Trilogues have been studied as sites of secluded inter-institutional decision making that gather the Council of the European Union, the European Parliament (EP) and the European Commission. Trilogues, however, are not exempt from formal and informal party-political dynamics that affect intra- and inter-institutional contestation. The increase in Eurosceptics in the 2014 EP elections offers an opportunity to investigate their efforts to shape the position and behaviour of the EP negotiating team in trilogues. Therefore, this article investigates to what extent Eurosceptic party groups participate in trilogue negotiations and how mainstream groups deal with their presence. The analysis shows that the opportunities to participate in trilogues and shape the EP’s position are higher for those perceived as soft Eurosceptic MEPs, while mainstream groups apply a ‘cordon sanitaire’ to those perceived as being part of hard Eurosceptic groups – which reduces the chances of MEPs from those groups being willing to participate in parliamentary work.  相似文献

The political effects of the Great Recession on southern Europe were substantial. The rapid economic deterioration of Portugal, Italy, Greece and Spain from 2008 onwards was accompanied by an increase in citizens’ dissatisfaction towards national political institutions. The sources of political mistrust in the southern periphery were of a political and economic nature. Using quantitative data from EU member states from 2000 to 2015, this paper evaluates the suitability of competing theories in explaining this shift in political attitudes in southern European countries. It first hypothesizes that political mistrust is explained by citizens’ rationalist evaluations of changing macroeconomic performance. It also hypothesizes that political mistrust changes according to institutional performance. The paper argues that economic crises act as an external shock that places politics, politicians and institutions in the spotlight as a result of citizens’ deteriorating performance of the economy. The findings suggest that unemployment, public debt and political corruption are key variables in understanding short-term changes in political mistrust.  相似文献

Voters’ ability to hold politicians accountable has been shown to be limited in systems of multilevel government. The existence of multiple tiers of government blurs the lines of responsibility, making it more difficult for voters to assign credit or blame for policy performance. However, much less is known about how the vertical division of responsibility affects citizens’ propensity to rationalize responsibility attributions on the basis of group attachment. While these two processes have similar observable implications, they imply markedly different micro-mechanisms. Using experimental and observational data, this paper examines how the partisan division of power moderates the impact of voters’ partisanship and feelings of territorial attachment on attributions of responsibility for the regional economy. Our analyses show that partisan-based attribution bias varies systematically with the partisan context, such that it only emerges in regions where a party other than the national incumbent controls the regional government. We also find that responsibility judgments are rationalized on the basis of territorial identities only when a regional nationalist party is in control of the regional government. Our results contribute to explaining the contextual variations in the strength of regional economic voting and more generally to understanding one of the mechanisms through which low clarity of responsibility reduces government accountability.  相似文献

ABSTRACT

While the claim that Public Service Motivation (PSM) has a positive effect on ethical judgment is well-established in the literature, this link is less clear for external sources of motivation. Little is known about how these two types of motivation can be influenced to boost ethical judgment. This article addresses these two shortcomings, studying the effects of PSM and external motivation on the judgment of unethical actions, and the process of assumption of institutional logics by individuals with more basic needs satisfaction. The empirical analysis applies full structural equation modeling, testing the hypotheses on a sample of 574 case managers working on a program that integrates health and social services in Catalonia (Spain). The results illustrate the distinct relation of PSM and external motivations with the judgment of unethical acts. They also indicate that the satisfaction of basic psychological needs indirectly reduces the acceptance of unethical acts. However, this indirect effect only happens through PSM. These findings have important implications for academic research and for the prevention of the development of mild judgments of unethical behavior in the workplace.  相似文献

A history of totalitarian governments and state surveillance appear to have made Germans sensitive towards the uses of personal data. Because of such concerns, Germany often acted as an obstacle to security measures requiring personal data at the EU level. However, there has been a recent sea-change in Germany over EU Passenger Name Records (EU-PNR), a measure that requires the personal data of airline passengers for security purposes. Many in Berlin have moved from lukewarm at the time of the first EU-PNR proposal in 2007 to advocating it in 2014. The article draws on Kingdon's Multiple Streams Framework (MSF) to examine this change in position, comparing two government coalitions – the CDU/CSU–FDP (2009–13) with the CDU/CSU–SPD (2013–) – to show how actors within the CDU/CSU have acted as policy entrepreneurs to ensure agreement on EU-PNR. It is argued that the composition of governmental coalitions can act as a central condition that facilitates or hinders the success of policy entrepreneurs. While the position of the FDP blocked any progress on EU-PNR in the former coalition, policy entrepreneurs used the willingness of the SPD to show voters their support for tougher security measures, thereby ensuring Germany’s support for EU-PNR.  相似文献

While the foundational claim that PSM attracts individuals to the public sector is well established in the research literature, much uncertainty still exists about its influence on the choice between the public versus the nonprofit sector, which also frequently exhibits a strong public service mission. Little is known also about how discrete dimensions of PSM differ in their effects on such job preferences. This article addresses these shortcomings by drawing on a study that combines the measurement of separate dimensions of PSM with a policy‐capturing design that allows disentangling the effects of sector from those of other job attributes that usually correlate with it: the service orientation of the job and job security. Results show that dimensions of PSM display relevant differences in their effects on preferences across job attributes. These findings have important implications for the choice of PSM measurements in scholarly research and job selection.  相似文献

The two-party system in Spain collapsed in the aftermath of the Great Recession with the appearance of two new parties, Podemos and Ciudadanos. How are we to understand the sudden emergence of these new formations? Using 2015 and 2016 post-electoral survey data to map the ideological space and model voting behaviour, it is shown that economic voting is only part of the story. This article contends that the transformations in the Spanish party system are best understood through the prism of the crisis of representation that unfolded alongside the severe economic crisis. It is dissatisfaction with the political system that drives the vote for both new parties. The results also show that a unidimensional ideological structure and a generational divide cut across these critical attitudes. The young and politically dissatisfied are more likely to vote for new parties, each on different sides of the ideological spectrum.  相似文献

A long-standing puzzle in electoral research is why the disproportionality of electoral systems has a negative effect on voter participation in established democracies, but not in new democracies. We propose a learning theory of electoral system’s effects, and test it in a cross-national analysis and by using Spain as a case study. Electoral disproportionality is unrelated to voter participation in early elections after democratization, but the relationship is increasingly visible as democracies grow older. The case study uncovers two mechanisms: small parties optimize their mobilization strategy only after the first democratic elections, and the difference in the turnout rates of small party supporters and large party supporters grows over time. Time is needed before the consequences of electoral systems are fully revealed. Importantly, the findings suggest that studies carried out just after an electoral system is created or reformed may provide downward biased estimates of their long-term consequences.  相似文献
