorities of their jurisdictions.This article explores the responses of a single German Land,Hesse, to international events between 1982 and 1999. The analysisconcentrates first on changes in governmental structure andprocedure that reflect developments in Hesse's global environment,and then on changes in economic and environmental policy, apolicy domain central to Hessian politics throughout the period.Hesse's political leadership has not been able to insulate theLand from global pressures, but by acknowledging their distinctcircumstances, they have shaped institutions and policies inways that have enhanced their ability to derive significantadvantage from trends originating outside their borders.     

Viewing time measures and sexual interest: another piece of the puzzle

Abstract

The present study compared a viewing time (VT) measure with the Sexual Deviance Card Sort (Laws et al., 2000 Laws, D. R., Hanson, R. K., Osborn, C. A. and Greenbaum, P. E. 2000. Classification of child molesters by plethysmographic assessment of sexual arousal and a self-report measure of sexual preference. Journal of Interpersonal Violence, 15: 1297–1312. [Crossref], [Web of Science ®] , [Google Scholar]) and past sexual behaviour. Twenty-six adult males who committed a contact sexual offence (19 of whom had child victims and seven with adult victims) each completed the self-report card sort and viewed 640 slides of nude and clothed males and females, ages 5, 9, 13 years and adult. The offenders were unaware that their viewing time was being recorded. VT allowed for greater consistent classification of sexual interest: for gender preference, 79% for individuals with child victims, 86% for individuals with adult victims; for age preference, 84% for individuals with child victims, and 57% for individuals with adult victims. Results demonstrated that a combination of nude and clothed computer-modified imagery can provide accurate sexual interest classification.     

Interstate Cooperation and Territorial Representation in Intermestic Politics

Both the American and the German federal systems are actingunder the impact of increasing globalization and are involvedin processes of macro-regional integration. These developmentsare of vital interest for the constituent members of both federations.In such transformations, the nature of the representation ofsubnational units is a pivotal element. The crucial point iswhether the federation and/or the new transnational regimesprovide for the representation of subnational territorial unitsand give space for their horizontal cooperation.     

Delays in attentional processing when viewing sexual imagery: The development and comparison of two measures

Purpose. Critically important to effectively treating and managing sexual offending is the identification or validation of an offender's deviant sexual interests as the nature of their sexual interests is what demarcates repetitive sexual offenders from non‐offenders and lower risk offenders. As an alternative or verification to self‐report or phallometric measures, focus has turned to attention‐based measures. These measures assess sexual content‐induced delay (SCID), a specific form of attentional bias associated with preferred sexual content (images or text). Viewing time (VT) and choice reaction time (CRT) were developed and utilized to assess sexual interest via SCID ( Geer & Bellard, 1996 ) and examine the measures’ clinical utility via estimates of sensitivity and specificity. Method. Participants were 44 youth non‐sexual offenders, 60 university students, and 22 adult sexual offenders. Differences between groups were examined on various sub‐scores and receiver operator characteristic curves provided information on clinical utility. Results. The VT and CRT measures produced subtest scores with high reliability in all three samples. There were significant differences in VT between the adult sexual offenders and the youth non‐sexual offenders, but not between the youth non‐sexual offenders and the university students. Some of the VT subtests demonstrated good clinical utility in their ability to differentiate adult heterosexual sexual offenders from non‐sexual offenders (e.g., area under the curve (AUC) = 0.87 female mature images, 0.88 male child images). Interestingly, the VT and CRT measures provided significantly different results. Conclusion. The results of this study provide further evidence that measures of SCID are accurate and are useful as indications of sexual interest. Differences between measures suggest, however, that further work is required.
