This article suggests a diagnostic framework of public communication intended to capture new communication strategies used by Armed Forces across Europe to legitimize new tasks and recruit new personnel. Three distinct communicative models that impact differently on democratic values and public support are suggested: an Old Public Administration (OPA) model influenced by bureaucratic values, a New Public Management (NPM) model fuelled by market values and a deliberative model labelled ‘New Public Service’ (NPS) that is largely influenced by proponents of ‘e‐democracy’. A case study of the communication of the Swedish Armed Forces identifies a lingering bureaucratic (OPA) ideal. The market ideal (NPM) however clearly dominates. The article concludes that communication along market purposes, principles and practices risks distancing Armed Forces further from society. Yet, an embryonic deliberative ideal (NPS)—much fuelled by the use of social media such as blogs—was also identified. This growing ideal holds the potential of infusing deliberative vigor into the organization and presumably facilitates the bridging of the gap to society. Serum samples were available from 492 of 1,058 cadavers seen at the Philadelphia Medical Examiner's Office between August 4 and December 15, 1989. These sera were tested for the presence of antibodies to human immunodeficiency virus (HIV) by enzyme-linked immunosorbent assay (ELISA) and Western blot. The overall prevalence of HIV in the autopsy population was 2.24%. The following populations showed increased prevalence as compared to the total sampled population: blacks (3.60%, p less than 0.01), males (2.51%, n.s.), and homicide victims (3.74%, n.s.). Seroprevalence data from this study are compared with those from earlier studies of other related populations, with regard to overall prevalence and risk factor analysis.  相似文献

The globalized security situation characterized by transnational threats and international interventionism in "new wars," connect non traditional local actors and traditional global actors to one another in unprecedented ways. We argue that children in particular need to be highlighted because they are highly pertinent to the globalized security situation, yet they make up one of the few agents that have remained non-politicized in the eyes of the scholarly community. The article suggests a framework of analysis that can generate analyses on security of traditional as well as non-traditional agents. Placing non-traditional groups in the center of attention serves to mirror the complexities of the current security situation better.  相似文献

Crime and security are major issues on a number of college campuses in the United States, yet little criminology research has been aimed at the campus setting. This article explores whixh aspects of the campus profile seem to contribute, or at least relate, to high levels of campus crime. A regression of crime rates on dimensions of the campus profile uncovered a number of correlates (specifically, measures of campus size and scholastic quality) in our sample of 222 colleges and universities. Somewhat surprisingly, the location of a campus—be it in an urban or a rural setting—had no impact on the level of its crime problem, though a slight influence on crime mix (proportion of crimes that are violent) was found.  相似文献

This paper examines the use of financial incentives to industry to promote urban economic development. It describes the types of incentives offered and sumniarizes the research on the effects of these incentives on firm location. It then examines and contrasts the costs and benefits of incentives to various political jurisaictions—municipality, state and nation. Finally, it aadresses the question of whether incentives, as currently designed, can solve urban unemployment and income problems. It considers the types and intrastate locational preferences of inciustries typically sttracted by incentives and concludes that current incentives may be of limitea effectiveness in promoting urban development. The discussion is particularly relevant in light of continued federal emphasis on introduction of enterprise zones as the major tool of urban economic development policy.  相似文献

This article takes its point of departure in an international non-governmental aid organisation (INGO) active in post-disaster and post-conflict Aceh. Using material collected through fieldwork conducted in the organisation, the article addresses the issue of how the intrinsic logic and workings of development reinforce the historically tense relationship between Acehnese and Indonesians.  相似文献
