ABSTRACT Rising demand for quality, efficiency, and openness in the management of collective problems and their solutions has prompted successful government agencies to consider knowledge as a key resource. Government agencies make intensive use of human capital and knowledge in the performance of their duties. Knowledge represents the most important strategic resource, and its skillful management is a key capability in institutional performance. Using structural equation modeling, we analyze the relationship between the learning capability of an organizational system, characterized by the dynamic interaction of stocks and flows of knowledge, and its impact on performance. Our results support the view that learning capability, especially knowledge flows and stocks, has a positive impact on the performance of public institutions. 相似文献

This article describes the National Science Foundation's systemic reform programming, including major accomplishments and barriers to systemic reform. The challenges of systemic reform and new directions for education reform are discussed. The focus in on the results and challenges of policies implemented by the systemic initiatives, namely the mandate for the alignment of standards, curriculum, instruction, and assessment with the implementation of a standards‐based K‐12 mathematics and science education program; increased science and mathematics requirements for high school graduation; the delivery of intensive, high‐quality professional development; and improvement in student achievement after three years of funding. A broader view of education reform in the future will require policymakers and educators to pay more attention to formulating mutually supportive policies across education, health, and social services; establishing fiscal policies that provide sufficient funding to ensure equitable outcomes; and revising accountability policies to facilitate rather than impede the reform efforts. 相似文献

In the 1960s and early 1970s, two political movements in Chile, one led by Eduardo Frei and the other by Salvador Allende, achieved remarkable victories in presidential elections. They both vowed to bring about radical change within the framework of the law. Unfortunately, however, both administrations failed to achieve their objectives. This article, focusing on the 30-year period that preceded these two electoral victories, argues that Frei and Allende's seemingly inordinate faith in the virtues and flexibility of the legal system was firmly rooted in the political system and stemmed from a peculiar form of constitutionalism, which it describes as legality without courts. 相似文献
